CALL TO ORDER: Chairperson John Nguyen-Cleary called the Meeting to order at
6:00 p.m.
ROLL CALL was taken by the Chairperson as follows:

APPROVAL OF MINUTES:
On a motion by Commissioner Cole and seconded by Commissioner Manzano the
minutes of the following meeting was unanimously approved :
Minutes of the Regular Meeting held December 12, 2019.
On motion by Commissioner Cole and seconded by Commissioner Cortes-Torres the
minutes of the following meeting was unanimously approved:
Minutes of the Special Meeting held January 17, 2020.

1. CARLSBAD PUBLIC HOUSING AGENCY 5-YEAR AND ANNUAL PLAN
That the Housing Commission adopt Resolution No. 2020-002 recommending that
the Community Development Commission approve the Carlsbad Public Housing
Agency (PHA) 5-Year Plan and Streamlined Annual Plan for fiscal year 2020 for
submission to the U.S. Department of Housing and Urban Development.
Staff Recommendation: Approve:
After discussion regarding the Family Self-Sufficiency Program, the Housing
Commission decided to approve the Carlsbad Public Housing Agency 5-Year and ·
Annual Plan as presented by staff, and passed a Minute Motion recommending to
City Council to explore the feasibility of establishing a parallel, locally-funded Family
Self-Sufficiency Program for Carlsbad residents.
Ms. Diane Rivera asked staff how they know that the Veterans did not qualify for the
HUD funds Ms. Nunn had mentioned in her presentation. Ms. Nunn will get a report
from the point-in-time count to show the number of veterans.
Ms. Nunn introduced her staff, Ms. Rebeca Guerrero, Housing Specialist, and Lindsay
Durmer, Acting Housing Assistant.

On a motion by Chairperson Nguyen-Cleary and seconded by
Commissioner Cortes-Torres approving the adoption of the
Resolution No. 2020-002 recommending that the Community

2. HOUSING NAVIGATOR
Ms. Bobbi Nunn introduced the recently hired Housing Navigator, Jessica Osborn,
and provided an overview of the role in providing communication and information
about access to housing resources.
Staff Recommendation: Information only.
Ms. Osborn gave a short description of her new position.
PUBLIC COMMENT: Ms. Diane Rivera spoke regarding the new Housing Navigator
position, recommending it be paid out of the general fund rather than the Housing Trust
Fund.
3. HOUSING ELEMENT UPDATE
The Advisory Committee met on Wednesday, February 12, 2020, and discussed
expectations as well as elected the Chairperson and Vice-Chairperson. The
committee acknowledged the effects of the new housing laws on our Housing
Element update and the challenge to meeting the regional housing needs. The
Housing Element staff is currently working on setting up a separate webpage.
Staff Recommendation: Information only.
CHAIRPERSON REPORT: Chairperson Nguyen-Cleary noted that the City Council's
approval of the Windsor Pointe funding has generated community concerns. Principal
Planner de Cordova informed the Housing Commission that the City Council directed
the City Manager to schedule a discussion of community concerns with the Windsor
Pointe project at a future City Council workshop meeting. Staff was working on a
Frequently Asked Questions document to post on city's website.
HOUSING SERVICES MANAGER REPORTS:
David de Cordova, Principal Planner, announced that:
• City Council approved the Housing Commission's work plan.
• The next Housing Commission will be held at a different venue. Staff will let the
commission know as soon as the alternate location is determined.
PUBLIC COMMENT: Ms. Diane Rivera thanked staff for giving a copy of the Housing
Commission goals.
