The regular meeting of the Library Board of Trustees was called
to order on September 14, 1964, at 8:10 P.M. at the Children's
Library by Jacqueline Wrench, acting Chairman in the absence of
Robert Stauber. Present were Trustees Sheffler, Walker, Wrench
and Librarian Cole. Trustee Gaiser arrived at 9:00 P.M.
The minutes of August 10, 1964 were read and approved as read.
Mrs. Wrench reported that the following data had been sent to
Daniel, Mann, Johnson & Mendenhall: Library budgets, book collection
totals, circulation and number of cardholders for 1956 through 1964;
a copy of "Preliminary Planning Statistics for the proposed CarlsbPd
City Library11 prepared by Tanner, Marquardt, Melvin & Associates, Inc.;
a copy of the scope contracted for by Carlsbad; a copy of "Carlsbad
Plans a New Library," the report compiled by the Board dated July,
1964; and a copy of an article, "1964 Costs," from the Winter, 1964
edition of News Notes of California Libraries*
Mrs. Cole reported an appropriation has been made for the
Federal Library Services and Construction Act of 1964, providing for
approximately 2Q% financing of new libraries with federal funds.
Mrs. Cole distributed to all Trustees copies of her Annual
Report for fiscal 1963-64. Upon an informal request for additional
historical background on the library, she distributed to the Trustees
copies of an article prepared for the Carlsbad Journal . July 6, I960,
that gives a brief history of the library 's beginnings.
The problem of delinquent fines was discussed. It was agreed
that some legal action might be necessary in cases where the usual
overdue procedure f?ils to produce results and when the materials
overdue are valued over |10.00. Mrs. Cole was instructed to draft
a letter to be sent to such violators suggesting legal action In a
small claims court may be pursued and then to filscuss its use with
City Attorney Stuart Wilson. It was the Board's feeling that a letter
coming from the office of the City Attorney might have strong
persuasive powers in retrieving overdue materials without having to
resort to court action.
According to Mr. Gaiser, Mr. Mamoux promises grading of the
driveway at the Children's Library within a couple weeks.
In her report Mrs. Cole noted the Friends of the Library Member-
ship Tea held September 13, 1964. She reported pictures of the winners
of the Summer Reading Contest were taken to be framed and hung in
the library. It is the library's intention to do thia each year.
275 Children completed the reading program, having read 3,770 books.
