HomeMy WebLinkAbout1964-10-05; Library Board of Trustees; MinutesMINUTES OF THE CARLSBAD CITY LIBRARY BOARD OF TRUSTEES OCTOBER 5, 1964 A special meeting of the Board of Trustees was called to order on October 5, 1964, at 8:00 P.M. at the Children's Library by the President, Robert Stauber. Present were Trustees Gaiser, Sheffler, Stauber, Walker & Wrench and Mrs. Julie Almack in Mrs. Cole's absence while on vacation. Minutes were dispensed wflb. Each Trustee presented his observations on the preliminary evaluation study of library facilities submitted by Daniel, Mann, Johnson, & Mendenhall. There followed a discussion of the report. The Board unanimously agreed the report endorsed the Board's position that the proposed building is well designed within the original scope. In brief, it is Daniel, Mann, Johnson & Mendenhall's conclusion that an initial $300,000 bonded indebtedness rather than $400,000 is financially feasible for Carlsbad and related their evaluation to other capital needs of the City. They propose phase development of the building project, building initially to serve a pefidd of 10 years and present alternative proposals for deletions in the present plans. The Board has questions as to the long run economy of reducing the size of the building and noted that the report's financial evaluation of future library tax needs fails to reflect the additional building needs suggested by the phasing program. There was unanimous- ly expressed a need for flexibility with regard to the size of the bond issue in the light of some unfavorable public and council response to the $400,000 figure. It was agreed, however, that the psychological reaction to a tax Increase is an Intangible item hard to reasonably evaluate. It was noted that the report lacked depth in its study of the site of the library. The Board recommends a Building Committee meeting to discuss the report with City Council representatives. Mr. Stauber trill arrange for the meeting. Election of officers for fiscal 1964-65 followed. It was moved and seconded that the Secretary cast a unanimous ballot for Mr. Robert B. Stauber for President. Motion carried unanimously. Mr. Stauber received a warm vote of confidence from those present. Mrs. Jacqueline Wrench was unanimously elected Secretary-Treasurer. Mrs. Wrench was requested to send a list of the Board of Trustees to Mrs. Jean Smith, California Membership Chairman of the American Library Trustees Association, in answer to her letter of October 1, 1964.
