December 13, 1964
The regular meeting of the Library Board of Trustees was called
io order on'December 137 1964, at 8:20 P.M. by President Robert
Stsuber in the Adult Library. Present were Trustees Galser, Sheffler,
Stsuber, Walker, Wrench §nd Librarian Cole and City Manager John
Mamawx. The minutes were dispensed with.
Mrs3'Mamaux reported on his trip December 3 to Sacramento to file
with the State Librarian our application for federal aid under the
1964 Library Services and Construction Act. He said we must be a
participant In a regional library system in order to qualify. 25% Of
the construction project is the maximum assistance we $0uld expect.
He announced we must meet the necessary qualifications by December
31, 1964 In order for funds to be encumbered for 1965- What Is needed,
he continued, was a resolution approved by the City of San Diego
accepting Carlsbad into a proposed regional system.
Based on Mr. Joseph Wheeler's preliminary report compiled under
the Public Library Development Act, Mrs. Cole had prepared a "Plan
of Service" for a proposed San Diego Regional Library System. The
Board then studied the Plan of Service and discussed its aspects.
It was moved and seconded that the Board accept the Plan of
Service for the San Diego Regional Library System as recommended by
Georglna Cole and recommend to the City Council that a bond election
be held as soon as notification of disposition of our application
for federal aid under the Library Services and Construction Act is
received from the State Librarian. The motion carried unanimously.
It is the Board's understanding that Mr. Mamaux will present
the Plan to the City Council December 14, 1964, for their approval
and request San Diego to approve a resolution including Carlsbad
in a proposed regional system. Mr. Maaaux will deliver the applica-
tion to Sacramento before December 31, 1964.
The meeting adjourned at 10 P.M.
