HomeMy WebLinkAbout1969-07-14; Library Board of Trustees; MinutesCITY OF CARLSBAD Minutes of the Library Board of Trustees Time of Meeting: P;00 p.m. Carlsbad City Library Date of Meeting: July iU, 1969 Trustees Present— Hill, Carli, Howard-Jones, Donohue, Hickethier, Librarian Cole • • The -meeting was called to order by the Secretary, Angelo Cjjrli, at 8:15 p.m. The.Board welcomed new members Anita Donohue and Don Hickethier. Mrs. Howard-Jones was elected Chairman of the Board and Angelo Carli was re-elected as Secretary. OLD BUSINESS • ' Rest room locks—It was reported that the locks were not yet installed, but all necessary infor- mation has been acquired. It is expected the locks will be in stalled^sometime in September. Trustee Hill reported that • '. -'• they are still seeking the best kind of lock—a lock that can be locked or not at the discretion of the librarian. It is never to be locked from the inside, Library Hours-Trustee Hill reported that he met with j Mayor Dunne on Saturday afternoon to ! discuss with him the Board's decision | to close the Library in the evening. I The mayor was unhapny to learn of the clo|3ing> from secondary sources. He was also dis- J pleased that the decision came at this time, whilr the Council was considering various; departmpntal budgets for the next fiscal ! year. Mr. Hill informed the mayor that thp decision, according to City Ordinances ! an' Charter,was within the Board's power j to make. He also explained that the propel channels had been followed -the City j Manager had been informed of this possibility 3 times before it happened and on the | morning immediately following the evening} the decision had been made. ! The mayor suggested that morning hours might be curtailed rather than evening hours. ' He also requested that The Board explain jbo the Council what changes might occur in the current situation if the Council approvesj the Library budget. Finally, he explained! that any additional people requested in j &he busget should be processed through thfe personnel office at City Hall. A request | should be submitted, decribing the position available. Then, when the budget is approved, Bill Baldwin can advertise the position. J> . As a result of Mr. Hill's discussion with; the mayor, the Board decided on the following: 1) Initiate nersonnel requests through J City Hall personnel manager immediately; I 2) Ir the future, any significant changes; in Library policies will expressed in j writing to both the Council and the City; Manager; 3) T^e Secretary is to write ! a letter to the mayor in response to Mr. | Lloyd Menke's letter to His Honorj | U) Mr. is to write a]letter to the mayor! ' ing in answer to some of the mayor's quest ons: a"1 Closing the library in the mornings is not Dossible because it is during those hours, when library traffic is lightest, that most of the nroce-fdng and adminstrat ves duties are accomnlished, and 2) the acquis tion of the personnel reruested in the prelim- inary budget would result in opening #he library in the evenings, part-time help covering staff vacations and sick-leave, filling responsibilities previously handlec by volunteers with regular staff, and maintenance of present processing and reference standards. With volunteers and the new personnel, the library may stay op n every night from Monday through Thursday • •. , with at least two staff members on duty ea h evening. Librarian's Report-- In August there will be a "sketch-in'.' Children who have read five books will will illustrate jtheir favorite and the best ones will be displayed in the library Intern Program—Jenny Wren, the intern assigned to this library is very satis- factory. Mrs. Cole also remarked that each month one of the libraries in the system is responsible for a special DBogram with the interns and this month San Diego will have an audio-visual program for them. Mrs. Cole also report^ that there are ove £rn children in the Reading Club. During the discussion about the library hours earlier, Mrs. Cole corn-ented on the volunteer response the library has re- ceived. However, there are few men availab and, in her opinion, it is almost im- perative to have men in the library during the evening hours.
