MINUTES OF THE BOARD OF TRUSTEES

OLD BUSINESS
re: resolution of commendation for Mrs. Hansen and Mrs. Jones from city
manager. The board chairman has been informed that this is not a city policy
at this time and he will write letters of appreciation to each women.
Tan-Year Plan
'•The committee on library projection for the future listed the following
prioritiesi Increase personnel, increase services, increase services of
"Friends", capitol outlay for mezzanine(to make operational), opening of
store-front branch on west side of highway, Discussion of members re-
vealed that Mr, Hill felt the store-front branch should have a higher
priority while Mrs. Cole felt shelving for the mezzanine was the top
essential.
COMMENTS ON BURROUGHS LIBRARY PROJECT
Mr. Hickethier and Mr. Hill have sent letters to area colleges to establish
need for a business library in our library but haven't received much useful
data. None of the colleges have much ±i\ their own business libraries but
can't document a heavy need for such, '•'•'he two library trustees will base their
next interview with Burroughs personnel on the growth factor of city and the
fact that collection will be used once it becomes available in north county,
•^his has been found to be true in most libraries once they have a good
business library to offer the business community for its use. The trustees
are also considering the use of a letter to explain the above and also to
list the businesses and industries located in this area who might presumably
benefit by such a library. At present there is no such business library
available closer than "an Diego City Library.
NEW BUSINESS ...
The report from the Community -Involvement Community orif suggestions for
improvement of general library services was read and discussed, Mrs. Connie
Tirona made an informal survey of the area west of the freeway and found the
following» waiting list too long for new books., buy more copies;, need flyers
on new books, records, services of library; need to extend library hours
on Saturday or ''unday; parents are concerned about ways to get children to
the library across the freeway; what is large room upstairs used for;
would like more children's programs on Saturday. In replying to these comments
the board siatod'.'.that the library sometimes buys a second copy of a best
seller when the list becomes toolong( 12 requests) the loan period is also
shorteneddto one week, occasionally someones gives the library an extra
copy of a best seller; in regard to publicity, flyers are sent home with
school children telling about children's programs at the library and there is
weekly jmhlioity in the Carlsbad Journal. *n addition the "Friends" areconfficrering some DOOK lists
etc. to expand publicity of new library materials.
Perhaps they could do a monthly list of new books, records, programs etc. to
go to their members and perhaps make an even wider distribution, ^uoh programs
might be in both Spanish and ^nglish, Mr. #111 asked about the possibility of
mailing flyers to the °oya Club, Girls Club etc, Mrs. Cole agreed this could
be done and she will fcttrtuthe Chamber of Commerce list for other organizations
to whom it might be useful, Mrs. ^owqrd-Jones suggested the possibility of
asking each organization to name a liaison person who would keep informed about
library activities. It was pointed out that the mezzanine at present is not

a safe place to conduct children's programs.. Both the open railing and the
noise factor make it unsuitable for that. xhe multi-purpose room, Mrs. Cole
pointed out, is available and soundproof for "aturday morning prograjSms.
There will be more children's programs available as soon as the library is
financially able to obtain a children's librarian. At present there is a
pre-sohool story hour each Wednesday at 10 A.M. and the "Friends" put on
/L children's programs occasionally. Saturday hours will be extended to
6:00 -^.M. as soon as budget permits staff to be increased. The librarian
and board are both very receptive to the idea of volunteer groups bringing
children via oar or walking with them, from the west side of the freeway.
Another comment on publicity, %s. uole mentioned that after January of this
year the library will have an£ audio-visual person to work in the library and
this person will also have a public relations assignment* Chairman Bill
Hill said that he would reply to the survyy memorandum from Bonnie "x'irona,
taking up the above mentioned factors.
LIBRARIAN'S REPORT
Mrs. Cole described the three days of activity for both parents and children
planned by the library to celebrate Book Week, November 15-21. The special
author programs and story hour were made available through the **erra ttegional
System.
The Carlsbad High School district has requested space to park a mobile
education unit in the library parking lot sometime during January.
On Friday, October 15th members of theilibrary board and a special committee
in charge of planning for a new library, came to look at our library and
its building. They were very enthusiatio about the design of the Carlsbad
City Library. . .
ADDITION TO POLICY OF REGULATIONS GOVERNING USE OF MULTI-PURP08E ROOM
some discussion on the need for some way to assure the presence of
a certain number of adults for each group of children attending
programs in the library, Mrs. Read made the motion that
one adult must be in attendance for each twenty children at any program
in the library, the adults to be provided by the sponsoring organization.
%. Hickethier seconded the m%ion which carried unanimously. A note re-
garding this addition to library policies will be sent to the "Friends'*
Mrs. Cole also reported on the request she has received foom the City Council
to prepare a summary on the cost etc. of establishing a branch in Leuoadia,
should Carlsbad decide to annex this oity. She recommended quarters of over •
5,000 square fe»-fc, as the minimum amount of space which Would be adequate to
house a collection of library materials, 1 librarian, 1 clerk and 1 page,
A mobile van to delivery materials from the main library would also have to
be considered in the cost estimate*
