MIHUTES OF THE BOARD OF TRUSTEES
CARLSBAD CITY LIBRARY
MARCH 8, 1971
Meeting opened at 8'-15 p.m. with the following present: Ruth J3anks, Library
Audio-Visual Consultant, Librarian Georgina Cole, Anita Donahue, Donald
Hickethier, William Hill, Marje Howard-Jones, Dorothy Read and Councilman
"Bud" Lewis, Minutes for Feb.8, 1971 were read and approved.
OLD BUSINESS
Chairman Hill reported that he and Marje Howard-Jones had tfclkod with Joe
Olinghouse about the store-front library and there is no change in the situation
at present. However, %. Olinghouse is interested in the idea and may be able
to pursue it at a later date,
Don Hiokethier reported that he had talked with Mr. ^chaffer at Burroughs C0rp.
and they will set up an appointment to discuss the business library further
next week.
The Ten year Plan committee reported that after looking over the ten-year
plan outline and Miss ^anks list of Audiovisual goals it was agreed that
all of the objectives on Miss Banks list are either included specifically or
implied on the committee's plan for the next ten year. Therefore the work of
this committee is completed.
Ruth Banks demonstrated the .new audio-visual equipment now available for
use of children in the library and discussed the program in general. New
projects include: a library sponsored show over radio KARL in which Miss Banks
will act as hostess in an interview type program. She also is developing a
•lide show to dramatize needs of the library which will be presented to the
City Council about April 1st.
LIBRARIAN'S REPORT
*rs. Cole reminded the board that the October 12 meeting falls on a holiday
and that an alternate date should be set up.
There will be a. Mobile ^nit from the Department of ideation, San ^iego ^ou^ty,
which will be parked in the library parking lot on March 15, 1971 to give out
career information.
An "Outreach Workshop" was held l«st week in the library to give ideas of
library services available to special groups such as the blind, retirement
homes etc,«
Thursday the Serra meeting will be held here to discuss long range plans and
a possible federal grant of over ?90,000 for work with minorities,
Mrs. Cole also indicated the problems involved in running a library with in-
adequate custodial help. Library now has two-thirds of one full time person-and
no one is available to work in that capacity after 12s3o p.m.
BUDGET
The Board studied charts which indicated salaries in county and municipal
and district libraries in town of approximate population.
Mrs. Cole strongly recommends the inclusion of a full time custodian for
the library next year so that there is some man available the hours that the
library is open.

Mrs. Cole also indicated that the increased circulation and work load
made the addition of another page necessary for next year.(Library now
has three part-time pages)
Number of borrowers cards issued in 1969-70 and in 1970-71 show a huge
increase this year (see sheet for exact figures)
Circulation figures also show largeincrease so far this year and it is estimated
that book circulation will be over 143, 000 for this full year.
is a need for two more outside phone lines to handle the reference calls
coming into the library. *'his would be about |170 extra. (All long ^dstance
phone calls are paid for by the Serra system)
Stealing is a major problem in this library as well as others. A college boy
to supervise the front door whenever the library is open, is another budget
need, The library personnel agree that closing of the west door t6 the public
would help prevent loss of books since there is no monitor there.
The book budget needs to be increased considerably to merely keep pace with
growth and crowded shelving conditions require an expenditure for new book
stacks*
'•^he Board agreed that a more specific outline of budget needs was necessary and
members agreed to meet next Monday, March 15th, at 8:00 ^.M.
