LIBRARY BOARD OF TRUSTEES
Minutes - February 5, 1973
The meeting was opened at 4iOO P.M. wj.th the following members
'present: Chairman Brookhart, leather Driver, Nancy Ricci,
Georgina* Cole and Mary Canler. Dorothy Rood arid 'Councilman
Frazee were absent. Library Consultant Ray Holt 'and City
Building Department Manager Dick Osburn attended the meeting.'

OLD BUSINESS:

Mr. Holt reported on the progress of the Master flan for the
Library. He has been delayed in receiving' final population
estimates from the Comprehensive .Planning Organization, but
he expects to submit his report, by l«'eb. 28, 1973. The Master
Plan is tv\n«n t>n population and characteristics of the people
balanced against t$e nature of a public library. The result
of his study shows ^the Carlsbad Library needs to bo vastly
increased in its resources. The problem is timing: population
growth against repressive factors as the Coastline Initiative,,
highway access or f power supply.

The 'fastest growth in the area will be from Palomar Airport
Road south to Batiquitos Lagoon and the ocean to the eastern
boundaries. A mile-and-a-half-wide strip enclosing the
airport landing and takeoff pattern and devoted to non-resi-
dential land use will divide the city.

•In the entire North Coast of San Diego County, there is not
•a major library, but Carlsbad is the natural geographic
spot for one. If plans are made for this to happen, state
' funds would' be available to aid' in the development. Emphasis
should be in collections, specialized personnel and total
resources. New business in the area will bo research oriented
and the Library must develop service to this industry.
Business and industry want immediate access to materials. The
Library must anticipate their needs and have materials ready
for patrons.
Mr. Holt estimated that it would take 15-20 years to build an
in-depth collection. ' When Carlsbad attains a population of
50,000, we should have our plan's for a ,now library of
60-75., 000 sq. ft. (present .building has total of 19,000) and
wo should be in the 'now building whoa tho population roaches
75,000. Ho al HO stated that If RS funds hod not boon made
availttble for the development of the mezzanine, tho present ,
Conference Room would probably have had to bo wi thdrawn from
public use.

- Consider information retrieval? NV, not yet. •
- Change to L.C.? No; but we should "Gutter" books, (a system
to provide spool fie id on tifi cation)
- Satisfaction with tho Sorra Systom? It noods to grow.
- Library hours adequate? For now, yes, but in the future
should open on 'Sunday.

In a final statement before leaving at 5 P.M., Mr. Holt said
the present staff is much too thin and needs expansion,
