Present were Trustees Driver, Hchindler, Kratter and Casler, Mayor Dunne, Council- man Frnzoe and Librarian Cole. President Brookhart explained the purpose of the meeting was to dis- cufjR the relationship of the Bowrd to the Council, to the City Manager and to the Library. The Board felt that the budget presented to Council should be the one the Board approved, without changes by City Manager. City code 2.16.060 mandates the budget should be prepared by the Board. The problem of getting figures of assessed valuation was discussed. Councilman Frazee noted that the League of California Cities is re- questing thece estimated figures be presented in May. Mayor Dunne explained that money given as trusts or gifts shall be administered by the Board, but that raised by taxes is controlled by the City Finance officer. / Librarian Cole presented a list of repairs needed. Mr. Kratter felt that the City should maintain the plant because of the many non-library services performed by the Library. The Mayor said he would relay thece ideas to the Council. For an improved relationship with the Council, the Board requested 1. financial information be given as to the budget 2. reclassification of the Librarian and other library employees should be the judgment of the Board of Trustees 3. questions submitted to the Council be properly answered Mr. Kratter spoke of the relationship of La Costa residents to Carlsbad. The opening of a branch will be discussed at the regular meeting on September 10. The meeting was adjourned at 5*^5 P»M. Mary Cosier, secretary
