LIBRARY. BOARD OF TRUSTEES
Regular meeting, February 15, 1978
The meeting was called to order at 3:08 p.m. by President Schindler. In
attendance were Trustees Falkenstein (3:09), Hammond and Munn. Also: Miss
Ayars, Friends' President; Mrs. McWilliams, Genealogical Society; Fran
Bishop, League of Women Voters (3:11); Mrs. Cole, Librarian; Mrs. Almack,
Assistant Librarian; Mr. Mannen, Administrative Assistant to the City
Manager (3:10). Absent: Father Driver.
The minutes of the January 18 meeting were approved as submitted.
Committee Reports
a) 4Bui!ding and Grounds—Mr. Falkenstein reported that some leaking
occurred in the atrium in the most recent rains (as had happened
• in January; ref. minutes of January 18).
Father Driver absent.b) Personnel—No report.
c) Planning—No report.
d) Legislation—No report.
Old Business
a) CLSI—Mr. Mannen reported that .Oceanside was in the process of
drafting a joint use agreement for the two cities, and that bid
specifications have been written and checked by several consul-
tants, including a representative of the State Library. Although
the administrative work is running a bit behind schedule, Mr.
Mannen said the matter will probably go to bid in the last week
of February and a contract will be ready before March 31.
b) Statistics—Circulation in January was up 2,875 over the same
month last year. No figures were available on the southeast
bookmobile stop, but Mrs. Cole said the bad weather had caused
a general decrease in bookmobile^use.
The Board was also given a detailed statistical assessment of
activity in the A-V division, where all areas showed marked
increases in January 1978 over January 1977. The-single exception
was in inspection and cleaning of cassettes, and the decrease
(-22%) here was due to temporary shifts in priorities in the
allocation of staff time, according to Mrs. Cole.
c) Master Plan—Originally scheduled for consideration by the Council
on February 7, this item had been removed from that agenda for
discussion later. (Later in the meeting, Mrs. Hoder informed the
Board that the new date would be Wednesday, March 8.)
d) A-V Technician—An annoucement was posted officially on February 6
with a closing date of February 17. The Board was pleased with
this development.
e) Shelving—New shelving will soon be installed in the reading room,
and preparations are under way to accommodate it. Once begun,
installation will take between three and seven days. Mrs. Munn
commented that the new shelving will decrease the available space
for reading, and Mrs. Schindler remarked that this will be in-
creasingly true as the library augments the collection to keep
pace with growing patronage.
f) Lounge Carpeting—The carpet (gift of an anonymous donor) has been
installed, much to the pleasure of the staff and visitors to the
lounge. (In action taken at the end of the meeting, the Board
voted to accept "with gratitude" this thoughtful gift. Motion:

Business
a) Departmental Report—Mrs. Almack reported on the Library's Outreach
Services: visits to shut-ins; programs for those with impaired
vision;-voter registration; work sessions for volunteers; book-
mobile service; and income tax assistance. Betty Maerkle is
back-up in this department.
4 Statistics were presented on the four-year history of the visits to
shut-in patrons indicating an increase in visits from 145 (1974)
to 1,425 (1978) and in circulation from 690 (1974) to 5,534 (1978).
It should be noted that, for many of these library users, Mrs.
Almack's visits constitute their sole contact with the outside
world and that her friendship with them is meaningful beyond all
description. Also beyond description are the Board's admiration
for and appreciation of Mrs. Almack's dedication and compassion.
b) Expiration of terms—Mrs. Schindler mentioned,
information, that her term of office and that
expire on June 30, 1978.

c) History of Car1sbad--a dedicated group of volunteers is meeting on
Tuesday mornings to assist in organizing the Library's local
history collection, a job that has long needed to be done.
Marge Howard-Jones will write the new History for the Friends, and
Anne L'Heureux will take charge of lay-out, graphics and printing.
d) Drawing Class—Paul Cringle, well-known cartoonist, will teach a
ten-week course at the Library on Thursdays beginning February 16.
This program is sponsored by the Library in conjunction with
Community Arts of San Diego and is funded by ^ETC with CETA funds.
e) Film Festival--Judging has been done and awards will be presented
on February 17 at Mira Costa College for the third'annual
Amateur Film Contest.

a) Staff—Chris Holt is taking a DSC extension course in reference
librarianship. Joe Skymba's film on cropdusting has placed in a
national film festival. Calista Sanborn has done a report on
"OCLC—1 Year later".
b) Mrs. Cole gave the Board a list of reference books purchased with
a $100 gift from Katherine Jones of Oceanside.
