In attendance were Trustees Brownley, Falkenstein and Hammond. Also Mrs. Cole, Library Director. Trustee Cipriano was .unable to attend. In response to a memo from Mr. Bussey that an adjourned Council meeting will be held on February 13, 1979 with Mr. Holt to discuss the master plan, the Board decided to ask Mayor Packard if the meeting might be held in the conference room at the Library. The Board discussed the new master plan by considering Mr. Holt* statements of principle and recommendations, beginning on page 3. The Board agreed on the following very general principles to guide its discussion on the plan with Council: 1) A new Central Library should be first priority. 2) That steps by taken to acquire the land necessary for the central facility. 2a) The proposed central facility need not be located "near the geo-center of the city", as Mr. Holt recommended on page 5 (Al). 3) There should be no sale or conversion of the present Library until the central Library is taken care of. 4) Branch Libraries be provided when and where the logic of the situation dictates. In addition, the Board agreed that Mr. Holt's recommendations #19, 20, 21 and 22 (page 4) be left to the discretion of Library staff for implementation. On recommendation #23 (page 5) the Board assigned first priority to needs of the business com- munity, .followed by those of minorities. In order for the Board to become more "visible" in encouraging comments from citizens, Mr. Falkenstein suggested that Trustees prepare vitae which might be xeroxed for pick-up at the Library main desk. The meeting was adjourned at 5:30 P.M. Respectfully submitted, Tom Hammond Secretary
