JOINT STUDY SESSION OF CITY COUNCIL AND

Also present were Trustees Munn, Brownley,
Falkenstein and Hammond.
LIBRARY MASTER PLAN
The Consultant, Raymond Holt, P. 0. Box 745, .
Del Mar, California, introduced the matter by
outlining the characteristics of Carlsbad and
--the resulting needs placed on the library. He
concluded by briefly outlining his recommenda-
tions contained in the report titled Moving
Ahead: Master Plan No. II dated August,- 1978.

Council agreed with the basic concept of number
11, but questioned -its applicability to Carlsbad
General agreement was expressed on. the Basic
Concepts.

Council discussed number 11 and agreed that it
be deleted. ' •
Number 28 was questioned as to its inclusion in
that it deals with an area that is political in
nature. Council expressed the desire that a
workshop session with the Board be established
in the near future i.n order to address the
matter. . -
Trustee Munn indicated she wished to emphasize the
contents of number 18.
RECESS:
Mayor Packard called a recess at 8:42 P.M. and
Council reconvened at 8:52 P.M. with all Council
members present and four Trustees present.
Recommendati ons - Pages 5, 6, 7, .8 and 9
Council concurred with the general- concept as
contained in the Master Plan, but agreed that
complete flexibility should be allowed as to
its implementation.
Discussion related to the function of the pro-
posed central library as. well as the location
for same. Also discussed was the possibility of
constructing a branch library in the southern
portion of the City prior to a central library.
Discussion also pertained to the present library
building and its usage in the future.
Mr. Holt expressed the feeling that it would be
advantageous to build at least the first segment
of the central library prior to a branch. • •

Council directed staff to place the matter on
the agenda for their meeting of March 6, 1979,
in 'order that action may be taken.
