LIBRARY BOARD OF TRUSTEES
Regular Meeting—May 16, 1979
The meeting was called to order at 3:05 p.m. by President Munn. In attendance
were Trustees Brownley, Cipriano, Falkenstein, and Hammond. Also:1 Mrs. •
Casler, City Council; Miss Ayars, Friends; Mrs. Cole, Librarian.
The minutes of the April 18 meeting were approved as submitted.
Committee Reports
Building and Grounds: Mr. Hammond reported that architects drawings
have been submitted for the stairway. Library staff and the Board
hav(e reviewed these drawings and sent them back to Mr. Eggleston to
complete the necessary bid-letting process. Overall, the plans meet
with Board approval, although a couple of changes in minor details
(placement of "Exit" signs) were suggested.
The Board reviewed two designs for an expanded parking lot. One plan
seemed to present problems in traffic flow; the other did not (although
it did entail a reduced number of spaces). Acting on a suggestion
from Mr. Cipriano, the Board asked Hammond to contact Engineering at
City Hall with an alternate plan which would use the second plan, and,
at the same time, add several parking spaces.
Budget: No report.
Personnel: The re-classification study is complete. Mrs. Brownley
reported that several library positions seem to be "under-classified"
and that Mrs. Cole has sent a memo to this effect to Mr. Bussey.
Youth: Mr. Cipriano said that Dan is working on "hospital/shut-in kits"
consisting of book lists, games, crayons, puzzles and a get-well card.
The kits will be underwritten by the North Coast Junior Woman's Club.
Old Business
CLSA: As requested by the Board in April, Dan Arnsan submitted a memo
regarding the use of CLSA funds for the Children's Division. Hammond
will notify Mr. Bussey of the Board's request that this quarter's
CLSA funds—$3,752—be used for books in this area.
Lilley study of the southeast quadrant: As announced in April, Mr. Lilley
is assessing services in this part of the city. The Library has given
him figures on bookmobile circulation.
Master Plan: Mrs. Brownley urged the Board to follow up its study of the
plan by seeking "priority ranking" for the central library in the
City's capital improvement budget.
New Business
Regional Advisory Board: Patra Straub has requested that she be contacted
at a later date to inform the Board of Regional Advisory Board activity
The Advisory Board is just getting started.
Public Facilities Tax: An election has been set for June 5 on a proposed
3% tax on the permit-value of all new construction in the City. The
revenue derived from the tax would be used to finance City services
necessitated by new growth.

Friends
Miss Ayars reported that ticket sales for the Broadway opening have
commenced. The Friends have allocated $635 for prizes and films for the
summer reading program. The Friends have donated $500 toward preservation
of the old St. Patrick's/City Hall/Children's Library building which will
be moved to land at the Magee house. The group will participate in the
community 4th of July celebration. The Book Fair will happen on Sunday,
May 20.
Genealogy
No report in Mrs. McWilliams1 absence.
Librarian
Mrs. Cole reports that Joe Skymba has married. Becky Reed, from AV, is
on maternity leave and her slot will be filled by Andrea Angelo from
Reference. June 1 will see children's material being checked out by
computer at the main desk.
