In attendance were Trustees Brownley, Cipriano, Trigas, L'Heureux. Also: Mrs. Cole , Library Director . . • . A memorandum from the Library Director- to the Assistant City Manager, concernini the Shappell building- was distributed. Population in La Costa Is - estimated at 9,065. Circulation from the area south' of Palomar Airport Road and east of El Camino Real was the smallest of any of the four quadrants of the City for FY 1979-80; a total of 26,056. Brownley observed that It was obvious we do not have the circulation and population south of Palomar Alroort- Road for a branch. L'Heureux pointed cut "that if. .we decide not to, go. with, the .branch' we .must "give our reasons to' the Council because .of", possible -publicity. Cole would like us to go on record that any branch oiigt. hav= a- minimum of 12,00( sq. ft. 2/3 of the space would be for public area and 1/3 for administration ; storage and work area. Brownley mentioned a lower figure recommendation in the "Master Plan. " " '""" •" ";" -'.";.". "' .'.•.".'..' " - .' . - " - '" ' '. ' Cipriano moved and Trigas seconded that the Library Soared decline the con- siderate offer of the Shappell Sales Office structure to be used as. a library facility. Motion passed unanimously. Cole pointed out that the library's recommendation (sent in memo July 23-) was- made before our recommendation. Brownley made a motion, Cipriano seconded, to accept the good faith' off er of Parks and Recreation to provide Bookmobile base for expanded and improved service to the community and 'to use the-, facility from time to time for special programs in the event that Parks and Recreation receive jurisdiction over the Shappell Sales Office structure. .Motion passed unanimously L'Heureux moved, Falkenstein seconded: Letter, be sent to the Council giving . Board reasons for declining the Shappell Building and giving our appreciation for consulting with us and to Parks and Recreation -for accommodating library services. Motion passed unanimously- .
