HomeMy WebLinkAbout1980-12-17; Library Board of Trustees; MinutesCARLSBAD CITY J "LIBRARY LIBRARY BOARD OF TRUSTEES Regular Meeting - December 17, 1980 The meeting was called to order at 3:10 p.m. by President Falkenstein. In attendance were Trustees Cipriano, Trigas and Brownley. Also: Mary Casler, City Council', Georgina Cole, Library Director; Caroline Schindler, Serra Advisory Board; and Sharon Schramm, Friends of the Library. The minutes of the November 19, 1980 meeting were approved. . • ' LIBRARY DIRECTOR'S REPORT ' "" . - Cole reported that the Oceanside and Carlsbad Libraries are having an amnesty on fines through January 6; - A policy statement on library fees compiled by San Francisco was given to the Board to review. " • - The Southern -California-Association of Law Libraries (SCALL) representatives, at our request, made a survey of the"legal resources of the Carlsbad Library. - Following this they provided a list of materials which should be added to the collection. Those listed on the "Immediate List" are being purchased now. Carlsbad was the -first library to use the services of SCALL. - - - T-he 10. units-of storage shelving.at Palomar Industrial Park — which cost - $2,800 — are completely filled, 10 additional units.are needed. - Carlsbad played host to the Serra. Reference.and Collections Board. - A copy of Agenda Bill No. 6444-, which deals'-with proposed City membership in the California Contract. Cities Association was "distributed. Cole advised that although this had been tabled .by the Council, the. Board should still be aware of it. . ~ .'"..-•" . '-.- .-'A group from the Rancho Santa Fe Library took a tour of the Carlsbad Library and'wrote a letter'expressing how impressed they were with the" library. They are dissatisfied "with the.County operation. .' ' . COMMITTEE REPORTS - - '''/'=.. • ' - - a. Building and Grounds:- Cole reported, that the new carpeting is being installed. Attempts/are still -being made to have the parking lot cleaned on a" more frequent basis. Parks and Recreation are thanked for helping • out even though it is not their responsibility. b. Budget: no report ' - "- c. Pers9nnel: Linda Zimmerman was given the' Bookmobile Clerk Job. Her background and interests are varied arid "impressive,... She majore'd in . ... - telecommunications, has taught Junior High School, and-also worked as. night supervisor in the main library on USD Campus.," in charge of student . ;•• personnel. -..• • " V V, -.-. ... ... - Brownley expressed a desire for a better definition of her role as " Head of the Personnel Committee. . • . .^ - .. • d. Youth: The Children's section is clo'sed-due to recarpeting; -but Christmas books are available at the circulation desk. Jn January the department will reopen with a series of contests. - . ' ' . .-'... OLD BUSINESS: - '- a. Fiscal Impact on the City of serving non-residents. Falkenstein mentioned points that he feels we should consider: 1. Remain in Serra System. 2. .Maintain Library as a source of major contribution to the quality of life in Carlsbad. 3. Maintain quality of- service to the community. 4. Be cognizant of the necessity for economy. 5. Conscious of the need for equity in distribution of services. 6. Aware of Council concerns. Petition the Serra System to conduct a survey.. Cole suggested approaching it-through Schindler or the System-Advisory Board. Schindler felt it was a-good idea to have her advise the Advisory Board on how the community feels. They meet quarterly, but she could make' an earlier contact. . Following discussion, the Board concurred that: 1. Carlsbad Library should stay in the Serra System. . " 2. .There should be no fees charged to non-residen-ts. " : • 3. Falkenstein's. general comments were agreeable to all. ' '."" '••-'• ' " Cole' asked that the Board assume -a- jnbre active" role in requesting-that -the library.be included in •--the-"CIP. -'They .must realize that- Revenue Sharing funds' are included. Schindler spoke.of the quality of life and service in Carlsbad. Trigas spoke of the need to get La Costa to 'enjoy this quality of service in Carlsbad. System Advisory Committee "Report: Schindler. spoke on attending -the California Library Association.Convention in Pasadena, and of learning a great deal from the -California Association-of -Library Trustees and Commissioners (CALTAC). meeting. A Ms. Prentiss, a'-former .president of the group mentioned: 1. . The need for having" young people .serve on Boards as non-voting members. 2. Trustees are policy-makers-and hot administrators. 3.: Trustees serve the staff. "'...- " -. 4. Trustees should keep elected officials informed. ' . "• - •• 5, Boards should have updates, on-'Roberts Rules. . .-_'•. -6. Meet and confer" with experts. .." . • ; - - ' .7. Evaluate the meeting-following" the agenda. •'. - . ... .- . 8.' BE-AWARE OF THE DANGER OF- THE LIBRARY NOT BEING KEPT AS AN INDEPENDENT DEPARTMENT. :. - -..;. ^..0' . : ;" >--."•- "- ' .. -. -^-~ "'V •• . -.:---.{• Schindler also attended two^general meetings, one where- library lobbyist Nielsen, spoke on how .libraries are an integral part of education in Californic Falkenstein mentioned the Boards and Commissioners workshop attended by some of .the. Board and. how the -role of the trustee was investigated. The Board represents the people of Carlsbad and is an advocate for the Library. -' ,. Brownley suggested, and all concurred,, that after -the-holidays .the• Board meet" and search for' a library "site. • • •• - ...-.". . FRIENDS 'OF THE- LIBRARY. . ." ; .' ••."••."••..".-: .".."'_• Schramm reported that: " . 1. The Friends' By-Laws revisions were all accepted by the membership. 2. 'The Eric Christmas program was a great, success. 3. This week the next load of Boo"k Fair books are being moved to Palomar storage. Meeting adjourned at 4:30 p.m." O-&3-V—IX.
