TRUSTEES
CALL TO ORDER
The meeting was called to order by President Trigas at
3:02 P.M.
ROLL CALL
Present - Trigas, Falkenstein, Brunn, and Schramm.
Grosse arrived at 3:15 P.M.
Also present were:
Clifford Lange, Library Director
Claude Lewis, Council Liaison
Caroline Schindler, Serra Advisory Board
Bee McWilliams, Genealogical Society
INTRODUCTION OF NEW LIBRARY DIRECTOR
President Trigas introduced the new Library Director, Mr.
Clifford Lange, and welcomed him to the City of Carlsbad.
APPROVAL OF MINUTES
Minutes of the Regular Meeting, held May 19, 1982, were
approved as submitted.
LIBRARY DIRECTOR'S REPORT
Mr. Lange reported that the last lecture in the current
series of Carlsbad history lectures will be held on
Friday, June 18, 1982. He indicated that this lecture
will feature Marge Howard Jones, the author of "Seekers of
the Spring," and the entire series will be repeated twice
in the fall.
Mr. Lange reported that the architect delivered the plans
today for the Children's Library addition, and the
Planning Department will be conducting the plan check
before July 1, 1982.
COMMITTEE REPORTS
Budget
Trustee Schramm reported that she attended the Council
meeting on May 25, 1982, and the library budget was
approved at $1,011,444.
Personnel
Trustee Brunn inquired when the Board would like to have
the luncheon to honor the new Library Director.
Following brief discussion, the luncheon was set for
Friday, July 9, 1982, at the El Camino Country Club in
Oceanside.
The Board requested that a letter of appreciation be
drafted to the Library Staff for their work in the
absence of a Library Director.

Youth
Trustee Falkenstein reported on the activities in the
Children's Department for the month of June, and
distributed copies of the Children's Newsletter to the
Board.
OLD BUSINESS
CLSI Upgrade
Mr. Lange distributed copies of the Agenda Bill that will
go before Council at the June 22, 1982 meeting, and his
memo to the City Manager recommending approval of the
upgrade of the system. Mr. Lange continued to give a
brief report on the matter, indicating that the upgrade
will address the capacity problem, and allow the
opportunity to address future software improvements.
TRUSTEE GROSSE ARRIVED AT 3:15 P.M.
The Board briefly discussed the matter, and expressed
concurrence with the request.
McNaughton Books
Mr. Lange indicated he is planning to cancel the
McNaughton Plan, due to the cost of same. He added that
it is less costly for the Library to directly purchase the
books from a jobber or other source.
Conference Room Users
Mr. Lange indicated that the majority of libraries do not
charge for the use of their conference rooms. He added
that some do charge for clean-up; however, the benefit is
very minimal.
Fines and Fees - Children's Department
Mr. Lange indicated he is not prepared to make a decision
on the matter, and referenced the Serra Circulation Study
in which it was found that half of the libraries in the
system do charge children fines at the same rate as adult
fines; the other half charge at approximately one-half
the adult rate, and one Serra library charges no fines.
Trustee Grosse suggested Board consideration of a "free
day" for the children, to encourage them to return their
materials on time.
Mr. Lange concluded that at this point he is not aware
how serious the problem is, and indicated he will further
study the matter and report back to the Board.
Saturday Hours
Mr. Lange indicated he is not prepared to discuss or take
any action on the matter at this time, and will report
back to the Board at a later date.

NEW BUSINESS
Appointment to Serra Advisory Board
Mr. Lange reported that Caroline Schindler 's term on the
Serra Advisory Board expires on June 17, 1982, and she
wishes to seek reappointment .
The Board highly recommended the reappointment of Caroline
Schindler to the Serra Advisory Board.
FRIENDS OF THE LIBRARY
Mrs. Schramm reported that the Friends general meeting and
Appreciation Tea was held on June 10, 1982, at Caroline
Schindler 's house. She added that the following election
of officers was also held at that time:
President - Laurie Nelson-Boone
1st Vice-President - Elaine Lyttleton
2nd Vice-President - Rick and Bonnie Bethel
Secretary - Margaret Mahin
Treasurer - Dick Martin
SERRA ADVISORY BOARD
Caroline Schindler showed the Board a draft of a booklet
of library services for the handicapped prepared by the
Serra Advisory Board, and indicated that it includes
access and availability for all libraries in the system.
ELECTION OF OFFICERS
Trustee Brunn nominated Trustee Schramm for the position
of President.
ADJOURNMENT
By proper motion the meeting was adjourned at 3:44 P.M.
