Library Conference Room TRUSTEES CALL TO ORDER: The meeting was called to order by President Schramm at 3:00 P.M. ROLL CALL: Present - Trustees Schramm, Falkenstein, Brunn. Absent - Trustees Grosse and Trigas. Trustee Grosse arrived at 3:25 P.M.; Trustee Trigas arrived at 3:45 P.M. Also present were: Clifford Lange, Library Director Caroline Schindler, Serra Advisory Board Bee McWilliams, Genealogical Society Frank Mannen, Assistant City Manager/Administration (arrived at 3:15 p.m.) APPROVAL OF MINUTES Minutes of the Regular Meeting held September 15, 1982, were approved as presented. Committee Reports Personnel It was mentioned by the Director that John Quartarone, the Children's Librarian, has passed probation, and is now a permanent employee of the City of Carlsbad. It was also noted that he has been doing an excellent job. Youth Trustee Falkenstein referenced "October Events" planned for the children. He indicated that the the Songfest with Sam Hinton, held October 18, 1982, had been very successful. He referenced the six week "Library Course" which had its final session on October 14, 1982, and indicated that had been very successful as well. Trustee Falkenstein previewed some of the events yet to come for the month of October. He indicated that there was a Muppett Movie scheduled for October 22, 1982, a Chess and Checker Tournament scheduled for October 25, 1982 and a Halloween party scheduled for October 29, 1982. OLD BUSINESS Children's Room Addition Director Lange reported on the status of the matter. He reported that a preconstruction meeting had been scheduled for Friday morning, at 8:30 A.M., and that specifications for furniture had been worked out also. He reported that the McGee Carriage is to be moved to the McGee Barn. MINUTES Page 2 October 20, 1982 TRUSTEES Heating System Repair Director Lange reported that the library boiler has been retubed and was fired up on Tuesday morning, and is now producing heat. Neighborhood Library Director Lange indicated that he wished to defer this matter to later in the meeting. NEW BUSINESS Insurance Coverage on Library Materials Director Lange reported regarding the insurance on the contents of the Library building. He indicated that there has been insurance on the contents of the building, but that the new insurance coverage represents an upgrade in the value of some of the items. He said that he felt the coverage adequate, and indicated that it had been computed with the assumption that approximately 1/3 of the collection is out of the building at any one time. He added that unit values are based on average costs of items. California Library Association Conference Director Lange briefly reported on the upcoming California Library Association Conference in Los Angeles. Caroline Schindler stated that she would be attending, and recommended that trustees attend the CALTAC workshop, on Saturday, October 22, 1982, at the Riverside Public Library. DIRECTOR'S REPORT Sundowner Director Lange briefly referenced his report and the items contained therein. Director Lange reported on the plans being made to host the Chamber of Commerce Sundowner on April 20, 1983, from 5 to 7 P.M.. He said that this would be during National Library Week and would be a good opportunity to promote the library to the business community. Neighborhood Library Director Lange reported on the current status of the neighborhood library for the La Costa area. He indicated that a store-front location in the Von's Shopping Center at El Camino Real and La Costa Avenue had been looked at, and that an offer had been made by the owner of the center. Director Lange stated that the Library currently has $41,000 in CLSA money which could by used for the neighbor- hood library, and that another check of $15,000 is expected in the near future, which could also be used for the project. Director Lange estimated the first year cost of rental of space for the neighborhood library as $16,000, and estimated the total operating budget and personnel costs at $80,000 per year. MINUTES Page 3 October 20. 1982 TRUSTEES Director Lange reported that in November, the Library, with the aid of SANDAG, would be conducting a survey of residents in the southern part of the City regarding library use. Director Lange indicated that he felt that the shopping center was the first choice for the library in the southern part of the City. He added that the owner was most anxious to have the library come into the center because he felt that it would bring more traffic into the area. Mr. Lange reported that the shopping center owner had also offered to carpet and paint the facility. Director Lange indicated that it would be necessary in the near future to either accept or reject the proposal, or perhaps make a counter proposal to the owner. Mr. Lange stated that the proposal by the owner was for six months free rent and $1.00 per square foot rent thereafter. Trustee Grosse commented on the proposal submitted by the owner of the shopping center "Plaza de La Costa Real". She stated her feelings that locating the library in the center would be of great benefit to the other businesses located there, and for that reason, a counter proposal should be made. She indicated that the location is virtually unleasable as a retail space, and is in a location which lends itself more to office use than for retail purposes. She added that the space has no frontage, but that it would be a good location for a neighborhood library. The Board discussed the possiblity of obtaining additional space for community meeting rooms, if needed in the future, and agreed that it would be desirable. Trustee Trigas commented that the wall dividing the space is removable, and if the neighborhood library needs room for expansion, the wall could be removed. Director Lange stated that the Library would have the first right of refusal for the additional space. They also discussed the possiblity of a three year lease, with a lid on future increases. GENEALOGICAL SOCIETY Bee McWilliams reported on the Genealogical Society yard sale. She indicated that the project had brought in $1100.00, and that the sale of some of the plants brought in another $200, for a total of $1300. SERRA ADVISORY COMMITTEE Caroline Schindler reported that the Committee, at the last meeting, had completed its access survey for the handicapped in Imperial and San Diego Counties. She added that the information had been in the State Librarian's Newsletter. Mrs. Schindler stated that the Committee is now looking to coordinate oral history efforts. She indicated that this has been done for many in years in the Carlsbad Library. She added that there are historical societies which have no contact with other groups that are interested in the subject. She said that they will try to put together a "how to" and models for oral history, and a listing of where the information is available in the two counties MINUTES Page 4 October 20. 19S?TRUSTEES in private libraries, historical societies, as well as Serra member libraries. She commented that great interest has already been shown in the project. Assistant City Manager Mannen indicated that Council Liaison Lewis had requested he extend his apologies for not being able to attend the meeting.
