CALL TO ORDER
The meeting was called to order by President Schramm at
10:00 a.m.
ROLL CALL
Present - Trustees Schramm, Brunn, Falkenstein,
Trigas and Grosse.
Absent - None.
Also Present were:
Clifford Lange, Library Director
Caroline Schindler, Serra Advisory Board
Representative
Council Member Kulchin
DIRECTOR'S REPORT
Cliff Lange called attention to his written report and
reiterated the purpose of this meeting, which is to
discuss alternatives for the La Costa Branch Library.
He stated leasing appears to be the better of the
two choices. Director Lange stated his recommendation
would be to lease space in the shopping center. Prom a
cost standpoint, he stated he felt this leasing
arrangement could not be bettered.
Council Member Kulchin stated the shopping center space
would be safer and provide better parking, as well as
being less expensive. Director Lange added that
apparently the parking had gotten worse in the Leucadia
Water Center.
The Library Board of Trustees voted to recommend the
lease as desirable for the La Costa Branch.
Board Member Brunn expressed concern about what might
happen at the end of the five-year period.
Director Lange stated that there will be a problem to
address at the end of the five years. However, there
is no assurance that the Library would have been able
to remain at the Leucadia Water site beyond five years.
The City has an option to renew the shopping center
lease, and to protect itself from high rent, the
increase would be based on the cost of living index. If
the population increases as projected, there could be
enough money generated from public facilities fees to
build a library. Director Lange stated he felt a
permanent structure will be needed in that area.
Trustee Grosse stated that the Board needs to relate to
the Board that follows that at the end of the third year
the lease agreement should be evaluated and perhaps at
that time a new lease should be negotiated.

Trustee Brunn reiterated the fact that within
five years a problem will exist, and this Board
should address this problem by planning for a high
capital expenditure for a permanent structure.
Council Member Kulchin stated the Council was very
interested in the Library Board's recommendations and
the Council wants to know how the Board feels on these
matters. In a discussion, The Board Members agreed that
they feel there is a good Council and one that is not
afraid to make commitments.
Director Lange added that there is a clause in the lease
giving the City the right of first refusal for the
adjacent space, should we outgrow the initial space.
Also, there is an escape clause in the lease.
The Library Board of Trustees voted to assess the needs
of the Carlsbad Library Branch at the end of a three-
year period, in order to better negotiate or resolve the
lease requirements at the end of the five-year period.
Council Member Kulchin congratulated the Board on
reaching their short-range goal within their time frame.
Director Lange stated the low bid on the furniture was
the recommendation being made to the Council. He added
that the furniture would fit in either place.
The Library Board of Trustees voted to recommend awarding
the purchase of furniture to the lowest bidder, Westack,
Inc.
Director Lange stated the Resolution for the modular
building will not be signed, given the acceptance of the
shopping center lease arrangement.
OTHER
Director Lange reported that twelve applicants were
interviewed for the Library Assistant position, and of
the five top candidates one woman was chosen and has
been offered the position.
President Schramm reaffirmed that there would be no
conflict in spending the CLSA funds in the manner voted
by the Board.
Trustee Brunn commented about the contemplated library
branch in the industrial area and there was a discussion
among the Members regarding this. Trustee Brunn felt
there was a time limit as far as being effective with
this type of service, and if not done promptly, all
companies would have their own libraries.
President Schramm thanked the Board and Director Lange
for their patience and open-mindedness in this long
search for a La Costa Library Branch.
Caroline Schindler added her congratulations to the
Board for their forward-looking attitude. She stated
the people in the community are behind the Board and
that was very important.

President Schramm reminded the Board Members that the
regular Board Meeting will be held November 16, 1983, at
3:00 p.m.
ADJOURNMENT
By proper notion, the special meeting of November 1,
1983, was adjourned at 10:30 a.m.
