LIBRARY BOARD OF TRUSTEES
May 9, 1984

Library Conference Room TRUSTEES
CALL TO ORDER;
The meeting was called to order by Secretary Trigas at
3:01 p.m.
ROLL CALL;
Present - Trustees Trigas, Falkenstein and Brunn.
Trustee Grosse arrived at 3:21 p.m. and
President Schramm arrived at 3:27 p.m.
Absent - None.
Also Present were:

APPROVAL OF MINUTES;
The Minutes of the April 11, 1984, meeting were
approved as presented.
COMMITTEE REPORTS;
a. Building and Grounds
No Report.
b. Budget
NO Report.
c. Personnel
Trustee Brunn reported this would be covered later in the
meeting.
d. Youth
Trustee Trigas stated this would be covered in the next
agenda item.
OLD BUSINESS;
John Quartarone gave a report on the Children's Services
at the Library, calling attention to the items headlined
on the calendar for May and June. In May, he explained
the Spelling Bee and the Short Story Contest, and in June
he highlighted the Drama Club presentation and the
Summer Reading Club program. Mr. Quartarone showed a
poster by the staff artist depicting a dinosaur and
showed brochures with designs from Dinamation, showing
what may be used with models to carry out the Prehistoric
Time Travel theme.

Trustee Brunn inquired as to the objective of the
Children's Program, and Mr. Quartarone stated the idea
behind the program for the summer is to bring children
into the Library who would not normally come to the
Library. The over-all objective is to educate, inform
and to supplement the learning process for children of
all ages, as well as to present programs that are
enjoyable. Mr. Quartarone stated he had attempted to
initiate a program in cooperation with the schools this
year, but this did not materialize. He hopes this
program will be initiated next year.
Caroline Schindler commented on the writing program,
stating it was so well done last year. Mr. Quartarone
stated it was expected to be as successful this year.
President Schramm arrived at 3:27 p.m., and assumed the
Chairing of the Meeting.
b. Assistant Library Director Selection Process
Director Cliff Lange referred to the announcement for the
position and stated it was being sent out to the people
responding to the ads now running in the L.A. Times, S.D.
Union, California Library Association Jobline and a
national Library Hotline weekly newsletter. The
application closing date is May 25.
c. Library Assistant III Position
Director Cliff Lange referred to a copy of his memorandum
to Mr. Pieti included in the packet. There will be an in-
house promotional examination for that position.
Serra Advisory Board
President Schramm announced that two of the three people
she contacted regarding the Serra Advisory Board
appointment expressed interest and would be sending in
their applications. She stated she informed Mayor Casler
these applications would be forthcoming.
NEW BUSINESS;
a. Quarterly Report, January - March, 1984.
Director Lange stated he had nothing to add to the report
as contained in the packet.

Director Lange stated the budget review with the City
Manager was held yesterday, and the Library was
complimented on presenting a good budget. The decisions
on the budget will be known by the end of the week.
Director Lange will be in Sacramento next Tuesday and
Wednesday, May 15 and 16, attending meetings.
The slow-scan TV program was conducted at the Library,
with the contact being with San Francisco. There may be
an audio conference at this Library sometime this summer.

Director Lange reported this is National Volunteer Week
and the Library staff celebrated this in the staff lounge
with a cake for the faithful volunteers at the Library.
An update on the school library situation was made by
Director Lange. He stated he had net with the
Superintendent and was working with Sue Bentley. He
reiterated they are interested in his opinions and
recommendations. Director Lange stated the first need
was for a school Librarian, in order to have someone to
coordinate with the Library.
FRIENDS OF THE LIBRARY;
Elaine Lyttleton, President, gave a report on the recent
meeting and events, and Caroline Schindler added to the
report with regard to the program at the recent meeting.
GENEALOGICAL SOCIETY;
Dale Smathers, Representative, handed out copies of a
written report to the Board Members and added that Part 5
of the microfiche collection would be purchased at the
discounted price.
Director Cliff Lange stated that the number one hobby
among adults in the United States today is Genealogy.
SERRA ADVISORY BOARD;
Caroline Schindler, Representative, reported the Serra
System has a slide tape presentation about the Serra
Cooperative System, paid for by Advisory Board Fund
gifts and she recommended this presentation be given to
the Library Board at the next regular meeting. The Board
concurred with this recommendation.
LIBRARY BOARD WORKSHOP;
Director Cliff Lange summarized the request in the CIP
for a permanent library branch and the need to add to the
main building. As far as a priority between the
two, Director Lange stated his preference would be for
the addition to the main Library. Director Lange stated
Jim Hagaman, Director of Research/Analysis, had been
invited to address the Board regarding alternative sites
for the permanent branch library.
Jim Hagaman, Director of Research/Analysis, addressed the
Board, stating Alga Norte Park could well be developed
within five years, as the land is for sale at the present
time. However, the area where the park is located would
be one of the last phases to be developed, and that
is the negative side of the project.
Mr. Hagaman stated the Library Board needed to determine
the criteria for the branch library, as to type and size
and just how much land they would need for that library.
He stated sites are expensive to acquire, and the
requirements should be specifically stated in order to
sell City Council on the exact need.

The City has determined the primary needs to be, first,
the Safety Center; and second, the Parks & Recreation
Department.
Mr. Hagaman stated the kind of a library to be built in
the future should be determined by the Board and they
should look closely at the sizes and types of equipment
that would be needed. He stated at the present time the
Library is not deficient as far as square footage, and it
would be approximately four years before the Library
space would be deficient.
The possibility of building the Library at Alga Norte
Park before the park was developed was discussed, with
the primary need being the construction of a road. This
would have to be built by the developer, and the
possibility of that being done still would hinge upon
the rate of development of the parcel of land. The
agreement does not rely upon the ownership of the
parcel. A new owner would still be obligated to the
same agreement.
Director Lange read the figures regarding the square
footage requirements for the Library in the future, and
stated that by 1990, the Library would be deficient in
size. The Board discussed the eventual distribution of
population for Carlsbad, with the prediction that South
Carlsbad will eventually have 50 percent of the
population.
The Board Members expressed the belief that they were
well aware of what they wanted as a branch library—a
free-standing building.
Mr. Hagaman showed two maps, one showing the Recommended
School Locations and one showing Carlsbad General Plan
Circulation—South Carlsbad. The park sites were shown,
with Alga Norte and one other site at the southern border
of the City limits. There were four sites at the El
Camino Real and Alga Road intersection. The site at the
southwest corner of El Camino Real and Alga Road was
discussed, and the Board Members requested Mr. Hagaman to
investigate that parcel of land and the ownership. Mr.
Hagaman conmented that if the Library were to go into a
shopping center, it would be placed at the back side
away from any main arterial.
The Board requested copies of the two maps used by Mr.
Hagaman in a condensed form for individual study.
Council Liaison Lewis stated that he had gotten
opinions from sane citizens that the present
main Library was ample for current needs, and he
felt it would require an educational process to inform
the people of the need for an expansion to the main
Library building.
Mr. Hagaman stated it was important to get onto the five-
year CIP program, as it now takes Council action to take
an item off of that program. The number-one priority
should be determined, and that project requested for the
CIP program.
