HomeMy WebLinkAbout1984-07-18; Library Board of Trustees; MinutesMINUTES Meeting of: Date of Meeting: Time of Meeting: Place of Meeting: LIBRARY BOARD OF TRUSTEES July 18, 1984 3:00 p.m. Library Conference Room TRUSTEES CALL TO ORDER; The meeting was called to order by President Schramm at 3:01 p.m. ROLL CALL: Present - President Schramm, Trustees Trigas, Martin, and Palkenstein. Trustee Grosse arrived at 3:28 p.m. Absent - None. Also Present were: Clifford Lange, Library Director Dale Smathers, Genealogical Society Representat ive Caroline Schindler, Outgoing Serra Advisory Board Representative Margaret Brownley, Serra Advisory Board Representative Carolyn Ayars, President, Friends of the Library Council Liaison Lewis APPROVAL OF MINUTES; The Minutes of the June 20, 1984, meeting were approved as presented. CCMMITTEE REPORTS; d. Youth Trustee Trigas reported on the June and July events and distributed copies of the calendar. OLD BUSINESS; a. Assistant Library Director Director Lange reported Zeph Phillips would be the Assistant Library Director as of July 30, 1984. b. Departmental Secretary Director Lange announced Pamela Batho would be the new Departmental Secretary as of August 13, 1984. c. Serra System Advisory Board Appointment President Schranm announced Margaret Brownley is the Serra Advisory Board Representative, and welcomed her to the meeting. d. Library fees for reserves and interlibrary loans Director Lange called attention to the Agenda Bill distributed to Board Members today and stated it would go to Council soon. Literacy project funding Director Lange stated he had reproduced the message ol funding for literacy and a copy was included in the packet. The Governor did not approve the public library foundation augmentation, but stayed with the amount he budgeted. Mr. Lange expressed the hope that the new literacy funding from the State would be used to continue the Tri-City literacy program. f. 1984-85 Goals and Objectives This was reviewed at the last meeting and Director Lange had asked for comments and/or ideas. President Schramm commented that all the goals and objectives from last year were not completed and she felt those should be included again. She mentioned the goal to improve public awareness of library services. President Schramm listed all the objectives she had questions about, and Director Lange stated those would be included in the final draft. NEW BUSINESS; a. Library Videotape production The videotape production on the Carlsbad Library was presented at this time. b. State Library sponsored workshop on Children's Services Director Lange referred to the material in the packet and asked for questions. President Schramm suggested that the Board might like to have a report on this workshop. c. Election of officers Trustee Trigas nominated Sharon Schramm as President and Trustee Grosse seconded the nomination. Mrs. Schramm was unanimously elected President for the coming year. Trustee Falkenstin nominated Seena Trigas as Secretary and Trustee Martin seconded the nomination. Mrs. Trigas was unanimously elected Secretary for the coming year. Committee Assignments President Schramm announced she would like the Board Members to select the assignment they would prefer. Trustee Trigas asked for Building and Grounds; Trustee Falkenstein requested Personnel; Trustee Grosse requested Youth; and Dick Martin requested Budget. OTHER; A tour of both Libraries was discussed, with the decision to tour the Branch Library first by consensus of the Board. The decision was made to tour the Branch Library first, August 15, 1984, 3:00 p.m., and have the meeting in the empty space adjoining the Library. Director Lange stated the Center for Employment Training had sent four high school students to work for eight weeks, thirty hours a week. Director Lange called attention to the sheets of statistics he distributed to the Board and explained the changes in circulation. FRIENDS OF THE LIBRARY; Caroline Ayars reported the first Board Meeting of the new year will be in August. GENEALOGICAL SOCIETY; Dale Smathers reported there will be a yard sale on August 10th and 11th. SERRA ADVISORY BOARD: There has been no meeting. RECESS; President Schramm called a short recess at 4:15 p.m. before the Library Board Workshop. LIBRARY BOARD WORKSHOP; The Library Board Workshop was called to order by President Schramm at 4:20 p.m. Copies of pages from the Washington Newsletter were distributed to the Board. Director Lange commented that the funding for library construction was back in the Library Services and Construction Act and he expressed the hope that this funding would pass. Director Lange called attention to the floor plan of the shopping center showing the branch space of 3,050 square feet and the 1,459 square feet next door. He reiterated the position of the Library with first right of refusal for leasing that space. The Board discussed the possibility of leasing that space and the possible cost of converting it to use and paying the rent. Fund raisers were discussed, with Trustee Trigas stating she would approach La Costa Country Club for use of a room for some type of fund raiser. President Schramm announced receipt of a letter from Jim Hagaman with a map showing the two parcels the Board Members inquired about for possible library sites.
