HomeMy WebLinkAbout1985-03-20; Library Board of Trustees; MinutesMINUTES Meeting of: Date of Meeting: Tine of Meeting: LIBRARY BOARD OF March 20, 1985 3:00 p.m. Place of Meeting: Library Conference Room TRUSTEES CALL TO ORDER; meeting was called to order by President Schramm at 3:02 p.m. ROLL CALL; Present - President Schramm, Trustees Trigas, Falkenstein and Martin. Trustee Groese arrived at 3:04 p.m. Absent - None. Also Present were: Clifford Lange, Library Director Margaret Brownley, Serra Advisory Board Representative Dale Smathers, Genealogical Society Representative Tybie Stone, League of Women Voters Representative Lois DeGroot, Executive Assistant (Attended for Council Liaison Lewis) APPROVAL OP MINUTES; The Minutes of the February 20, 1985, meeting were approved as presented. COMMITTEE REPORTS; a. Building and Grounds No report. b. Budget Trustee Martin reported Director Lange would meet with the City Manager to discuss the budget. c. Personnel Trustee Falkenstein referred to the recruitment update report in the packet. d. Youth Trustee Grosse introduced John Quartarcne, who is in charge of the Carlsbad Loves Kids Day", Saturday, April 20, 1985, from 10:00 a.m. to 4:00 p.m. Mr. Quartarone listed all the activities planned for that day and said it would be a family endeavor. The color theme is to be red, white and blue, and there hasbeen a great deal of planning done to make this a very special day. On-Line Catalog Status Report - Discussion Director Lange stated he is convinced of the validity of an on-line catalog, but there are so many variables to be considered that he wants to spend more tine studying the different systems. b. Personnel Recruitment Update Director Lange referred to the report in the packet. c. Physical Reorganization - Discussion Director Lange stated that major changes have been abandoned for the time being. The Audio-Visual Division needs more space and the solution to that problem is being sought. NEW BUSINESS; a. Serra Cooperative Library System Director Lange reported merger talks with the Santiago Library System are proceeding, with the first meeting to be April 8 at the La Costa Branch Library. He said a System Director replacement search is underway. Interviews will be held April 5, 1985. Mrs. Brcwnley stated it should be considered what a merger would do to the Advisory Board. b. Seismic Safety in the Library Director Lange reported the safety inspection for the Library had been made this week, and although he was concerned about the stacks in an earthquake, the SafetyInspector did not share that concern. Director Lange discussed some of the possibilities for securing the stacks, but felt more expert advice was needed. LIBRARY DIRECTOR'S REPORT Director Lange reported he was working with the Mayor on the Ad Hoc Arts Committee. An Arts Element has been drawn up and sent to the Planning Commission, -fte Arts Comnissicn for the City would have a staff person, who would be attached administratively to the Library, to work with them and report back to Director Lange. The Literacy project is alive and well, according to Director Lange. He called attention to the newsletter and said there is a need for this kind of activity in Carlsbad. MINUTES LIBRARY BOARD OP TRUSTEES March 20, 1985 Page 3 TRUSTEES Director Lange inquired whether the Board would like to have the Land Use Element Review Committee slide presentation at the next meeting, and the consensus of the Board was to schedule this slide presentation for the next meeting. During discussion, it was determined that many people are unaware of the tie with the Serra System and should be informed of this. The parking problems are being worked on, and Director Lange said he had suggested marking the parking spaces on Elm. Those spaces are being narked at the present time. He said the community garden area was being considered for additional parking, which would help the public parking problem. Director Lange reported the HILSQNLXNE is now being used by the Library. The Lexis and Nexis data bases will be accessible, with the City Attorney snaring the cost of Lexis. There will be an Agenda Bill to use Salary Savings for a Multiplexer. This will tie in the data lines from our terminals to the computer in Oceanside, and will save money. New terminals will be requested to replace two old ones. Director Lange said the budget review with the City Manager will be Tuesday, March 26, 1985. FRIENDS OF THE LIBRARY ; Director Lange reported for Carolyn Ayars, stating the Friends are getting ready for the book fair. GENEALOGICAL Dale Smathers reported new officers had been elected, and after May there will be a new representative for this Board. SERRA ADVISORY BOARD; Margaret Brownley reported the Advisory Board determined the main objective for this year should be to become better informed about the administration and funding of the Serra System. Also, the Board wants to know how to support the Administrative Council to get adequate funding for the System. Mrs. Brownley questioned why all representatives to the Board couldn't be appointed at the same time, to eliminate having someone new come on the Board constantly throughout the year. A report showing Interlibrary Loan Statistics was given to the Board Members. RECESS; President Schramm declared a recess at 4:18 p.m., and the Board of Trustees re-convened for a workshop at 4:24 p.m. RiflNUTES LIBRARY BOARD OP TRUSTEES March 20, 1985 Page 4 TRUSTEES LIBRARY BOARD WORKSHOP; a. Master Plan Draft - Discussion Director Lange reported the Master Plan Draft is still being worked on, and he will submit this later. Director Lange discussed plans for changes in personnel, and stated there will be someone to work half time in the Planning Department and half tim in the Library to offset Bobbie Hoder's absence. This person will be used for special projects.
