HomeMy WebLinkAbout1985-05-08; Library Board of Trustees; MinutesMINUTES Meeting of: LIBRARY BOARD OF TRUSTEES Date Qf Meeting: May 8, 1985 Time of Meeting: 3:00 p.m. Place of Meeting: Library Meeting Room-LaCosta Branch TRUSTEES CALL TO ORDER; The meeting was called to order by President Schramm at 3:03 p.m. ROLL CALL; Present - President Schramm, Trustees Trigas, and Falkenstein. Trustee Martin arrived at 3:06 p.m. Absent - Trustee Grosse. Also Present were: Clifford Lange, Library Director Margaret Brownley, Serra Advisory Board Representative Carolyn Ayars, President, Friends of the Library APPROVAL OF MINUTES; The Minutes of the April 17, 1985, meeting were approved as presented. COMMITTEE REPORTS; a. Building and Grounds No Report. b. Budget Director Lange stated he would be meeting with the Finance Director. c. Personnel Trustee Falkenstein reported the interviews for the Assistant Director will be held tomorrow. Mr. Falkenstein referred to the Job Announcements in the packet. d. Youth 'Director Lange distributed copies of John Quartarone's report on "Carlsbad Loves Kids Day" and the summer reading program which will be in conjunction with the San Diego Zoo. OLD BUSINESS; a. Carlsbad Loves Kids Day Results Director Lange reported that all the people concerned with the event thought it was a great success. The Board of Trustees agreed to send John Quartarone a resolution of commendation for his work on *Carlsbad Loves Kids Day", together with a letter. Parking Lot Expansion - Discussion John Cahill reported there are minor problems, but Engineering and Planning Departments are working on the design at the present time. c. Literacy Project Proposal Director Lange referred to a copy of the budget in the packet and letters regarding the change suggested in the set-up of the literacy project. He felt the project would be funded by the legislature, and explained that the funding would be reduced by one third next year. d. Budget Review Changes - Discussion Director Lange reported there are no other changes in the budget at this time. NEW BUSINESS; a. Summer Reading Club Plans Director Lange reported the summer reading club plans are in progress. b. Quarterly Report Director Lange referred to the report contained in the packet. He commented on the continued increase in activity at the Main Library and the Branch. April statistics are not available yet, but will be sent to the Board Members, or included in the June packet. LIBRARY DIRECTOR'S FEPORT; Director Lange reported on two reference workshops held last month, involving a refresher course on how to use the library and a presentation on how to find information about companies. He stated attendance was good and the presentations were well done. President Schraram suggested flyers be distributed through the schools to inform parents and students of library use refresher courses. (Trustee Trigas left the meeting at 3:29 p.m.) Director Lange stated a book selection committee had been formed of librarians on the staff. There will be monthly meetings on the first Friday of the month for the rest of the year. There will be a young adult section set up in the Library. Director Lange stated the school system may hire a librarian next year and the Library wants to work with the students and the schools. MINUTES LIBRARY BOARD OF TRUSTEES May 8, 1985 Page 3 TRUSTEES Director Lange referred to the Serra Administrative Council Minutes,of April 25, and the decision to make a job offer to Joseph McElroy, from New York, who will begin work next Monday as Director. Director Lange directed attention to the list of estimated public library fund allocations for 1985-86 contained in the packet. Carlsbad's share would be $27,173.00, and if fully funded, $55,326.00. Director Lange met with Helen Nelson in Oceanside to study a proposal for the upgrading of the data base and to look at the possibility of Escondido joining with Carlsbad. The up-dating will begin before the end of the fiscal year. If Escondido does join with Carlsbad, funding will be needed for equipment to establish the on-line catalog during the 1986-87 budget year. Oceanside has applied for a Federal LSCA grant to index the Blade Tribune—this would cover from 1892 to the present time. Director Lange reported on the Public Library Executives Association meeting in Los Angeles last Friday at the Los Angeles Times, including an interesting tour of their library and the entire building. Carlsbad City Council approved an Arts Element at the meeting May 7, to be added to the General Plan. An ordinance was introduced to establish an Arts Commission. The job description of the person to be hired for staff was not fully reproduced and will be brought back later. There was controversy over the funding for the Arts Element, with Council Members Lewis and Pettine opposed to the funding on the 1% for the arts basis. FRIENDS OF THE LIBRARY; Carolyn Ayars reported the Board of Friends sent $1,000.00 to the Fallbrook Friends. She read a letter received from the Fallbrook Friends expressing their appreciation for this donation. She reported the Friends made $240 at the Spring Faire selling paperback books. SERRA ADVISORY BOARD; Margaret Brownley reported there was no quorum at the last meeting of the Board. The Administrative Council had expressed support for the Board and will work with them to help build membership. The by-laws of the Board call for alternates, and it is hoped thre will be alternates in the future. She expressed the hope that the terms of all members of the Board will be concurrent. RECESS; President Schramm declared a recess at 3:49 p.m. and the Board of Trustees re-convened at 3;55 p.m. with three Trustees present. Master Plan Draft - Discussion Director Lange stated his reservations about the draft at this time and felt it did not say what he wanted. One of the criticisms was it appears to lock the Library into the present building and does not provide flexibility for alternative solutions. He stated he would like an architect to explore the possibility of the civic center complex. Director Lange concluded by stating he wanted bo re-write the draft and explore other possibilities. Trustee Falkenstein stated that getting the site under control is the nost important factor, with flexible alternatives. Trustee Martin conmented that the location was important, since it is predicted the southern section population will surpass the northern section. Director Lange agreed this was something that needed to be addressed and there are two sets of numbers used for projected growth. The Library uses SANDAG numbers, feeling they may be more accurate. Mr. Cahill suggested the main library could, at some future time, become the branch. ADJOURNMENT!
