HomeMy WebLinkAbout1985-06-19; Library Board of Trustees; MinutesMINUTES Meeting of: Date of Meeting: Time of Meeting: Place of Meeting: LIBRARY BOARD OF TRUSTEES June 19, 1985 3:00 p.m. Library Conference Room TRUSTEES CALL TO ORDER; The meeting was called to order by President Schramm at 3:01 p.m. ROLL CALL: Present - President Schramm, Trustees Martin, Grosse and Falkenstein. Absent - Trustee Trigas. Also Present were: Clifford Lange, Library Director Geoff Armour, Assistant Library Director Margaret Brownley, Serra Advisory Board Representat ive Carolyn Ayars, President, Friends of the Library Bee McWilliams, Genealogical Society Representative John Cahill, Library Administrative Assistant APPROVAL OF MINUTES; The Minutes of the May 8, 1985, meeting were approved as amended to show: On page 1, Item a. Carlsbad Loves Kids Day Results, The Board of Trustees voted instead of agreedl COMMITTEE REPORTS; a. Building and Grounds This was discussed under Parking Lot Update. b. Budget Trustee Martin reported the Librarian I was deleted from the budget. The Literacy program is now considered part of the Library, as is the Arts Coordinator. The Security System was approved from savings from personnel and operating costs this past year. c. Personnel Trustee Falkenstein reported Geoff Armour is the new Assistant Library Director. Ray Brookhart is the Collections Coordinator; John Cahill is Administrative Assistant II (Bobbie Hoder's position. She transferred to the Planning Department full time effective July 1, 1985.) Janell Cannon is the new Graphic Artist, effective June 18, 1985. Trustee Falkenstein further reported the Library is advertising for two positions at the present time, one for audio visual and one for the reference area. July 16, a Library Assistant I position will be filled at the Branch. d. Youth Trustee Grosse distributed copies of the calendar and reported the summer reading program would begin next Monday. June 20 is the volunteers' meeting for summer reading program. She announced a pet show next Friday on the Library lawn, with 50 entries at this time. Parking Lot Update - Discussion John Cahill reported the parking lot extension on the parcel parallel to Elm Avenue is proceeding, and he had a copy of the topographic nap to display. The entrance and exit will be at the same place as the existing entrance, and will be widened. b. Literacy Program Update - Discussion Director Lange reported this is now part of the budget and approved by Council. The funding is under review, with 27 programs in the State all encouraging the continuation of State funding for at least five years. The program here has been very successful and he stressed that this program has not dealt with people who speak English as a second language. c. On-line Catalog Update - Discussion Director Lange stated Carlsbad Library made a commitment, along with Oceanside, to upgrade the circulation data base in anticipation of an on-line catalog. The first step will be to upgrade, and the next step would be to buy into an on-line catalog. d. Serra Cooperative Library System - Discussion Director Lange called attention to the Minutes included in the packet and said he will be the Chairman for the Administrative Council next year. e. Arts Coordinator - Discussion Director Lange stated the Arts Coordinator will report to him and Council will appoint an Arts Commission next month. NEW BUSINESS: a. Election of Officers Trustee Schramm was unanimously elected President of the Library Board of Trustees for the coming year. Trustee Grosse was unanimously elected Secretary of the Library Board of Trustees for the coining year. b. Serra Advisory Board Recommendation Margaret Brownley reported on her idea to have an alternate appointed, and had suggested Carolyn Ayars be that alternate to be appointed by Council. The appointment would be for two years and she intended to request that her own appointment be extended two months to coincide with the September date for the alternate. Library Board of Trustees voted to recommend to the City Council that the request of Margaret Brownley to appoint an Alternate to the Serra Advisory Board for a term of two years be enacted. The Alternate is to attend all meetings and participate in those meetings. Schramm Grosse Martin Falkenstein O MINUTES LIBRARY BOARD OF TRUSTEES June 19, 1985 Page 3 TRUSTEES Trustee Martin questioned the Serra Minutes and asked Director Lange to explain the reimbursement law regarding interlibrary loans. Director Lange stated that Carlsbad is paid 44 cents for each book loaned to someone not living in Carlsbad. The El Centre Library had been collecting fees on books loaned to schools and did not turn those fees over to Serra. The issue was whether the collection of fees was legitimate. He said this would be worked on and the issue resolved. LIBRARY DIRECTOR'S REPORT: Director Lange reported that the requested funds for shelving for the mezzanine were cut from the budget and the Friends of the Library will donate funds for those shelves. The order for the security system will be put on hold until next fiscal year. Director Lange stated he felt it was necessary for him to attend the ALA Conference in Chicago, especially to study on-line catalogs and security systems. Director Lange announced there is a reorganization in the City, and he will now report to Prank Mannen. A new Assistant City Manager, Ray Patchett, has been hired as of June 24, 1985. Geoff Armour thanked Director Lange for his confidence in his ability to handle his new assignment and expressed his belief that the new Administrative team will work well together. FRIENDS OF THE LIBRARY Carolyn Ayars called attention to the copy of Spirit of Love published by Friends of the Library, In answer to query, she stated the Book Fair had netted at least $11,000.00. GENEALOGICAL SOCIETY Bee McWilliams reported on the next fund raiser—a barbecue to be held July 20, 1985, at Magee Park. RECESS; President Schramm declared a recess at 3:52 p.m., and the Board re-convened at 3:54 p.m., with four members present. WORKSHOP: Director Lange reported on the proposed changes in space in City Hall, stating the Planning, Building and Engineering Departments may be moving out, and some of the modulars will be available for Library use. Director Lange commented on SB 1220, stating this legislation proposes public library construction bonds and was approved by the Senate Appropriations Committee and is now in the suspense file. MINUTES LIBRARY BOARD OF TRUSTEES June 19, 1985 Page 4 TRUSTEES WORKSHOP; (continued) Director Lanqe reported that a proposal submitted to Council in Feburary and not acted on, to hire an architect to study the City Hall space problem, may be enacted. He felt this was important to the Library. He said he had net with Dave Bradstreet of Parks and Recreation and talked about a Library at Alga Norte. Mr. Bradstreet supports that plan. President Schramtn reminded the Board there will be no meeting in July, with the next meeting August 21, 1985.
