HomeMy WebLinkAbout1985-12-18; Library Board of Trustees; MinutesMINUTES Meeting of: Time of Meeting: Date of Meeting: Place of Meeting: LIBRARY BOARD OF TRUSTEES 3:00 p.m. December 18, 1985 Library Conference Room TRUSTEES CALL TO ORDER: The meeting was called to order by President Schramm at 3:00 p.m. ROLL CALL; Present - President Schramm, Trustees Falkenstein, Martin and Trigas. Absent - Trustee Grosse. Also Present were: Clifford Lange, Library Director Geoff Amour, Assistant Library Director John Cahill, Library Administrative Assistant Council Liaison Lewis Carolyn Ayars, Alternate Serra Advisory Board Representat ive Barbara Otwell, President, Friends of the Library Bee McWilliams, Genealogical Society Representative APPROVAL OF MINUTES: The Minutes of the November 21, 1985, meeting were approved as presented. COMMITTEE REPORTS; a. Building and Grounds Trustee Trigas reported this was deferred until later in the meeting. Trustee Martin reported the budget requests have been received from the divisions and are being reviewed. c. Personnel Trustee Falkenstein reported Calista Sullivan, head of Technical Services, had resigned and Jill Parchuck has been hired on a provisional basis to start January 6, 1986. The oral interviews have been completed for the Arts Coordinator and there should be a decision some time in January. The Board of Trustees vated to send a letter of appreciation to Calista Sullivan. Geoff Armour introduced Bill Richmond, the new Audio- Visual head, and added he was from New Mexico State Library. Director Lange added the oral board for the Librarian I position would be January 13, 1986. Youth Geoff Armour gave the report for Trustee Grosse, as follows: He reported on a program for the younger set where a pre-schcol craft day was held, and two sessions for the older children, consisting of a Japanese craft session and a chess and checkers tournament. OLD BUSINESS; a. Security System - Discussion Director Lange stated the security system has gone to bid, and two bids were received. The 3M bid was the apparent low bid, but there are some questions as to whether their system will work for the Library. Director Lange will go to Redlands January 7, to look at an installation of 3M to try to determine whether this is the system the Library should buy. b. Parking Lot Status John Cahill reported the City Council, last night, approved the awarding of the contract for the building of the parking lot. He added they are proceeding on schedule for the January construction of the lot. NEW BUSINESS; a. Library Services and Construction Act Applications, 1986-87 Director Lange stated the Library will not apply for these funds this year. b. Colonial Mall - (Tour) This item was postponed until the end of the meeting. LIBRARY DIRECTOR'S REPORT; Director Lange reported on the Serra Cooperative Library System, stating they are looking for funding for the system. There is a need to support the inter- library loan program, and System Administration. The reimbursement funds received by this Library have been used to help alleviate the shortage of funds, but additional funds will be needed. Director Lange estimated approximately $5,000 would be needed for both programs. Director Lange stated the Serra Film Service is being closed. There will be access to the films, but only on an individual basis between libraries. He added there will be an evaluation made of the impact on how libraries borrow material from each other. He also stated he felt the delivery service is one of the nost valuable services of Serra, and that it is fully supported with State funds. MINUTES December 18, 1985 LIBRARY BOARD OF TRUSTEES Page 3 TRUSTEES Director Lange reported on the comnittees he has been asked to serve on for the coming year; one to monitor legislation and one to study the future of the reference centers in the State. Director Lange called attention to the circulation statistics, stating the Main Library circulation increased 14% over last year; the branch was up 28%, with an overall increase of 15%. In answer to query, Geoff Armour explained the Library procedure regarding books that are not returned, stating a letter from the City Attorney is now being sent to people with long overdue boods. A study is being made to determine the effectiveness of this approach. FRIENDS OF THE LIBRARY; Barbara Otwell reported on the recent program at the Cultural Arts Center and the Authors' Day held at the Branch Library. GENEALOGICAL SOCIETY; Bee McWilliams stated she had no report to make at this time. SERRA ADVISORY BOARD; Carolyn Ayars, Alternate Representative, gave the report for Margaret Brownley, stating two main functions of the Board are to publicize the system and to support funding for the system. COUNCIL REPORT; Council Member Lewis stated the recent action of Council to change the approval of development in the City was important and he wanted the Board Members to understand just what this meant. He recommended the Board invite Mike Holzmiller to explain this procedure to them and that they go out to the ODtmunity and talk with their friends. He said if the initiative is put on the ballot, this could be very detrimental to Carlsbad. If funds for public improvements must come out of the CIP budget, all projects will suffer — and this would include such projects as a library in the southern section of the City. ADJOURNMENT; By proper notion, the Meeting of December 18, 1985, was adjourned at 3:34 p.m. The Board Members were to take the tour of the Colonial Mall as outlined in Item b.
