HomeMy WebLinkAbout1988-02-17; Library Board of Trustees; MinutesMINUTES Meeting of: LIBRARY BOARD OF TRUSTEES Time of Meeting: 3:00 p.m. Date of Meeting: February 17, 1988 Place of Meeting: Council Conference Room TRUSTEES CALL TO ORDER; President Martin called the Meeting to order at 3:00 p.m. ROLL CALL: Present - President Martin, Trustees Cooper and Trigas. Trustee Grosse arrived at 3:06 p.m. Absent - Trustee Falkenstein. Also Present Were: Clifford Lange, Library Director Geoff Armour, Assistant Library Director Bee McWilllams, Genealogical Society Representative Margaret Browney, Serra Advisory Board Representative APPROVAL OF MINUTES; The Minutes of the meeting held January 13, 1988, were approved as presented. COMMITTEE REPORTS: a. Building and Grounds Trustee Trigas reported the contract for the agreement for the new Library is at our Attorney's for revision. b. Budget Trustee Cooper had no report at this time. c. Personnel Trustee Falkenstein was absent. d. Youth This report was postponed until later in the meeting. OLD BUSINESS: a. Library Planning Committee Update and Retreat on March 11, 1988 - Discussion Director Lange reported the Library Planning Sub-committee was about finished, with its work and he felt it was time to move ahead with the planning. A Retreat is planned for March 11, 1988, at the Beach Terrace Inn. The meeting will be from 8:00 a.m. until 5:00 p.m. Martin Cooper Trigas MINUTES February 17, 1988 LIBRARY BOARD OF TRUSTEES Page 2 TRUSTEES b.Update on Legislation Relating to Libraries in California Director Lange reported S.B. #181 is at the top of the unapproved bond list. It is still In the suspense file in the Ways and Means Committee In Sacramento. S.B. #385 would allow computer companies to donate computers to libraries, and there was a hearing today, and Director Lanqe stated it was hoped this would pass through the Legislature. At this point, the Committee Report on Youth was given. Youth Trustee Grosse distributed copies of the Calendar and stated there was a new circulation record in January of over 11,000 books. She reported there will be a look-alike contest coming up in the near future. The story hour is still very well attended, with something different planned for every story hour. Mrs. Grosse stated the Calendar is being printed in Spanish each month and the story hour in Spanish has had an Increase In attendance each month. NEW BUSINESS; a. FY 87-88 Second Quarter Report on Library Activity Director Lanae stated the statistics continue to go up, and It will be interesting to compare this guarter with the current guarter. He felt some increase was attributable to the library at Oceanside being closed, but commented the attendance over the Holiday weekend was incredible. Geoff Armour explained the high percentage increase in registrations was caused by conversion from CLSI to the INLEX system. b. Library Video Project Approval Director Lange referred to the memorandum from Bill Richmond, Head of A.V. Services, contained in the packet, with the idea of using the local cable television station to tie in with the Library. A grant application will be submitted to the Carlsbad Community Television Foundation to have this program shown on a regular basis, with Director Lange doing the introduction. Library Board of Trustees voted approval of the concept of applying for a grant from the Carlsbad Community Television Foundation to have a "Library Video Magazine" cable program, to be shown twice a month, with Director Lange introducing the program. LIBRARY DIRECTOR'S REPORT; Director Lange reported the CALTAC meeting will be March 5, 1988, In Fullerton. He stated he needed to know which Trustees planned to attend that meeting. Dr. Lange requested the Trustees fill out the membership applications for CALTAC. Martin Cooper Grosse Trigas MINUTES February 17, 1988 LIBRARY BOARD OF TRUSTEES Page 3 TRUSTEES LIBRARY DIRECTOR'S REPORT: (Continued) The new packet "Introduction to Carlsbad City Library" will be given to everyone when they apply for a library card. The packet will contain a letter from Director Lange, brochures and a map. Director Lange stated the Friends of the Library are working on a membership fund-raising campaign and there will be a meeting tomorrow nlqht to put the final touches on this. There will be a Library Gold Card Issued to people making a contribution of $25.00 or more to the Friends of the Library. Geoff Armour has been working with the Historical Society on an oral history program. There will be video tapes of interviews with local people. The program will start March 1, and builders and developers will be interviewed in the first group. Director Lange reported the California Library Association Council Forum Committee will sponsor an all-day workshop on March 25, 1988, entitled "You Can Make A Difference", which will be on how to be more effective in the political process. The workshop will be at UCLA. The Reference Librarians will hold workshops in April at 8:00 a.m., to Introduce people to basic research skills. Director Lange reported on a grant application to the State Library for $5,000 to buy materials to help meet the needs of older adults--such as large-print books and books on tape. Director Lange distributed copies of the Agenda Bill that was before City Council a week ago for the video tape appropriation. This program is self-supporting in terms of the video tapes. FRIENDS OF THE LIBRARY There was no one present from the Friends of the Library. GENEALOGICAL SOCIETY Bee McWiillams reported there will be a fund raiser April 2, 1988. This is the semi-annual plant sale on the Library lawn. SERRA ADVISORY BOARD Margaret Brownley reported that when the Library Directors were interviewed for the information project, they felt one of the main responsibilities of the Advisory Board was to Interpret the Serra System. The Committee that will meet next Monday will consider this topic, and decide the guestlons of — Interpret to whom, who has to know and who should know. She stated the Ad Hoc Committee has members from the Administrative Council and from the Advisory Board and they are working together to come up with recommendations for the relationship that should exist between the two groups. MINUTES February 17, 1988 LIBRARY BOARD OF TRUSTEES Page TRUSTEES Mrs. Brownley called attention to a chapter In the tool kit called "Challenges" -- Chapter 10. She felt one of the challenges was to work out the relationship of the Library Boards with the Serra Advisory Board. She added that Chapter 8 was on the working relationship and pointed out some of the things that should be questioned and considered Mrs. Brownley stated that some System Advisory Boards were carrying responsibilities that belonged to the Board of Trustees. She added she was looking forward to the Library Board's Workshops in 3une and Duly. PUBLIC COMMENT: There was no one present wishing to address the Board. RECESS: President Martin declared a recess at 3:^1 p.m., and the Board re-convened at 3:^7 p.m., for a Workshop. LIBRARY BOARD WORKSHOP; Trustee Tool Kit for Library Leadership: Chapter 1 - Statutory Authority President Martin stated there were two basic types of Boards, Administrative and Advisory, and this Board was an Advisory Board. The Serra System also has an Advisory Board. In California, there is no State mandate for public libraries, and they exist under permissive legislation State and Local. Chapter 1 discussed General Law Cities and Charter Cities, and Carlsbad is a General Law City. The Serra System is under the State Education Code. For General Law Cities, th« State law stipulates a five-member Board of Trustees. In the Serra System, each Board must consist of one member representing each of the member Jurisdictions of the system The Board discussed the inclusion of a Member of the Board of Trustees on the System Advisory Board, and Director Lange stated he would make that recommendation to the Mayor and City Council. Director Lange stated Trustee Falkensteln's term will end i Oune, and he has Indicated he does not want to be re- appointed. The Mayor also appoints members to the Serra System Advisory Board. Mrs. Brownley commented It Is possible to have a representative and an alternate, and Carlsbad has taken advantage of that—but there is only one vote per library. The requirements for membership on the two Boards was discussed, and there are no statutory requirements as far as race, sex or creed. Mrs. Brownley stated the League of Women Voters was qolng to study the requirements for all Commissions and Boards, as they felt there should be one ordinance to cover those requirements. MINUTES February 17, 1988 LIBRARY BOARD OF TRUSTEES Page 5 TRUSTEES President Martin stated the State Law mandates a three- year term of office for Board of Trustees members. Compensation may be provided, not to exceed $50 a month. Chapter 3 - Legal Duties, Liabilities, Rights Board orientation meeting for new members was discussed, and it was the Board's feeling that was Important to have a new member know his or her legal duties, liabilities and rights. President Martin said this Board has not done this and he thought it would be a good idea to consider working out such an orientation meeting. The Members also felt the Tool Kit for Library Leadership would be helpful for a new Board Member. Board Member Cooper suggested giving new Members a copy of the Ordinance. President Martin read the duties as outlined in the book and stated the Brown Act was primarily to prevent government from being conducted in secret. A quorum of this Board cannot meet together and discuss library business, but can meet on a social level. Regular meetings must be noticed 72 hours in advance and special meetings 2k hours in advance. A meeting could be held without a guorum, but no action could be taken. In 1986 the courts declared that library circulation and registration records are confidential and this is in the California Government Code. President Martin read the rights of Library Trustees, among which is to initiate, through a motion, any relevant new business within the legal purview for the Board's consideration that is not in conflict with the Brown Act. President Martin suggested the discussion be led by different Board Members each month. Holloway Z/f/t* CARLSBAD CITY LIBRARY FEBRUARY 1988 QUARTERLY REPORT FOR OCTOBER-DECEMBER 1988 HIGHLIGHTS - Conversion to the new INLEX automated circulation system was completed and full operations began on October 13, 1987. - A new service counter was installed in the children's area. The counter is equipped with its own terminal and provides a more efficient organization of space and staff work stations. - The 1987 edition of CALIFORNIA PUBLIC LIBRARY STATISTICS has the Carlsbad City Library ranked first or second in 12 out of 17 major categories for cities in its population division. - A CD-ROM WILSONDISC workstation was installed and open for business in the reference area. Online access to periodical indexes has been very popular with students, who use the computer to scan subjects and to print out citations for articles. In-house requests for magazine backfiles increased 34% over the previous quarter. - A double anniversary ceremony was held at the library on December 6 in recognition of the library's 20th year of operation and the Friends of the Library's 30th year of service. The library itself was rededicated with a plaque recognizing those library and city officials who made it all possible back in 1967. Assemblyman Frazee was the keynote speaker at the event. - A new information packet - "Introduction to the Carlsbad City Library" - with brochures on the library, Friends of the Library and a letter of welcome was developed to be given to all new library registrants. - A new outdoor sign was designed and installed at the La Costa Branch. - The main and branch libraries sponsored 16 adult programs, 104 programs for children, and mounted 15 displays and exhibits during the quarter. - The library's Adult Learning Program received special attention this quarter with a lengthy writeup on program activities, tutors and learners in the San Diego Union. This followed staff participation in the San Diego Chamber of Commerce Executive Breakfast, which dealt entirely with local and national literacy efforts. The program has also been contacted by ABC TV's 20/20 show, which plans to focus on literacy in this area and to profile learner John Corcoran, a local developer and former high school teacher.
