Trustee Curtin arrived at 3:OS p.m., and Trustee Gtosse arrived at 3:18 p.m. Absent: None. Also Present Were: Clifford Lange, Library Director Geoff Armour, Assistant Library Director Lynda Jones, Adult Learning Program APPROVAL OF MINUTES: Thls item was trailed. (See Page 3) COMHIT!CEE REPORTS: a. Buildinq and Grounds President Trigas reported the City Council had approved the parking etandarde. The groundbreaking should be in June or July for the new Library. b. Budget Trustee Martin stated this item would be covered under the Budget Item. c. Personnel Thia item was trai d. PartnermhiDs for Chanae - update Lynda Jones gave an update on the Partnerships for Change grant, stating they were working with Parks and Recreation to use the Harding Center. The Information Center will use the room that has the .fireplace and will share the ume of that room with other activities. This createm a atorage problem, and she explained how they plan to store their materials on shelves. Ms. Jones distributed a tentative schedule for the hours of operation, and stated the coalition and the public had helped formulate those hours. There will be a large sign in the front and in the window, and the Community Relations person is developing a plan to get this information out to the public. Ms. Jones explained that the first materials to be purchased will be materials €or the Information Center. She distributed copies of a proposed ad to be used for recruiting the part time employees. TRUSTEES ' \ \ MINUTES \ \ January 23, 1991' Page 2 Me. Jones stated the check-out system will be the pocket and card type, as there will be no computer terminals there. Library cards will be issued to the people using the Center. The auggestion was made by Truatee Cooper to code those cards somehow to enable the Library to determine the usage of the cards and whether or not they come into the regular Library. MS. Jonea said they would have Spanish-speaking videos, especially for the children. The consensus of the Board was that it was important to get the children to speak English, and since the focus was to be on families, it was felt it was important to stress the use of Englieh. Geoff Armour said it is a requirement to build in some form of evaluation methodology, and that has not been determined yet. Me. Jonee said that they plan to have magazines in English and Spanish, with high-interest materials for the adults. There will be a special workshop in March, and Ms. Jones said the State has been very helpful in providing information for this program. Dr. Lange stated he would be writing a memorandum to Frank Mannen, Aasistant City Manager, recommending that an Adviaory Committee not be formed. He felt the present coalition committee ahould be retained as it is now. The Library Board of Trustees supported the recommendation to retain the Coalition Committee for the Partnerehipe for Change Program in its preaent makeup. The Board also recommended Council not appoint an Advisory Committee. Trustee Martin inquired about when staff would have the Spanieh lessons, and Ma. Jones stated that MiraCosta will arrange for the classes, and she will let the Trustees know when those classes will be held. b. Pm Rankinq. Dr. Lange referred to the ranking Carlabad received on this program, and stated he would recommend to Council that Carlsbad apply for funding for the new Library, but not for the Colc Library. He said an alternative for the Cole Library is to apply for Library Services and Construction funds. Dr. Lange attended a workshop on filing the Proposition 85 applications, and feela Carlabad can improve its ranking. NBWS ! a. 1991-92 Promeed Librarv Budaet. Trustee Martin commented on the proposed budget and stated the budget was really self-explanatory. Dr. Lange stated the Workshop will be held on Saturday, March 9, and he has booked the mini-van for the Trustees. He asked that the Trusteea let him know whether or not they will attend. Trustee Cooper stated he would attend the Workehop. The deadline is February 27 for reservatione. &IBRARY DIRECTOR'S REPORT: Dr. Lange reported that the computer catalog ia doing very well, with good comments from the public. He said that all terminals are now installed and working. Dr. Lange said that Pam'a office haa the new office furniture aimilar to what will be used in the new Library. He invited the Board Membera to go take a look at it. Dr. Lange said there might be a problem with the February 14 meeting, ae Council Uembers Kulchin and Larson can't attend. The meeting may be held on Wednesday evening, February 13. The Board Membere will be notified of the date. R letter of support for Gary Strong, the State Librarian, will be sent by the Serra System Administrative Council urging hie re-appointment by Governor Wilson. d. Youth Trustee Groese reported on the activities, showing pictures of the story teller, Martha Holaway. The calendar9 for January and February were distributed, and Ura. Lange reported the Friends are planning the 30th annual snd final Book Fair on Sunday, May 19, in Holiday Park. The 3ranch Library will have a book sale in October, and after :hat the book store at the new Library will take the place ,f the Book Fair. He said it is getting more and more Iifficult to get volunteers €or a11 the work that must be lone in connection with the Book Fair. PUBLIC COMMENT: Trustee Grosse reported on the Cultural Arts Facilities Committee, etating they should have a plan and confirmation of the report back to Council by June. Or. Lange announced that the kiosk is being built at the present time and a ribbon-cutting will be planned. ADOPTED BY UNANIMOUS VOTE OF THE CARLSBAD CITY LIBRARY BOARD OF TRUSTEES W I Materials Availability / User Survey Novdmber 1991 The Carlsbad City Library, as part of its mission, provides collections which include resources with educational, informational and recreational value that respond to the interests of a diverse community. In order to determine if our collection is responsive to the interests of our diverse community, a Materials Availability / User Survey was undertaken in November, 1991. Surveys were given out during scheduled hours at the Main and Branch libraries during the week of November 18-23, 1991. Patrons were given the survey with an explanation of what it was. They were asked to fill it out while they were in the library and turn it in when they left. 800 surveys were handed out (500 at Main and 300 at the Branch). 559 were returned, which is a 70% response rate. Fill rates (or material availability measures) reflect the users' success in finding what they are looking for during their time in the library. titles sought that were found. the percentage of searches for books on a subject or by an author that were successful. The browsers8 fill rate is the percentage of users who were browsing and found something they wanted. Also, the Centro collection is a small, introductory collection intended mostly for browsing. Patrons needing more specific information are referred to the larger Spanish language collection at the Main Library. It is reassuring to know that the Centro collection does have materials of interest to its patrons, as shown in the high browser fill rate. I will be looking more closely at what titles, subjects and authors our patrons were looking for so that we can address those needs with our book and audio-visual purchases. I will also compile all the comments that patrons wrote on the back of the forms. (Generally, these were compliments about the staff and services and materials,) This more detailed report should be ready in February, 1992. Nearest Library The nearest library is 4,100 square feet and 7.2 miles away. Projected Population Growth Strong growth (76%). Age & Condition of Existing Building The existing facility is 10 years old, and in good condition. The existing space is crowded, but has few physical limitations other than lack of space. The existing 4,500 square foot facility is extremely small to serve the current population (.07 SF/Capita). The existing facility is moderately well located (although in a secluded corner at the end of a shopping center) and parking is inadequate. Collections, seating, special purpose units, and staff space are all totally inadequate. No meeting room (here or in entire library system). Numerous services cannot be offered because of lack of space. Even basic library service is limited because of lack of space. Community Involvement in the Project Very good community involvement. Building Program A very credible consultant effort. The demographics are good, the plan of service is very good, and the space descriptions are excellent. Demographics The demographic analysis correctly focuses on the most significant aspects of the community and provides good comparative information. Also, interprets the significance of data well and relates it very well to the plan of service and the proposed new facility. Changing Concepts & The Plan of Service The changing concepts appear to be very well developed and very appropriate based upon the demographics and service needs. Summary of Space Requirements & The Conceptual Plans Appropriate space allocations. Spatial relationships appear to provide a reasonably functional library. Site Information The site appears to be highly visible with very good accessibility. The site is surrounded by commercial development, and centrally located in the service area of the southern half of the city. The site is located adjacent to a shopping center with a supermarket, retail stores, a movie theatre, restaurants and a post office. Availability of parking is excellent on-site and substantially exceeds the rule-of-thumb. General Information A good application, with very good planning documents. The planning reflects attention to current and future needs and responds with very appropriate and unique changing concepts. The relationship with the schools is particularly impressive. This is a strong growth area. There is an obvious and very acute need for this project. An excellent site which is integrated with a retail shopping 1 I. center and post office complex!
