Absent : Library Board Trustee Cooper. Also Present Were: Clifford Lange, Library Director Geoff Armour, Assistant Library Director Virginia Watterson, Genealogical Society Taffy Cannon, Friends of the Library Gina Sachs, Community Relations Manager Susan Simpson, Collection Development Librarian PRESENTATION: Mayor Lewis presented a Resolution of Appreciation to Mary Grosse €or her years of service to the City as a Library Board Trustee. APPROVAL OF MINUTES: The Minutes of the Meeting held October 23, 1991, were continued to the next meeting . COMMITTEE REPORTS: a. Buildina and Grounds President Trigas reported the Building Committee and the Architect had met to finalize the plans for the new library. The library budget and signage were both discussed at the meeting. b. Budaet Trustee Martin reported that the budget will be presented to the Board at the January Meeting. Dr. Lange stated that the budget for 1992-93 will probably be the same as for 1991-92. He said that cost estimates are being made for the staff for the new library and for the maintenance of that library. c. Personnel Dr. Lange announced that Gina Sachs, Community Relations Manager, will be leaving the staff, and complimented her for her work. d. Youth Geoff Armour reported the highlight of last month in the Children's Department was the Reach €or the World Read Aloud Program. Materials Availabilitv/User Survev Susan Simpson reported on the Survey, stating that the Branch fill rate was as high as the main Library fill rate, which speaks well of the collection at the Branch. She said they were pleased with the fill rates. b. Business Survev Results This item will be on the January Meeting Agenda for discussion. The copy of the report distributed to Board Members today is the first draft. There was a ten percent return rate on the survey, which is higher than average. c. SamDles of Possible Librarv Loa0 Dr. Lange presented the choices that had been selected. One logo would be for the Centro and one for the Library. The Board discussed the logos and felt they would like to see other samples. Gina Sachs stated that the logo for the Centro needed to be approved today. ACTION: On motion by Board Trustee Curtin, the Library Board approved the number one item of the sample logos for the Centro de Informacion. AyEs: Trigas, Curtin and Martin The Library Board delayed action on the logo for the Library. d. California Librarv Construction and Renovation Bond Act Second Cvcle . Amlication Rankinas Dr. Lange reported there were no criticisms of the application submitted by Carlsbad, but there were other cities with more need. The consensus of the Board was that cities that match their needs with utilization are penalized in the awarding of bond act money. Dr. Lange said he was not surprised at the ranking given Carlsbad, and added that the quality of the second round applications was incredible. NEW BUSINESS: a. 1991-92 Public Librarv Fund Allocations Dr. Lange stated this information was included in the Agenda packet. He said the amount of the allocations is half as much as normal, since the State Library budget was cut. Carlsbad will receive $24,000 in January of 1992. b. Literacy Surmlemental Grant Armlication Dr. Lange reported that this program has never been fully funded by the State, and if it ever is, Carlsbad would know in advance how much money would be available. This program was designed to be funded on a 50-50 basis. c December 18, 1991 LIBRARY BOARD OF TRUSTEES Page 3 c. 1992-93 Budset Schedule and Preliminary Guidelines Dr. Lange stated he is waiting for the City to give him the guidelines for the budget. d. CALTAC Workshop in Librarv Leadership Dr. Lange referred to the flyer included in the packet announcing the 1992 Regional Workshop on Saturday, March 7, 1992, at the Glendora Library and Cultural Center from 9:00 a.m. to 3:OO p.m. He encouraged the Trustees to attend the workshop. LIBRARY DIRECTOR'S REPORT: Dr. Lange reported he is working on the costs estimates for the staff for the new library. The Centro is doing very well, and has been operating for 20 hours a week for a couple of weeks at this time, with almost 300 users. He said that one of the interesting developments is the number of teenagers using the Centro. The possibility of starting study clubs is being considered. FRIENDS OF TEE LIBRARY: Taffy Cannon reported the Friends are selling tote bags in the Library and will hold a book sale January 18. She reported on a bequest of $30,000 and stated that a new reference set was purchased for $15,000 for the Library, and $7,000 is to be spent on new shelves for the Branch. GENEALOGICAL SOCIETY: Virginia Watterson reported on a Christmas Boutique held by the Society with handcrafted articles and baked items. Over $414 was taken in by the sale and she stated this has already been spent on books. SERRA ADVISORY BOARD: Dr. Lange reported that the next Board Meeting will be January 16, 1992. He said that the Serra System is going through a restructuring at this time. PUBLIC COMMENT: There was no one present to address the Board on a non-agenda item. ADJOURNMENT: By proper motion, the Meeting of December 18, 1991, was adjourned at 4:lO p.m. Minutes Clerk CARLSBAD CITY LIBRARY BASIC MARKETING PLAN AND TIME LINE I. Major Goals A. Create a unified image for the library B. Increase visibility of the new library, library programs and services C. Raise funds for new library needs D. Provide outreach to the Spanish-speaking community E. Increase Friends of the Library membership F. Increase the number of library program volunteers G. Increase attendance at library-sponsored programs and events 11. Marketing Objectives and Target Audiences A. In an effort to create a unified image for the Carlsbad City Library, a new logo will be designed by February 1992. The new logo will be "unveiled" during the new library's ground- breaking ceremony in March, 1992. The logo will be used on all library materials such as . library brochures, newsletters, annual reports, calendars, flyers and library card application forms beginning March 1992. Target Audience: Community-at-large B. To increase the visibility of the opening of the new library, library programs and services, news releases will be written and disseminated regularly to the newspapers, library- related journals and broadcast media. Public service announcements will be developed when appropriate. Paid advertising will not be used. A series of events will keep the opening of the new - Ground-breaking ceremony: March 1992 - Bricklaying ceremony by community leaders: fall1992 - Black tie preview dinner: summer 1993 - Dedication ceremony: summer 1993 library in public focus: Target Audience: Community-at-large C. One of the strategies that may assist in raising funds for new library needs is the implementation of a business survey which will be conducted during October 1991. The survey will not only assess the business needs but the results will provide long and short range program development direction. The survey will be mailed to Carlsbad area businesses using the Carlsbad Chamber of Commerce mailing list. In order to encourage businesses to respond to the questionnaire, a news release will be written and sent to the media requesting their assistance in encouraging businesses to respond to the survey questionnaire. Copies of the cover letter, the survey questionnaire, the news release, and newspaper articles are attached. A business brochure will be developed by October 31, 1991 and disseminated through the Carlsbad Chamber of Commerce during November 1991 to make the business community aware of business- related services currently provided by the library. In surveying the business needs of the community and providing businesses with programs and services they request; and by making them aware of current business-related services, it is hoped that the business community will contribute to the library's future fund-raising efforts. A fund-raising campaign in the form of a gift catalog and a preview dinner will take place during the summer of 1993. Target Audience: Business community The Carlsbad City Library will continue to reach out to . the Spanish-speaking community through its Partnerships for Change program, the Centro de ~nformacibn. A logo for the Centro will be designed by November 1991. It will be designed so that a part of this logo can be incorporated into the new library's logo to create a sense of unity. The library will continue to increase its Spanish collection through the purchase of books, videos, cassettes, magazines and newspapers. Weekly story hours for children and informational presentations for adults in SpaniTh will continue through September 1992 at the Centro the Inforrnacion. The main library will also have four Hispanic cultural exhibits on display during FY 91-92 which will be publicized in the local English and Spanish newspapers. A grand opening ceremony/open house will take place at the Centro de Informacion in November 1991. This event will be publicized. D. Target Audience: Spanish-speaking families E. To increase the Friends of the Library membership, the Friends will launch a corporate membership drive in January 1992. Target Audience: Businesses in the Carlsbad area F. To increase the number of volunteers used in the different library programs, a volunteer brochure will be designed in February 1992 and disseminated throughout the City of Carlsbad in conjunction with the ground-breaking ceremony. Target Audience: Community-at-large G. In order to increase attendance at library-sponsored programs and events, news releases will be written and disseminated to the newspaper and electronic media. Flyers will be designed and disseminated to area schools, colleges and universities or any other targeted audience. This week the library mailed out over 600 surveys to area businesses to identify the needs and concerns of local businesses regarding library services. This survey will assess current library services and the results will provide long- and short-range program development direction. This project is an important factor in ensuring that library programs and services are being responsive to the business needs of this community. The library is requesting businesses to fill out the questionnaire and return it to the Carlsbad City Library, 1250 Carlsbad Village Drive, Carlsbad, CA 92008 by Friday, October 25, 1991. Lewis Mayor of Carlsbad 1200 Carlsbad Village Drive Carlsbad, CA 92008 RE: Carlsbad City Library P85-0 16 Dear Mayor Lewis: I am writing to advise you of the progress of the review of the applications for the Library Construction Bond Act funds. The State Library has recently completed its preliminary eligibility review of the applications. Based upon this preliminary review, it appears that the application submitted from your jurisdiction for the second cycle may be eligible for Bond Act funds. Based on this preliminary assessment, I have authorized the Bond Act Review Team to evaluate the application and review it in-depth. You must understand that it is possible that during this in-depth review, deficiencies may be uncovered which will result in the application being declared ineligible at that time. If during the review, I discover additional technical issues that need to be resolved, your project coordinator will be contacted by the Bond Act program manager, Mr. Richard B. Hall, for clarification. Please make certain that these requests are responded to immediately since these technical issues must be resolved in a timely manner. Due to the large number of applications and the low percentage of applications which have been determined to be ineligible, the process of evaluation will take a considerable amount of time to complete. I am sure you understand that a careful and thorough review of the application documentation is essential. Given these facts, it must be recognized that the evaluation process will not be completed quickly. - A date for the next California Library Construction and Renovation Board meeting has not. been established. I will make this information public just as soon as it can be set with a reasonable degree of confidence. Until that time, my staff and I need to focus our attention on the evaluation of the applications in hand, and ask your patience in waiting for the results.
