Library Board Trustee Curtin arrived at 3:03 p.m. Absent : Library Board Trustee Woodward. Also Present Were: Clifford Lange, Library Director Geoff Amour, Assistant Library Director APPROVAL OF MINUTES: On Motion by %aeird Trustee Cooper, the Minutes of the Meeting held February 19, 1992, were approved as presented. Aytl: Trigas, Cooper and Martin The Minutes of the Meeting held December 18, 1991, were trailed until later in the Meeting. COMSITTISE REPORTS: a. Buildina and Grounds President Trigas deferred to Item d, the Status Report on SB 1230 Library Construction Bond Act of 1992. Council. b. Budaet Trustee Martin deferred to the Agenda Item on the Revised 1992-93 Library Budget. c. Personnet No report. d. gouth Doctor Lange stated that a short story contest has been held, with the awards to be made next week. OLD BUSINESS8 a. Centro de Informacion Umiate Dr. Lange reported that the Centro will have to move, and will move into the Harding Street Center on a temporary basis. The house the Centro hopes to move into eventually is only a few blocks away on the same street, and the Harding Street Center is the only viable solution at this time . David Smith Personnel Study - Discussion Dr. Lange gave an update on the David Smith Personnel Study, stating that Mr. Smith met with the Board last summer and the recommendations were discussed at that time. The report has been submitted to the City, and contained two recommendations; first, the job descriptions and change of titles and clarification of duties; second, the organizational setup for staff requirements at the new Library and the remodeled Cole Library. An Agenda Bill is being drafted to address the first set of recommendations. c. Revised 1992-93 Librarv Budaet Board Trustee qartin gave the report, pointing out the summary that was included in the packet contained the Summary of Revised FY 1991-92, the 93 General Fund Budget. General Fund Expenditure Eatimate and the Summary of Revised FY 1992- ACTION: Onmotion by Board Trustee Curtin, the Library Board approved AYES : Trigas, Cooper, Curtin and Martin the Revieed 1992-93 Library Budget. d. Status Rerpart on SB 1230 Libra- Construction Bond Act of 1992 Dr. Lange referred to the reproduced copy of the bill that was included in the packet and stated it has passed the Local Government Committee unanimously and will not make the June ballot. He feels it will pass the Assembly and then go to the Governor for signature. If it is signed, it will be on the November ballot. NEW BUSINESS: a. California Association of Librarv Trustees and Commissioners Meetinq ReDort Dr. Lange attended this meeting and included the handouts given to him as part of the packet. There were 100 pikople at this meeting, and the kick-off speaker was State Librarian Gary Strong. A large part of the meeting dealt with the White House Conference held last summer. LIBRARY DIRECTOR'S REPORT: Dr. Lange reported on the break-in at the Library over the last weekend and stated that a aecurity system will be installed very shortly. '* 1 1 CARLSBAD CITY LIBRARY SUMMARY OF REVISED FY 91-92 GENERAL FUND EXPENDITURE ESTIMATE Projected general fund expenditures for FY 91-92 have been cut by $234,150, a 9% reduction. This was accomplished as follows: 1. 2. 3. 4. 5. 6. 7. Freezing three full-time vacancies for a savings of about $85,000. Adjustments to full-time benefits made by Finance - $18,000 reduc- tion. $19,000 cut in periodical subscriptions for the main and branch libraries. Part of these subscriptions were prepaid with FY 90-91 funds, so no real cut is involved. $38,000 reduction in OCLC automated cataloging fees. Part of these fees were also prepaid with FY 90-91 funds. There will be no prepayment this year, but there are adequate funds in the 92-93 budget, so there is no actual cut. $2,000 cut in the reference book budget, eliminating Spanish lan- guage reference books for the main library. The greater need for the Spanish language collection both at the library and at the Centro is popular circulating materials, both fiction and non-fiction. These collections are not being cut. $1,500 cut in travel expenditures. Based on past experience, this represents what staff is really most likely to need. $24,000 in miscellaneous cuts in 20 different M&O accounts. None of these should have a significant impact on either staff or public. SUMMARY OF REVISED FY 1992-93 GENERAL FUND BUDGET The overall cut in the proposed 92-93 general fund budget is $251,589, a 9.5% reduction. This cut is being achieved as follows; 1. A freeze of two out of three full-time positions. The third position could also be frozen depending on the outcome of the recruitment for a new Head of Circulation. There is a net savings of $51,000 balanced against projected salary and benefit increases. 2. A proposed reduction from 64 to 54 in the number of hours the library is open per week. This change would begin in July 1992 and would save about $63,000 in part-time salaries. This 16% cut in hours will have some impact on the public, but the specific hours recommended are those least used during the week and should not create a major hardship for the public. The library will likely be somewhat busier during the reduced hours which could result in longer lines at the book and video checkout desks and at reference. 3. The reference book budget is being cut $4,000 (17%). This cut can be managed without a significant impact on collection quality provid- ed the larger standing order and serials budgetsremain intact. No materials budgets, print or non-print, are being increased. This will actually result in some cuts since nothing as been factored in to keep pace either with inflation or with the new sales tax on publications now required by state law. 4. Another large part of the cut in general fund ($109,000) has been accomplished by offsetting general fund with the library’s entire state CLSA grant. This has only shifted funds and not cut them. The continued freeze of full-time positions in Circulation, Reference, and Administration should not have a major impact on public service, though there will likely be longer waits at checkout desks. Lack of adequate staff to handle community relations and reference will result in some workload increases for those staff asked to help out. The Library Board and staff strongly recommend against major cuts in materials, since this would create long-term gaps in the collection, which itself is the most fundamental service offered to the public. Rather, should additional cuts be required, the library would have two remaining options: 1. Hope for continued state grant funds that could then be used to offset more general fund (possibly $50,000 or more could be divert- ed in this way). 2. Cut more library hours, reducing part-time staff.
