a. Status Reuort on SB 1230 Librarv Construction Bond Act of 199%
Dr. Lange referred to the enclosure in the packet with regard to SE
$230. He stated there were two basic changes that affect Carlsbad; first, the funds were revised down from $300 million to $150 million, and the "set aside" provieion waa taken out. There are no guaranteea, and the language states the Board "may" elect to grant some of the money to the 17 libraries that were very competitive or competitive in the last grant round under the 1988 Act.

Dr. Langm stated that the Bill has to be heard by Committees of the Assembly some time this month, and must pass by a 213 vote on the Assembly floor. Then the bill must go to a Conference Committee, since there are differences from the Senate version that passed with the $300 million and the set aside clause in it. Then the bill goes to the Governor for his signature, and if it gets through all of that, it will be on the November ballot.
Dr. Lange said the building needs to be built, and staff thinks it can be operated with the same amount of money being spent now, due to the plan to close the Cole Library to remodel it. That will take a year, and it will be the 1995-96 fiscal year before the full impact would be felt. Hopefully, the economy will be more poeitive by then. It will take close to one million dollars more than the City is spending now.
If the City postpones building the Library, then a decision must be made about the space problem.
Geoff Armour stated that there would probably need to be some type of facility here during the time of remodeling; such ae a bookmobile. This would serve the children who come to the Library on their bikes, as well as the people in this area who walk to the Library.
Dr. Lange stated the cost to build the new Library would be considerably lees now, rather than if it is delayed two or three years.
Chairperson Trigam stated that the options should be noted, with cost of apace to rent and how much space would be needed if tho new Library is delayed.
Dr. Lange said that Carlsbad is short approximately 24,000 square feet in Library space at this time. The Growth Management Plan would require that the deficit be addressed.
b. Centro de Informacion UDdate
Dr. Lange reported that the Centro ha8 moved into the arding Street Center on a temporary basis. They are looking at ano .er property to lease across from Lola's Market. The Board will visit the Centro de Informacion following this meeting and will also drive by this property. However, no comitment can be made about leasing property until the funding situation is resolved.

Board Trumteo Martin read through the summary which was included in the packet and mtated there would be some impact on the public, but not a lot. Thm budget is not firm at this time.
Geoff Armour stated that there are three components to the Library; facilitiem, resources and the staff. There is not much to be done about funding the facilities, and the decision was made to keep the resources intact. The decision was made to make part-time etaff cuts, which in turn does affect the public with shorter hours. Library uses grants to offset the book and material budgets. The Income
Tax forms service has become a burden, due to the Federal Government not providing the forms and assistance they promised.

Susan SLmDeon. Collection Develoment Librarian, reviewed the Survey for the Board, referring to the Report contained in the packet. She felt the survey was helpful and when the next survey is taken, a comparison can be made to see how the Library is progressing with providing the kind of service the public desires.
LIBRARY DIRECTOR'S REPORT:
Dr. Lange stated that a group of staff will be going to the Whittier Public Library April 28, 1992, for a PFC workshop.
Dr. Lange stated that a video documentary is being used to document the progress of the new Library, and a $4,000 grant has been received to do tho editing.
Dr. Lange will be attending the American Library Association Conference tho last week in June in San Francisco,. The American Library Association will have a pre-conference workshop on the Dieabilitie. Act and the new standards for removing access barriers to public services. The State Librarian bought 100 registrations, and Dr. Lange applied for and received one of them.
Dr. Lange will spend time tomorrow, Thursday, April 16, with the Arts Commission and the comaittee appointed to review the art work on Ocean Street, which is very controversial. tomorrow, and is open to the public, although they are not to give input. The committee is to discuss the work with the artist, Andrea Blum, and hopefully to come to an agreement to make changes.

Taffy Cannon reported the Friends will hold another book sale at the end of May and plan to have three sales a year. She reported on the activities of the Friends and told of their plans to secure business memberships.

Library Trustee Cooper reported that there is $2,000 in grants available that was allocated for travel and meals. Very few of the Members ever asked for reimbursement. Information is going out in May for grants for next year. The Executive Commftteo will review those requests May 11, and the S.A.B. will review them May 21 and make recommendations for funding.
Dr. Lange added that a recommendation has been made to not replace the Director of Serra and combine responsibilitiee with the Reference Coordinator.

LIBRARY CONSTRUCTION BILL
MOVES FORWARD
While bonds for public library construction have not been included in the lepdership's "package" for the June ballot, SB 1230
(Keene) continues to make progress in the Legislature toward the goal of being placed on the November ballot. After passing the full
Senate by the required two-thirds vote, it
reached the hsembly Local Government Committee. On March llth, it was amended
in and passed out of this committee
(unanimously) while picking up several new
CO-S~O~SOK. The next stop for the bill is the
Assembly's Banking, Finance and Bonded .
Indebtedness Committee chaired by
Assemblyman Steve Peace (D-80, Chula
Vista). At this time, the bill has not been
scheduled for consideration by the committee, but it should be taken up some time during
the end of March or early April.
AMENDMENTS TO SB 1230
As mentioned, there were several recent
amendments to SB 1230, not the le91 of
which is a change in the name to: ' .
"PUBLIC LIBRARY LEARNING
AND LITERACY EXPANSION ACT OF 1992."
While still a Bond Act, this change was
performed in an effort to capture the spirit of,
the intent of the Act which is to roster the
development of learning and literacy through
the expansion of public libraries in the state.
Major Amendments:
The amount requested for state funds in
the Bond Act was revised down from $300 million to $150 million.
All forms of remodeling for a project will
be considered eligible costs.
Procurement of furnishings and equipment will be considered an eligible
cost assuming it is part of a project which
involves some remodeling or new
construction.

The minimum state grant request will be
raised from $35,000 to S100,OOO.
The state's interest is limited to 20 years (the "useful life or the building" clause has been dropped).
The State Librarian is given the authority to transfer the state's interest in the
facility to another project within the 20-

Population Growth" has been changed to "Population Growth."
Previous grant applications (under the
1988 Bond Act) may be funded by the
Board if the applicant certifies to the
State Librarian by resolution that the
applicant is requesting funding for the
application within 60 days after the
effective date of the Bond Act. Any projects funded in this manner will be
administered under the provisions of the
1988 Bond Act and its associated regulations, which means that the project
will be able to move forward
immediately. These applications will be
exempt from the program provisions contained in the 1992 Act.
THE R.4 TIONALE
Public library construction benefits all citizens:
children, young adults, adults, and senior
citizens, well-educated people as well as those
seeking literacy skills, and all individuals
regardless of their ethnic or cultural background benefit from the educational
opportunities provided by the enhanced
availability of library services. Public library
construction also fosters long-term economic
opportunities by making Californian's more
productive and competitive in the world
marketplace, as well as stimulating the
economy by providing construction jobs at the
local level.
THE NEED
Because of a lack of funds, the majority of the applicants for the 1988 Bond Act funds were
denied a grant. There were many worthwhile and important projects which went without needed state funds. Further, there is a
tremendous long-term need of over $1 billion
in the State of California for public library
construction. SB 1230 would provide 65% of
the funding for many of these projects.

SUMMARY OF FY 92-91 GENERAL FUND BUDGET
The overall cut in the proposed 92-93 general fund budget is $277,289, a 10.5%
reduction. Most of this cut is being achieved as follcws:

A freeze of two out of three fulltime positions. The third position
could also be frozen depending on the outcome of the recruitment for
a new Head of Circulation. Two vacant positions would save $95,000.
Three positions would save $135,000.
A proposed reduction from 64 to 54 in the number of hours the library
is open per week. This change would begin in July 1992 and would save
about $63,000 in parttime salaries.

managed without a significant impact on collection quality. No materials
budgets, print or non-print, are being increased. This will actually
result in some cuts, since nothing has been factored in to keep pace
either with inflation or with the new sales tax on periodicals now required
by state law.
The subscription and standing order budget is being reduced $12,000 (11%).
This has been accomplished after a careful analysis of needs by cancelling
some titles and delaying a few others for a year. There is still adequate
subject coverage through related titles.
Another large cut ($109,000) has been accomplished by offsetting general
fund with unappropriated balances in the CLSA grant.
ME0 budget and all adult print and non-print circulating collections are
covered by the CLSA grant ($262,000 total). This is an offset not a cut.
The entire branch
The continued freeze of fulltime positions should not have a major impact on
public service, though there will likely be longer waits at checkout desks.
Lack of adequate staff to handle community relations and reference will result
in some workload increases both for reference staff and for other staff asked
to help out.

No severe public service impact is expected should these positions continue to
be unfilled. At the most, the circulation and reference vacancies will likely
result in longer waits at checkout and reference. Unfortunately, with major
cuts in Oceanside's library hours and planned cutbacks in the County library
system, Carlsbad is already experiencing much heavier use.

Materials Availability / User Survey November 1991
Summary
The Carlsbad City Library, as part of its mission, provides
collections which include resources with educational, informational and recreational value that respond to the interests of a diverse community.
In order to determine if our collection is responsive to the interests of our diverse community, a Materials Availability / User Survey was undertaken in November, 1991.
Surveys were given out during scheduled hours at the Main and Branch libraries during the week of November 18-23, 1991.
Patrons were given the survey with an explanation of what it was. They were asked to fill it out while they were in the library and
turn it in when they left.
The survey form that was used was adapted from the basic survey
form for fill rate studies presented in Outnut Meas ures for Public Libraries by Nancy A. Van House and others (2nd edition, Chicago, American Library Association, 1987).
800 surveys were handed out (500 at Main and 300 at the Branch).
559 were returned, which is a 70% response rate.
Fill rates (or material availability measures) reflect the users' success in finding what they are looking for during their time in
the library. titles sought that were found. the percentage of searches for books on a subject or by an author that were successful. The browsers' fill rate is the percentage
of users who were browsing and found something they wanted.

There are two notable differences between returns at Main and
Branch. The response rate at the Branch was noticeably higher,
indeed remarkably high. Perhaps this is because of the more
personal, neighborhood atmosphere of the Branch.
The other notable difference is in the location preferred. It is understandable that most people prefer to use the library that is most convenient to them. It is interesting to note that a fair number of people who use the Main library would prefer a southern location. It is likely that these patrons travel north to the Main library because of its larger collection.

The fill rates are satisfactory and compare satisfactorily to User Surveys done at other libraries. It is natural that browsers would be more often satisfied than people looking for a specific item. The fill rates are never completely accurate because some patrons may confuse the YES answer and mark NO when the book is checked out or at the other facility.

The fact that this is such a smal1,survey group influenced the fill rates. Also, the Centro collection is a small, introductory collection intended mostly for browsing. Patrons needing more specific information are referred to the larger Spanish language collection at the Main Library. It is reassuring to know that the Centro collection does have materials of interest to its patrons, as shown in the high browser fill rate.
Many patrons wrote comments on their survey forms. Most of the comments were compliments on the library, the services, the staff and the collection. Some suggestions for improvements were offered, including having more books and audio tapes, having some quiet areas at the Main Library and having the library open more hours.
This has been a useful study, as we have never had this information before.

Surveys were given out during scheduled hours at the Main and Branch libraries during the week of November 18-23, 1991. This week in November was chosen as a typical week during the library's busiest season. Surveys were handed out during four hours in the morning, afternoon and early evening Monday through Thursday. On Friday and Saturday, surveys were given out during two hours in the morning and early afternoon. This schedule insured a variety of patrons. During each selected hour, 25 surveys were handed out at Main and 15 at the Branch. Patrons were given the survey with an explanation of what it was. They were asked to fill it out while they were in the library and turn it in when they left. The surveys were collected in boxes near the circulation desks.
The survey form that was used was adapted from the basic survey form for fill rate studies presented in Output Measures for
Public Libraries by Nancy A. Van House and others (2nd edition, Chicago, American Library Association, 1987).
The survey forms were numbered before they were given out. The forms were different colors, to make it easy to keep the results separate. The returned surveys were gathered daily by me at Main, and were sent to me daily by the Branch. I analyzed them
using adaptations of the tabulation forms from Outuut Measures for Public Libraries and a computer spreadsheet program.

Fill rates reflect several things: - the match between the collection and the patron's wants - the extent to which materials are owned and on the shelves
- how well the patrons can find things in the library. when patrons want them
Fill rates do not tell whether unsuccessful searches are due to the collection, library policies and procedures, or the patron.

The fill rates for juvenile books and for audio and video materials are based on very small numbers of items sought. For this reason, they are skewed and are isolated examples. The numbers of items sought for the other sections are large enough to be representative samples.

Some brief comparisons should be made of these numbers to our
circulation statistics. Generally the circulating print areas
ranked (highest to lowest) are children's fiction, children's
nonfiction, adult fiction and adult nonfiction. Audios have a healthy circulation rate and videos are the highest circulating items in the collection.
What caused the reversal between the circulation rankings and the ranking of the areas sought in the User Survey? browsing is the key. The survey question on browsing does not include an indication of what the patron whas browsing for. Thus, browsing does not show up at all when the items sought and found are classified by subject area. Fiction is an area that lends itself to browsing, in both the adult and juvenile areas.
Videos and audios are also often found by browsing.

The low numbers for juvenile materials are caused by the low numbers of children who filled out the survey: 42 total, with 14 at Main and 28 at the Branch.

asked for assistance. A correlation of asking for assistance
with fill rates indicates that people who asked for assistance
for titles, subjects and author were much more successful in
finding what they wanted. It is not surprising that browsers
found more on their own, as that is the nature of browsing.

Comments
Patrons wrote many comments on their survey forms. The comments were general or covered the collection, the computer, the services and the staff.
Collection - 25 compliments, 31 suggestions for improvements.
Others covered a wide range of areas.
The only repeated suggestion was the (eternal) plea for more recorded books.
Computer - 2 compliments, 2 negative comments and one person

Conclusions and recommendations
There is some controversy concerning the validity of fill rate studies. It seems clear that the patron influences the survey information in ways that cannot be clearly determined. example, we don't know if all our patrons understood that a lVYESt1 answer meant that the library owned the book, not that the patron could leave with the book in hand. However, this survey has provided information not previously available about what our patrons are looking for and whether or not they found it. one more piece of information to be used with other collection statistics that we have.

I think it would be valuable to repeat this study. The survey form needs to be redesigned to accomodate a broader range of answers: 3 YES: YES, I got the item; YES, the item is being transferred from the other library; YES, I put a hold on the item; and perhaps 2 NO: NO, the library has it but I need it right now and holds and transfers take too long (in some condensed form); and NO, the library did not have the item at all. This would give us a much clearer picture of whether we have what the patrons want and if we have enough copies in the right location.
It would be helpful to be more specific with the browsing question by including general categories in which people browsed, such as fiction, mysteries, audio, video, children's, etc..
I think that the survey should be repeated in two-three years. This would allow time to gather information about other uses of the collection. Information most needed about other uses is an in-house use survey, to find out what the patrons use in the library but do not check out.

I like the reference section and the kid's stuff. The selection is wonderful. I really like the variety in the collection. Very good selection in the Large Print area. Jazz CD's are excellent! Good selection of videos and CD's. Many services & materials are updated. Very efficient. The children's books are worth a long drive for me. The audios give me new music without spending money. Bravo for closed caption films for the deaf.
I am especially fond of the video rentals. General interest books are available in good supply. Genealogy section is great. Very good reference collection. Reference department is fairly well stocked. Great phone book collection!

Genealogy - please get more census microfilms. There just aren't enough Stephen King books. More books on tape. Travel books are outdated. More videos and CD's. It is very difficult to get current videos. Wish you had more books. Libraries should carry more than one copy of a book, Please get two copies of popular new books.
Need more up-to-date books on boats and fishing.
Need more audio books.
Need more jazz: recordings, literature and videos. The selection of books on tape is very limited.
Hope you can get the videos out of storage soon.
Need Christmas plays for adults. Genealogy needs more census microfilms. Computer and desktop publishing books are outdated. Graphic design books are outdated. Need more toddler/sturdy books.
You never have anything on my subject!
Need business materials, especially marketing.

Books listed as available were not on shelf. Computer system is very user unfriendly. Getting used to the computers is a challenge.
I feel the library is one of the pluses for Carlsbad.

Library has an exceptionally good selection.
Good mystery selection. Great selection of CD’s. I like the large video collection & the small price. Selection of materials much better than County system.
A very wide selection. Need more employment-related newspapers 61 books. Need more books and videos in Spanish. Need more Mexican music. Need more variety in Baroque & New Age music. More biographies and autobiographies. Need more books, magazines, videos & tapes for teens. Wish you had a greater selection of books (more space)
I love the computers: it would be hard without them. Computer works well for me. Provide a card catalog for computer illiterates! The computer is difficult €or me.
I really appreciate this library. Very nice library. You guys have a great library. My daughter and I enjoy this library branch. Library is conveniently located. Library is excellent in all areas. We enjoy & appreciate this branch very much.
Surroundings are quiet and peaceful. Quiet and clean. I wish this could be as big as the Main library. Library is run very professionally. Very up-to-date books and computer technology. We always receive excellent service. Hours are fine. Like used magazine sale table. Service was friendly and precise. Separate Children's room is great. Convenient to turn in material at either library. Videos are lots easier to find now. Polite and efficient service. I love having a separate children's room. New children's room is good. Love the new children's room! Need extra copies of classified ads from newspapers.
A drop for videos would be good. Please be open on Friday & Saturday nights & Sundays. Put videos by subject. It would be helpful to be able to check out magazines. Too long to wait for current books. Would like more evening and weekend hours. Inconvenient when books needed are at Main Library.
