HomeMy WebLinkAbout1992-11-18; Library Board of Trustees; Minutest MINUTES MEETING OF: TIME OF MEETING: 3:OO p.m. DATE OF MEETING: November 18,1992 PLACE OF MEETING: LIBRARY BOARD OF TRUSTEES Clty Councll Conference Room CALL TO ORDER: President Martin called the Meeting to order at 3:OO p.m. ROLL CALL: Present: Library Board Trustees Martin, Moss and Woodward. Trustee McCann arrived at 3:02 p.m., and Trustee Curtin arrived at 3:09 p.m. Absent: None. Also Present Were: Clifford Lange, Library Director . Geoff Armour, Assistant Library Director Taffy Cannon, Friends of the Library Virginia Watterson, Genealogical Society Ray Brookhart, Head, Genealogy/Local History Oivision APPROVAL OF MINUTES: On motion by Library Board Trustee Woodward, the Minutes of the October 21, 1992, Meeting were approved as presented. -* AYES Martin, Moss and Woodward MONTHLY LIBRARY DIVISION HEADS REPORTS Or. Lange referred to the reports contained in the packet and added that one more report was distributed to Board Members prior to today’s meeting. LIBRARY BOARD COMMENTS Geoff Armour stated that if the Board Members had any comments or recommendations to make with regard to the Division Head Reports, to please let him know. FREE HANOOUT MATERIALS POUCY President Martin stated that copies of the new policy had been received by the Board Members, reflecting the changes discussed at the October Board Meeting. Dr. Lange added that the City Attorney stated that Item #3 did not pertain to elections, as that is not a City-sponsored event and would not fall into that category. November 18, 1992 LIBRARY BOARD OF TRUSTEES Page 2 In reply to Board query with regard to whether or not this policy would place a burden on staff to screen all the material, Mr. Armour stated that copies of the policy had been sent to those groups that normally place material on the cabinets, and also copies of the policy are now available on the cabinets. 1992-93 LIBRARY BUDGET UPDATE President Martin reviewed the budget with the Board, indicating the areas where cuts have been made, and stated that the Library hours will not be cut at the main Library or the Branch. Dr. Lange stated there will be no increases in the fees or any new fees added. GENEALOGY/LOCAL HISTORY DIVISION OVERVIEW Ray Brookhart, Division Head, gave an interesting report on the Genealogy collection at the Library and showed charts that have been instituted by staff to help researchers. He stated that the Division averages 37 researchers a day, and they come from all over the State of California, other States and Canada Mr. Brookhart stated the Genealogical Society raises over $15,OOO evmy year, and has done this for several years, and this money is spent for books. He showed the bibhiraphies that have been developed, and stated they are continuing to develop these bibliographies, but it takes a lot of time. He explained about the classes that are held for people wanting to trace their own histories. Mr. Brookhart described completely all the services available from the Division and stated that Genealogy is one of the most popular hobbies in the United States. Mr. Brookhart reported that the Genealogical Society has approximately 500 members, and dues are $15 a year, with over half of that money going to the development of the book collection. DIRECTOR'S REPORT: Dr. Lange reported he had attended a portion of the California Library Association Conference at Long Beach. He stated he will organize his notes into a report for the Board Members. Dr. Lange stated that he attended one session where Sharon Schramm was on the program, and this was about 'Home-Grown Leaders'. Ms. Schramm is a former Library Board Trustee and current Planning Commissioner for the City. Dr. Lange repoRed on the Literacy Program, stated that John Corcoran, Jr., had been appointed to the Board of Directors of the newty established National Institute far Literacy. Mr. Corcoran is a well- known literacy student from Carlsbad who has become very active in the program. Dr. Lange stated that since the program started in Carlsbad, over 800 people have been trained to read. Geoff Armour reported the reorganization of the Video Department is approximately two-thirds finished. The work is on schedule and should be finished by November 30. Dr. Lange said the question he is asked most often is when is the new library going to be built. That project is temporarily on hold until the budget crisis is over. He stated there is to be a meeting this week with the City Manager and Finance Director, and hopefully there will be something definite to report at the nex-t Board Meeting. November 18,1992 LIBRARY BOARD OF TRUSTEES Page 3 Geoff Armour stated he is working on a self-evaluation of standards under the new Americans with Disabilities Act, which has to be completed by December 18. He said that everything the Library does must be available to the disabled. The most serious problem for the Library is the restrooms, which have to be accessible to the handicapped by January of 1996. FRIENDS Of THE LIBRARY: Taffy Cannon showed a plaque just won by the Friends of the Library from the California Friends of the Library. She reported there will be a Holiday Program at the Senior Center, December 11, 1992, at 7:OO p.m. 1992. GENEALOGICAL SOClETV Virginia Watterson reported that the Christmas Boutique netted $523, which will be spent for books. SERRA ADVISORY BOARD: Dr. Lange reported the next meeting will be December 3, 1992. PUBLIC COMMENT There were no requests to address the Board on a non-agenda item. There is a limited amount of space designated for the free distribution of authorized materials as follows: Main Librarv: On top of filing cabinets in the reference area. Branch: On shelving below the bulletin board near entry. Due to space constraints materials displayed in these areas are limited to the following: 1. 2. 3. 4. 5. Informational and instructional materials from federal, state and local governments. Class schedules from public and non-profit educational institutions. Information on city or library sponsored events. Bus schedules. Voter registration forms. Any additional space available is reserved for displays of library materials. All materials must be submitted to library staff for approval before being put out for display. For questions concerning this policy, see the Library Director or Assistant Library Director. October 23, 1992 CLIFF LANGE LIBRARY DEPARTMENT HEADS TO: FROM: Senior Management Analyst - Finance 1992-93 OPERATING BUDGET REDUCTIONS THIS MEMO REOUlRES A RESPONSE BY WEDNESDAY. OBEX 28. The revised budgets for 1992-93 have been reviewed by the Finance Department as well as the City Manageis team. The reduction target has been met by reducing budgets from all departments and by utilizing some fund balances. Attached, you will find a summary of the reductions that your department submitted to the Finance Department. The three column stmcture in which they appear was developed for analysis purposes, and to insure that the City Manageis team could quickly review and understand the issues. Reductions were placed into one of three categories based on the Finance Department's understanding of the suggestions. In order to balance the budget, items appearing in both of the first two columns, titled Sustainable and Non-Sustainable, were used. In other words, they are no longer a part of the budget. By adding all the figures shown in the first two columns, you will arrive at the total reduction for your department. The steps that need to be taken now are outlined below. 1. Total the cost of the programs/items identified in the first two columns of the document entitled City of Carlsbad, 1992-93 Operating Budget Impacts. This is your budget reduction amount. 2. Review the items that were taken out and weigh them against any of those that may still be in the budget (which appear in the last column entitled Organization Wide/Policy). If you believe that the items that were removed are not the most workable for your department, please rearrange the programs. You must however remain within the same total reduction amount that has been developed for the department. If you like the "mix" of programs/items selected go on to step three. 3. Indicate on the attached 9/30/92 Expenditure Summary the line items which need to be changed as a rdt of implementing the budget reductions. The reductions that you post need to reflect the reductions identified in the first and second columns hm the Budget Impact document, or a combination of your modifications. Please cross out the old figure in the Appropiation column and write in the revised figure. October 23,1992 Page 2 4. Please have your materials in Finance by 12:OO Wednesday, October 28, 1992. If you change the mix of program cuts, this information, along with an explanation of the impacts for changes made, will also need to be forwarded to Finance. We recognize that this is a very short time frame however we also know that all of you are as anxious as we are to finish this process.
