Library Board Trustee Curtin arrived at 3:07 p.m. Absent: Library Board Trustee McCann. Also Present: Cliff Lange, Library Director Geoff Armour, Assistant Library Director Barbara Otwell, Friends of the Library . APPROVAL OF MINUTES: On motion by Library Board Trustee L'Heureux, the Minutes of the Regular Meeting held November 15, 1994, were approved as presented. - AYES: Woodward, L'Heureux and Moss MONTHLY LIBRARY DIVISION HEADS REPORTS President Woodward refer;& to the reports contained in the packet, and asked for comments or questions. There were none at this time. LIBRARY BOARD COMMENTS There were no comments from the Board. NONPORT BEACH PUBUC LIBRARY VISIT - Discussion Or. lmge stated that he would like to get the Board Members' reactions to the tour of the Newport Beach Library. The consensus of those who took the tour was that the library was 'cold' and seemed bare because of the small amount of artwork or decorations on the walls. Geoff kmour commented that there is a lot of open space in the stacks in the Newport Beach tibrary-with a great deal of room for expansion. There is concern about that in the proposed library here in Carlsbad, and that there won't be enough room for expansion. January 18,1995 LIBRARY BOARD OF TRUSTEES Page 2 NEWPORT BEACH PUBLIC LIBRARY VISIT (Continued) Board Trustee L'Heureux stated she was impressed with the study areas, and Dr. Lange stated that there will be a study room upstairs in the new library. CARLSBAD CITY LIBRARY COMPARED TO SAN DIEGO COUNTY PUBLIC LIBRARIES AND TO CALIFORNIA PUBLIC LIBRARIES President Woodward referred to the report included in the packet, and Dr. Lange stated that Geoff Armour makes this report. Dr. Lange added that the Library rates very high in San Diego County, and not too bad in the entire State. Geoff Armour said that Newport Beach is about the same size city as Carlsbad, and we are right behind them in circulation per capita. STRATEGIC PLAN UPDATE - Update Dr. hge reported that the Task Forces are working on the goals and completed surveys and summary that Geoff Armour compiled on the surveys done in October. He said that one of the frustrations in the process is the nebulous status of when the new library will ,be built. Dr. Lange said that he is proceeding on the assumption that the money for the library will remain in the 1996-97 budget. There are some encouraging signs in the economy and the Governor's budget did not contain provisions for taking more property taxes from cities. The last three years the State has taken money from the cities, and there is no certainty about what they will do. Dr. Lange said that hopefully that is behind us and we can move forward with planning and building the library, which will be a two-year process. If the library is started in the fall of 1996, it should open in the fall of 1998. That would mean the closing of this library building and remodeling; reopening nine to twelve months later. Or. Lange said that this would put off much of the impact on the operating budget until probably the 1999-2000 fiscal year. Dr. Lange continued, stating that this fall the plans for the new library will need to be reviewed and some changes made. The layout of the library may be different as a result of the technology and the type of wiring may be different He said that the prices will not be current for the equipment and furniture. The Architects and Interior Designer will return, and of course this will cost more money. The design for the library was completed four years ago. In conclusion, Dr. Lange said the Division Heads and Task Forces will meet together and set objectives and then the Library Board Members will become involved. UBRARY/CHAMBER OF COMMERCE LIBRARY BUSINESS RESOURCES WORKSHOP, JANUARY 20, 1995. 7:OO - 9:OO A.M. Dr. Lange called attention to the agenda which was included in the packet, stating this workshop is to let the businesses know what the library has to offer them. The Friends of the Library will serve a continental breakfast and the Carlsbad Business Journal had an article about the workshop with a coupon promoting it. There have been 22 people signed up at this time, and there will be more, with a limit of 40 to attend. He called attention to the Business Survey which will be given to those in attendance at the close of the workshop. January 18, 1995 LIBRARY BOARD OF TRUSTEES Page 3 LIBRARY GENERAL STAFF MEETINGS SCHEDULE FOR 1995 Or. Lange referred to the schedule of meetings contained in the packet, stating the decision was made to hold the meetings every month the coming year. They are on Thursdays, at 8:OO - 8:45 am., and Dr. Lange invited the Board Members to attend the meetings. STATE OF THE CITY VIDEO The Board watched the State of the City Video, and Dr. Lange stated that it is available in the Library and can be checked out. DIRECTOR'S REP0 RT: Dr. Lange reported that !he restrooms remodel is nearing completion, with the rain slowing down the work on the steps from City Hall up to the Library. He said they are hoping to get the restrooms completed in time for the Workshop on January 20. The Coffee Cart is on hold until after the restrooms are remodeled. Or. Lange stated that the Graphic Artist has left for a full-time position. He is interviewing an applicant and will probably hire him tonight. Dr. Lange reported that the Friends book sale is scheduled for this coming Saturday in the front yard of the Library. If it rains on Friday, the sale will be postponed for one week. He said the Friends donated the funds to pay for the hookup of the Branch Library to the C.D. ROM Reference data bases. Dr. Lange stated the City and the Library are looking at the lnternet. At the California Library Association Conference, one company said they would provide a package of a onetime cost to hook up and a monthly fee. Their sales representative met with Dr. Lange and Information Systems. A City committee is being formed to look at the various options, and Dr. Lange said he feels it makes more sense for the City and the Library together to make the connection to Internet. He said it may also be possible to gain lnternet access through the Serra System. He said that his ultimate goal is to provide public access to the Internet. Geoff Armour stated that NeWport Beach and Bakersfield have public access to Internet, with just dialing a 900 number to get access. With the City involved, the costs could be shared across the City Departments, with a flat cost. Dr. Lange stated he has been serving on the Statewide Task Force on the restructuring of public libraries, and the final draft report of the recommendations is ready. A conference call will be held sometime next week for the final version, which will be sent out early in February. There will be one final meeting scheduled for March 23 - 24, and then it will be sent to the Governor and other interested parties. He said there actually is not a lot of re-structuring recommended. The Library Board Members will get copies of the report. Geoff Armour commented that there are two months of statistics included in the packet. He called attention to the circulation figures, and noted that circulation has been flat or down for the last six months. Staff has been searching for the reasons; have they maxed out? Is it parking, resources, population or what? He said that another interesting item is the video, which took a significant nosedive. Although circulation is down, revenues are going up because the fees were raised. Dr. Lange added that Sunday hours are planned for the new library. January 15,1995 LIBRARY BOARD OF TRUSTEES Page 4 FRIENDS OF THE LIBRARY: Barbara Otwell reported on the planned book sale for this coming Saturda; -if it doesn't rain. She also mentioned that they will be providing refreshments for the Chamber meeting on Friday. The next meeting of the Friends will be tomorrow night, Thursday, January 19, at 7:OO p.m. GENEALOGICAL SOCIETY: No report. SERRA ADVISORY BOARD: President Woodward stated the Serra Board will meet tomorrow, Thursday, January 19, at 1O:OO a.m., in Chula Vista. PUBLIC COMMENT: None. CALTAC Award On November 12, Carrie and Randy Scott, volunteers with the Adult Learning Program, were presented with the "Outstanding Library Volunteers 1994" award by the California Association of Library Trustees and Commissioners. The award luncheon was part of the California Library Association annual conference and took place at the Disneyland Hotel. State Librarian Kevin Starr was present for the award and later referred to the Scotts in his remarks. 22 Emblem Club Award On November 2, the Oceanside Emblem Club presented adult learner Curtis Luster with a $500 scholarship towards his college education. This scholarship is the first known scholarship towards higher education specifically given to an adult enrolled in an adult literacy program anywhere in the nation. Also present for the award ceremony were Curtis's family, Assistant Library Director Geoff Armour, Adult Learning Program Coordinator Lynda Jones and Program Assistant Anita Stafford, and Curtis's volunteer tutor Everett Hilliard. - 3. Media Articles During November, several news articles appeared about Randy and Carrie Scott and about the Emblem Club's award to Curtis Luster: -BZa&-Citizen, Nov. 2, article and photo of Curtis Luster -North County Magazine, Nov. 23, article and photo of Curtis Luster -Blade-Citizen, Nov. 25, article about Randy and Carrie Scott - 4. Tutor Training On November 10, ten new tutors completed tutor training. - 5. California Libraw Literacv Services Grant On November 8, the City Council approved submission of the library's application for a 1994/1995 California Library Literacy Services matching grant. At the end of November, the library was notified that a matching grant of $23,642 had been awarded by the State Library. - 6. Tutor Focus Grouus Procedures were developed and implemented to systematically record in the computerized literacy program management data base the reading and writing assessment levels of adult learners in the program. The first use of this data base has been to group together tutors whose learners are facing similar challenges. In an effort to provide better support and guidance to tutors, VISTA Volunteer Shirley Taylor and a task force of tutors are organizing these Tutor Focus Groups for discussion of concerns and methodology. - 1. =U)L‘LT LEAWING PROGRAM Monthly Report December 1394 Outstanding Volunteers On December 1, the Beach Yews carried an article and photo of Carrie and Randy Scott. volunteers with the Adult Learning Program. who were named the Outstanding Library Volunteers for 1994 in California by the California Associationlof Library Trustees and Commissioners (CALTAC). Council meeting on December 13, Mayor Bud Lewis presented the Scotts with a Certificate of Recognition from the City oi Carlsbad for their contributions to the library’s Adult Learning Program. At the City 2- 6-MONTH PROGRESS REPORTS As required by the State Legislature and State Library, during December all learners matched with tutors were intenlewed to assess their progress over the past 6 months. using the California Assessment of Learner Progress Evaluation Process (CALPEP). VISTA volunteer Shirley Taylor coordinated this effort. This procedure will be followed every 6 months and the data reported to the State Library. Software is being developed at the state level to facilitate statistical reporting. It is not known at this time if individual programs will be able to analyze their own statistics with the software. 32 SAY DIEGO COUNCIL ON LITERACY RECOGNITION On December 7, the San Diego Council on Literacy held an event honoring literacy program coordinators and celebrating the year’s accomplishments. Attending from Carlsbad’s Adult Learning Program were Assistant Library Director Geoff Armour, Program Coordinator Lynda Jones, Program Assistant Anita Stafford, VISTA volunteer Shirley Stafford, and tutor trainer Elaine Tietz. The event was held at the San Diego Downtown YMCA. - 4. TUTOR FOCUS GROUP On December 8, the first Tutor Focus Group event was held. Nine tutors, all with learners at the beginning skills level, met to share successes and challenges. VISTA Volunteer Shirley Taylor facilitated the discussion. Future Tutor Focus Group events will bring together tutors with similar needs to introduce new resources. - 5. CALIFORNIA LIBRARY LITERACY SERVICES GRANT On December 20, the City Council formally accepted the library’s 1994/1995 California Library Literacy Services (CLLS) grant of $23,642 from the State Library. INTENSIVE COMPUTER TUTORING The program is experimenting with intensive phonics tutoring, with some tutorflearner pairs using the computer lab up to 5 days a week. During part of December and January tutor Angela Hodges. who is on break from college classes, is tutoring fulltime, meeting daily with 4 learners scheduled throughout the day. tutoring resources (1 tutor working individually with 4 learners), made possible by the computer lab, may be modified and used more in the future. With the long list of learners waiting for tutors, this efficient use of L MEETING WITH COUNTY SUPERVISORS On December 8, Program Coordinator Lynda Jones was part of a delegation from the North County Directors Council to meet with outgoing County Supervisor John MacDonald and incoming Supervisor Bill Horn. The delegates represented a range of social and health service agencies, both private and public. The purpose of the meeting was to establish lines of communication with the new Supervisor to better meet the growing human care needs of North County residents. This total included 11,182 adult items, 8,252 children's items and 2,255 video tapes. Total increase in circulation was 11% over November, 1993. Circulation averaged 86 items an hour or 943 each day. Hourly circulation increased 11% and daily, 9%. *USERS* The total number of library users was 17,186. This was an average of 68 each hour and 747 each day. Total number of users increased 20% over last year. Hourly increase was 17% and daily, 20%. *STAFF* The first round of intereviews was held for the Branch 3/4 position on November 30. Twelve in-house people (City of Carlsbad employees) were interviewed. The five most qualified were selected for final interviews scheduled for December 14. This new position will be placed in charge of the Branch Children's area. *NETWORK* The Branch library will soon be networked with the Main Library's C.D. ROM Reference data bases. Friends of the Library approved funds for the purchase of the necessary computer equipment at their November meeting. This major addition to Branch Library business community. . reference services will be especially helpful to the local LA COSTA BRANCH LIBRARY Monthly Report December 1994 *CIRCULATION* Branch circulation reached a total of 17,517 in December. This total included 9,769 adult items, 5,577 children's items and 2,171 video tapes. No comparison can be made with December, 1993. Statistics are incomplete for that month due to the closure of the old facility on December 20 to move to the new location. *USERS* Total number of library users was 15,976. This was an average of 639 each day and 61 each hour. Again, no comparison can be made with December of 1993. * STAFF * Pat Brunini was hired to fill the new 3/4 position which will be responsible for the children's area. Pat has been with the library for 11 years and has been developing the children's area as a clerk for 4 years. For the last 11 years, she has organized the Summer reading program at the Branch and been responsible for its operation. She will begin her new position on January 17, 1995 Pat is tri-lingual, speaking Spanish and French fluently. *PROGRAMS * As a special holiday treat, Singing Strings, a wife and husband team, performed for an hour in the Children's room on December 7. Over 1400 copies of the November and December Centro de Information Newsletter in Spanish and English were distribured in the community during the last week of November. 2.- AdultPr~-_ * E. On November 10, Headstart held its monthly parents' rneering ar the Centro. On November 22, Consumer Credit Counseling made a presentation about credit and debt counseling to a group of patrons. The Spanish Literacy Tutoring met three times this month. Both parents and children attended the meeting. 3.- Children'sPronramrmn * E- - Bilingual storyhours have been continuing three times a week during the month of November. The Sewing Club met three times this month. Children from Jefferson School are participating in a reading program at school called "Books and Beyond". The Centro staff has been working with parents and teachers in helping children to accomplish their reading assignments. 4.- On November 3, parents and children from the Headstart Homebased Program visited the Centro for a storytime and tour. Parents, new to the program had the opportunity to apply for library cards and they all received information about the library services available for them at the Main Library and the Centro de Enformaci6n. Tour at the Centro. 5.- Communit~ partners hi^. The Centro was used as a polling place on November 8, Election Day. Three hundred Carlsbad residents voted at this site. 6.- Community Outreach. On November 1, Centro Supervisor Lizeth Simonson was invited to the Migrant and Bilingual Parents meeting to promote the library and the services that the Centro de Informaci6n and the Main Library have to offer to their families. On November 20, Centro staff participated in an Alternative Christmas Celebration at the Pilgrim Congregational Church. Members of the church donated $100.00 worth of books to the Centro de Informaci6n. 7.- Conference on Books in S~anish. On November 19, Centro staff members Olivia Reyes and Lizeth Simonson and Library Collection Development Supervisor Susan Simpson attended the 4th annual Conference on Books in Spanish for Young Readers at the San Diego Convention Center. The conference had book exhibits and speakers. Conferees had the oppormnity this year to see newer and more varied Spanish and bilingual materials offered by a larger number of vendors and publishers than in past years. 8.- Centro SuDervisor Position. On November 8, the City Council approved the job description for the Centro Supervisor. This approval authorizes the Human Resources Department to proceed with recruitment. PARTNERSHIPS FOR CHANGEKENTRO DE INFORMACEON Monthly Report December - 1994 1.- Adult Pro- On December 15, Headstart held its monthly parents' meeting with a presentation on nutrition and how to maintain good health. This presentation was conducted by Ms. Angie Valencia, health educator, from Vista Community Clinic. Both adults and children attended this program. 2.- children's pro7 ' E. On December 8, Centro staff prepared a Christmas party for the children with the traditional "Piiiata Navidefia", a Hispanic tradition during these festivities. Children and adults enjoyed a bilingual Christmas story followed by an activity related to the story. The Sewing Club met four times this month. Bilingual storyhours have been continuing weekly during this month at the Centro. 3.- Christmas Party at the Main Library. On December 2, Centro Staff members Jos6 Maldonado, Edith Rodriguez and Lizeth Simonson participated in the Christmas Program in the Children's Department of the Main Library. After the reading of a bilingual Christmas story "Too Many Tamales", children and adults enjoyed eating tamales. The recruitment for the Centro Supervisor position was held from December 1st to December 12th. The interviews will take place on January 19, 1995. REFERENCE ACTIVITIES FOR NOVEMBER, 1994 Reference questions totaled 7629 ,during the month of November, an increase of 1 ,012 over iast year. Reserves totaled 1801 , an increase of 256 over last year. Online Searches totaled 24 , a decrease of 3 over last year. Interlibrary Loans totaled 104 items received! 4 over iast year and 92 items were sent to other libraries. During the month of November, there were 2 Reference Skills Classes, 2 Tours and I Book Talk. On November 10 there was a Reference Materials Selection Committee Meetina: $585 was spent on new materials and $654 was spent on updates. Calk Ahrens attended an Investment in Excellence facilitators meting on November 1. Char Kennedy represented Carlsbad at a Serra Reference and Collection Development Meeting at Oceanside Public Library on November 7 9. Five Reference Staffers attended Reinvestment in Excellence on November 17: Leiia Dooley, Fern Gordon, Char Kennedy, and Penny Thompson, with Callie Ahrens as a facilitator. Callie Ahrens attended an Investment in Excellence facilitators meting on December 3. Char Kennedy and Callie Ahrens met with a representative from University Microfilms on December 7, to learn about new products, including their version of full-text periodicals on CD-ROM format. Technical Services Report November 1994 In November, Technical Services staff added 1,089 books and 358 audiovisual items to the library's collection. A total of 634 books and 225 A-V items were withdrawn from the collection. Library users with computers made 378 calls to the library's dial-up catalog in November. In addition, the library catalog was accessed through Main Street on Daniels Cablevision 123 times. The 3M Selfcheck station at the La Costa branch was used to check out a total of 1,155 items in November. This was 5% of the total branch circulation for November. In the middle of the month, Terry Bradshaw, one of our library assistants, left on maternity leave. Her twins haven't been born as this report is written (December 5), but they are expected within the next week or two. us in early 1995. left vacant with the retirement of Rhoda Kruse, we have lost almost a quarter of the Technical Services hours. Technology was the hot topic this year, with the Internet receiving special emphasis. Overall, the conference programs were very good. Chris also attended a workshop on Tech~nLcal Services Report December 1994 In December, Technical Services staff added 1,089 books and 258 audiovisual items to the library's collection. A total of 421 books and 133 A-V items were withdrawn from the collection. Library users with computers made 372 calls to the library's dial-up catalog in December. The total number of dial access calls in 1994 was 4,502. This is up 1,027 calls over the previous year, an increase of 29%. 10 minutes or less, but at least once a week we see someone logged on for an hour or more. One of the advantages of dial- access is that it's available approximately 22 hours a day. Although the majority of calls take place during the day, it's not unusual to see calls to the catalog between I1 p.m. and 2 a.m. Most calls are fairly short, In addition, the library catalog was accessed through Main Street on Daniels Cablevision 169 times. The total number of connections through Main Street for the year was 2,994. Since service began in September 1993, we don't yet have a full prior year of statistics, but in the last three months of 1993, there were 1,249 connections, while in the last three months of 1994, there were only 465, a decrease of 62%. Mary Sasso attended the INLEX Users' Conference in Monterey the first week of the month. another library automation company, DRA, we had been concerned about the amount of support the new owners would provide, but.DRA is making a commitment to continue our product, including hiring additional programmers for a major upgrade of the circulation software this year. we expect to see the final result in late 1995.
