Chair Kamenjarin called the meeting to order at 4:06 PM.

APPROVAL OF MINUTES:
The minutes of the October 25, 2000 meeting were approved as submitted.
MONTHLY LIBRARY DIVISION HEADS REPORTS:
Trustee Page expressed concern over the heating and air conditioning problems at the
Adult Learning building and Library Director Lange reported that according to the
program director, Lynda Jones, the new owners had resolved the problem and they
expressed plans to replace the unit.
Trustee Baron asked for additional information on the Probationers in Recovery
program mentioned in the Adult Learning report for last month.

Library Director Lange reported that for some time we had been involved in that
program that involves non-violent offenders, some of who are in need of literacy
tutoring. The new referral is the first learner from that program that we have had
enrolled in a long time.
Trustee Baron asked about the Braille and audio books and would like to have a report
on the library’s collection and services we provide to include the homebound program,
added to the Library Board agenda for a future meeting.
Chair Kamenjarin asked for an update on the acquisitions for the Cole Library and
Library Director Lange explained that there is both Capital money and General Fund
money in this year‘s budget. We are purchasing new books as fast as possible and
there is an ongoing delivery of new books to that facility.
CHILDREN’S SERVICES REPORT:
Library Director Lange introduced Senior Librarians JoAnn Jonas and John Quartarone
who are heads of the Children’s Divisions at Cole and Dove libraries.
The board was treated to a PowerPoint presentation, which covered the collection
development for the two Children’s divisions and Centro de lnformacion as well as the
various programs offered.
Following the presentation there was some discussion on the levels of sponsorships for
the Summer Reading Program in particular and whether LegoLand had been offered
the opportunity to participate.
Chair Kamenjarin complimented the two on the presentation and asked if they had
statistics that would indicate whether the Children’s Services had kept pace with or
exceeded the growth of the community.
Senior Librarian Jonas responded that she did not have those statistics with her but she
commented that they have recognized the need for a larger collection for the younger
child and she provided a break-down of the collection development budget for
Children’s for this year showing almost a 60-40% split, with the 60% devoted to
increasing the collection at the Dove Library based on the circulation statistics.
Trustee Baron asked about the Spanish language collection, primarily at the Centro and
whether there was material available in world languages.
Senior Librarian Jonas responded that there was neither a large demand nor much
available for children in world languages, but the library does carry some. She further
explained that the Spanish and bi-lingual books in the collection were primarily for

recreational reading and research projects for the children. The issue currently being
addressed in the classroom that focuses on only having text books in one language is a
different situation, and a separate issue from what should be available at the libraries.
RECRUITMENT AND UTILIZATION OF VOLUNTEERS IN THE LIBRARY:
Principal Librarian Heather Pizzuto reported that currently the library is using about
12,000 hours annually in a variety of areas. She explained the methods of recruitment
currently being used, the screening process in place and the variety of tasks completed
by the volunteers. While the majority of the volunteers utilized within the Dove facility
work in Circulation, there is a large body of volunteer tutors who are essential to the
success of the Adult Learning Program, a loyal Tuesday Morning group of Seniors who
fold, staple and stuff all sort of brochures, information packets and mailings for our
graphics and programs division.
She also pointed out that the Friends of the Library though not a part of the Library
itself, through the bookstore and other activities, generates and donates thousands of
dollars each year in support of the collection and programs, and is entirely a volunteer
operation.
In conclusion, Principal Librarian Pizzuto explained that currently the Adult Learning
Program and the Tuesday Morning Volunteers each have an annual celebration, either
a dinner or reception-type event, to show our appreciation for their efforts. In
September of I999 the library hosted an afternoon reception to which all the volunteers
in the system were invited and each was presented with a memento in appreciation for
their contribution. She continued that one of her goals for this year is to formalize the
recruitment, screening and training process, create a list of volunteer opportunities and
organize an annual event similar to the one held in 1999, which would serve to
recognize and thank all of the volunteers.
Trustee Baron asked what type of training program is currently in place and was told
that for the most part the volunteers are trained on an individual basis by their
supervisor. The teen volunteers for the Summer Reading Program are required to
attend scheduled formal training and the Adult Learning Program utilizes an extensive
training program for their tutors.
Trustee Baron also asked about liability and workers’ compensation insurance.
Principal Librarian Pizzuto explained that all volunteers sign a release of liability form
that excludes them from any workers compensation claim.
There was concern expressed over the Court referral volunteers and Ms Pizzuto
explained that she always asks for the nature of the offense and if it is in any way
related to theft, assault, or injury to another individual, we will not place the volunteer in
the library. She added that for the most part the offenders have been convicted of DUI

offenses, and if their requirement is for an extensive time, then we are in contact with
the probation officer as well.
Chair Kamenjarin suggested perhaps a thank you card from the Library Board might be
initiated as part of the recognition and appreciation efforts for volunteer contributions.
DIRECTOR’S REPORT:
California Libraw Association Annual Convention - Library Director Lange reported
that several members of the staff attended the conference in Santa Clara this month.
One of the more interesting presentations was by the Cerritos library currently under
construction. It is designed similar to a theme park to include an 8,000-gallon aquarium
and a full size replica of a dinosaur in the children’s area. Referred to as the Millennium
Library and “Experience Library”, there was a mixed reaction from the people in the
audience.
One of the most successful programs of the conference was arranged by Senior
Librarian Susan Simpson, our Collection Development and Acquisition’s Librarian, who
sits on the Collection Development Roundtable for CLA. She had arranged for a
Mystery Authors presentation moderated by Taffy Cannon, mystery writer and
President of the Friends of the Carlsbad Library. The program was excellent and the
attendance exceeded the room capacity.
Other highlights of the conference were the Sunday night speaker, Terry Gross, and
some fund raising and video conferencing presentations
Carlsbad Libraw Foundation Retreat - The foundation held a retreat this month to
set goals for next year and decided to concentrate on the larger donations and
endowments for the library.
California State Libraw Grant for Adult Learning Program - For the tenth straight
year the state has made available the matching grant based on the budget for the Adult
Learning Program and the agenda bill will go to City Council next week for approval.
This year’s grant is in excess of $24,000 and will be used for the purchase of hardware,
some software and other learning materials.
Citizens Academy - Library Director Lange has been serving on the committee that
developed the new Citizens Academy. The purpose of the academy is to give the
public a better idea of how the City works as well as to serve as a recruitment tool for
the Board and Commissions that are an integral part of the City government. The first
session is scheduled for February of next year.
Libraw Strategic Plan - The staff is currently working with Dr. Serpe from Cal State
San Marcos to develop a survey to determine the needs, expectations, attitudes and

opinions of the public as related to the library. The City recently completed a telephone
survey that contained some questions relative to the library but the plan is to develop an
in-house survey as well.

FRIENDS OF THE LIBRARY:
Steve MacPherson reporting for the Friends of the Library announced that the Silent
Auction was scheduled to open tomorrow at the Cole Library.
Also, at the last Board Meeting they decided to purchase disposable bags to use at the
bookstore in place of the recycled market bags and they have been ordered.
GENEALOGICAL SOCIETY:
Bee Koons from the North San Diego County Genealogical Society (NSDCGS) reported
that several members of the society participated in a DNA Survey sponsored by the
Brigham Young University to match families.
The beginning class in November had thirteen students and there is no class scheduled
for the month of December.
She also reported that she completed the article for Forum on the children’s classes
and it will be published in the January issue.
Future plans include the possibility of the Society sponsoring a weekend trip to
Carlsbad for genealogists from all over the United States and possibly a sleep-over in
Genealogy for members of the Society who would like to do some uninterrupted
research.
In conclusion, Ms. Koons announced that the new officers had been elected and would
be installed at the annual Christmas Party next month, and she invited the members of
this board to attend.

LIBRARY BOARD COMMENTS:
Trustee Baron mentioned that two of the women recently selected by the North County
Times as Women of the Year listed working with the Carlsbad City Library as one of
Library Board of Trustees

their community services. She suggested that it would be appropriate and a nice
gesture for this board or the Library to send a note of congratulations to the two women,
Offie Escobedo and Muriel Roston.
