ROLL CALL: Present: Library Board Trustees Gleason Huss, Kamenjarin, Page, and Tarman Absent: Trustee Swette Also Present: Cliff Lange, Library Director t Heather Pizzuto, Principal Librarian Carolyn Hoard, NSDCGS Liaison Arthur Wood, Friends of the Library Liaison Susan Gutierrez, Library Technician Jane Schatt, League of Women Voters Observer Chair Page welcomed newly appointed League of Women Voters observer, Jane Schatt to her first meeting and introduced her to the board. APPROVAL OF MINUTES: The minutes of the September 17, 2003 meeting were approved as submitted. MONTHLY LIBRARY REPORTS: Chair Page noted that the circulation numbers for Cole are down from last year, the number of patrons, items checked out and in-house use and wondered if this could be attributed in any way to the old door counter and the ongoing problems with the HVAC in that facility. Library Director Lange responded that the HVAC when it works is operating at 20% capacity, and the door counters are often unreliable. Trustee Tarman asked about the drop in volunteer hours from last month and Library Director Lange responded that it marked the end of the Summer Reading Program and school is back in session. Many of the summer volunteers are school-age children. - Library Board of Trustees Minutes of November 1 9, 2003 Meeting Page 2 I Chair Page asked for more information on Neighborhood House, which was mentioned in the Centro portion of the narrative report. She also asked for clarity on the date for the 1 BooWl Community project. Library Director Lange promised to get her information on Neighborhood House and explained that initially the 1 BooWl Community project was scheduled for April during National Library Week but the committee decided this month to postpone the project until October 2004 to allow more time to get the community involved. Trustee Kamenjarin offered that there were places at both libraries as well as the Cannon Gallery where you can vote for the book you would like to be the “1 Book. He did not have any information on what had been nominated thus far. CENTROlLEARNlNG CENTER UPDATE: Library Director Lange brought the Board up to date on the status of the establishment of a Community Learning Center including the City Council approving the temporary Learning Center to be located on the Madison Street property. The Planning Department is working on the Conditional Use Permit (CUP) necessary to go before the Planning Commission before we can go forward with the project. That process alone takes at least eight weeks once the paperwork is finished. - Trustee Kamenjarin asked about the timeline and Library Director Lange said the deadline is still April but that HUD may let it slide if we are far enough into the project. There was some discussion over the objections brought before the City Council by some members of the neighborhood and Library Director Lange said the library would work with the neighborhood to address those concerns but the City Council approved the plan at that meeting, not requiring staff to return. Library Director Lange continued, the next step is to go before the Planning Commission. Trustee Tarman asked if the plan involved moving the current modular facility to the new site and Library Director Lange explained that the plan is to purchase a new larger one. Trustee Gleason Huss asked when the Learning Center would open and Library Director Lange explained that because nothing can be done to the site until we have the CUP, it is difficult to estimate a completion date. In the meanwhile they are working on a site plan and Centro does not actually have to move from its current site until January of 2005. ,- Trustee Kamenjarin asked about the current lease at Colonial Mall for the Adult Learning Program and Library Director Lange responded that there is an escape clause in our lease. Library Board of Trustees Minutes of November 1 9, 2003 Meeting Page 3 P DIRECTOR’S REPORT: Children’s Book Week - The Library is celebrating Children’s Book Week this week with guest readers for story hour and the Director read to the children this afternoon. Computer theft at Cole- One of the new computers was stolen at the Cole library over the weekend. The workstation involved is next to the loading dock door on the south side of the building and preliminary investigation concludes that the loading dock door was left unlocked following a delivery on Sunday. The computer has been replaced. USA Patriot Act Forum - The library together with the League of Women Voters sponsored the forum on September 25‘h at the Schulman Auditorium. The program was videotaped and is scheduled to air on Adelphia Cable Channel 3 during the month of November. The director took copies to the recent CLA convention in Ontario and gave one to the State Librarian and one to Librarian Mary Minnow. 1 Bookll Community Program - As previously mentioned, the date for the program has been postponed until October of next year to allow sufficient time to select a book and get the community involved. The Committee will meet in December to review all the nominations and make a final selection on the book to use. 7 Sirsi Update - The initial trainers have completed their training and will begin training other staff next month. The target “go live” date of February 11, 2004 remains the same. Children’s Garden renovations at CCL Dove Lane - The library received two bids from landscape architects for the project and the opening and evaluation of those bids is scheduled for next week. California Library Association Conference - The annual CLA conference was held the weekend of November 15‘h with several staff members attending. There are two “brown bag” lunches planned for staff to meet and share what they learned. FRIENDS OF THE LIBRARY: Friends Liaison Arthur Wood reported that the Friends cleared about $2,500 on the recent book sale on the green at the Cole Library. He said they were able to sell all the remaining books to one individual for a total of $350. He said sales of used books were up at both library locations and the Silent Auction is scheduled for this weekend at the Carlsbad City Library on Dove Lane. Several members of the Friends are part of the committee planning the 1 Book/? Community program with library staff and the board has decided to host a ribbon cutting party once the Children’s Garden renovation has been completed. Their preliminary plans include distributing copies of “The Secret Garden” to all the children who attend the ribbon cutting. - Library Board of Trustees Minutes of November 1 9, 2003 Meeting Page 4 c GENEALOGICAL SOCIETY: Liaison Carolyn Hoard announced that the website training being offered by Senior Librarian Mary Van Orsdol will be held March gth. The Society collected about $900 including the raffle money at their recent seminar. She referred the Board to the most recent newsletter and extended an invitation for them to attend the annual luncheon on December gth. PUBLIC COMMENT: None present. LIBRARY BOARD COMMENTS: Trustee Kamenjarin mentioned that during the recent Carlsbad Library Foundation sponsored homes tour, he learned that an entire library in one home was created with books from the Friends' book store. The original home and contents had been lost in the Harmony Grove Fire. - Chair Page reported that she had worked holiday home tour for the Carlsbad Library Foundation and that the event was very successful raising nearly $20,000. She said four homeowners offering their homes for next year's event have already contacted the Foundation. Trustee Tarman reported on the Community Activity Grants committee. Their recommendations will go before City Council for a final decision.
