MINUTES
MEETING OF: LIBRARY BOARD OF TRUSTEES
DATE OF MEETING: March 21, 2007

CALL TO ORDER:
Co-Chair Jerry Tarman called the meeting to order at 4 03 PM

APPROVAL OF MINUTES:
The minutes of the February 21, 2007 meeting of the Library Board of Trustees were
approved as submitted
MONTHLY LIBRARY REPORTS:
Trustee Kamenjarm commented on the large increase in computer users and Library
Director Pizzuto responded that the Library has added a number of walk-up Internet
terminals but the increase is probably more the result of the manner in which the PC
Management software counts users She added that previously the user number was
tied to individual users and that the automated system counts each 1-hour session
PUBLIC LIBRARY FUND ALLOCATION:
Library Director Pizzuto explained that this was included in the packet as an
informational item for the Board to see the distribution of funds to all the libraries in
California and make the Board aware of the total allocation amount if the State budget
fully funded this program

LIBRARY FINES & FEES:
Library Director Pizzuto distributed a schedule of proposed changes in Library Fines
and Fees to be presented to the Leadership Team and City Council as part of the
budget process for Fiscal Year 2007-2008. The City conducts a bi-annual survey of
fees throughout the City at which time the Library has the opportunity to revisit the
current fines and fees and look at changes that we feel should be made. Proposed
changes are determined on the basis of the market, what other libraries are charging,
our costs and whether there are any changes in business. The proposed fee changes
were checked against a survey of fines and fees throughout the area.
Library Director Pizzuto then reviewed the proposed changes to the video/DVD
Insurance fee, and the addition of fees for account collection, History Room photos and
lost item processing.
The Board discussed each proposal at length and by proper motion and vote approved
moving the proposed changes forward.
CARLSBAD READS TOGETHER:
Library Community Coordinator Jessica Padilla distributed information and promotional
materials for the events planned for the Carlsbad Reads Together program next month.
She also addressed the concerns expressed by the Board with regard to large crowds
and limited space as experienced last year with Ray Bradbury's appearance. She
explained that because the videoconference with Mr. Wiesel is live, and he is in New
York, the event will be at 1:00 PM our time, which will probably limit the number of
people able to attend. The Library is making arrangements to tape the conference and
it will re-air on Saturday evening, April 21st in the Schulman Auditorium and be available
on DVD in the Library's circulating collection.
She added that the Library and Gallery are working together with the Carlsbad Police
Department in a proactive approach to identifying possible safety and security issues
during all the events due to the sensitivity of the subject matter and the assault on Mr.
Wiesel when he was in San Francisco last month.
The Proclamation for National Library Week and Carlsbad Reads Together is on the
City Council agenda for April 3rd and Library Director Pizzuto invited the Trustees to
attend.
GALLERY COMMITTEE APPOINTMENT:
This item was carried over from the last meeting and Trustee Lignante was duly
appointed to replace Chair Swette as liaison to the Gallery Committee for this year.

SELF-CHECK DEMONSTRATION:
This item was trailed to follow the adjournment of the meeting.
DIRECTOR'S REPORT:
Strategic Planning Process - Library Director Pizzuto reported that she has been in
v touch with our consultant, Joan Frye Williams, and together they are making
adjustments to the timeline by a couple of months.
Library Learning Center - Reports from the construction manager are that the modular
is installed for HeadStart and they are planning on moving during Spring Break. The
general contractor is preparing a revised construction schedule but it is not known if the
completion date will be delayed.
RFID - All the self-check units are now in service for patrons at Circulation and in
Children's and the security gates activated.
Patron concerns - Library Director Pizzuto advised the Board that the Library had
received two separate complaints from patrons this past month.
One patron expressed concern via a letter about an unrated video of the HBO series
Six Feet Under, which she felt contained mature content of an offensive nature that was
not apparent when she checked it out. The television industry does not use the MPAA
rating system, but one of its own that was instituted only in recent years Many
television shows are unrated, and the Library does not apply ratings to materials in the
collection. This particular item is in the adult collection. The patron did not request that
the item be removed, but rather that the Library impose a rating system.
The second complaint was in reference to the artwork displayed behind the Circulation
Desk at the Dove Lane Library; in particular a painting captioned "Peaceful Gun". This
patron found the content and title difficult to explain to her child and thought it
inappropriate for display in such a heavily trafficked area. Numerous attempts have
been made to reach this patron but to no avail. The entire exhibit is scheduled for
removal the end of this month.
New City staff - Library Director Pizzuto announced the hiring of the City's new IT
Director, Opinder Bawa, who is very interested in the Library technology projects and
has asked for our timeline so that it can be integrated into the 18 month timeline
currently under development for his Department.
Management Goals for FY2007-08 - The management goals are still in the
development stage but will be presented to the Board once the list is final.

FRIENDS OF THE LIBRARY:
Library Director Pizzuto reported that at the meeting last Thursday the Friends Board
discussed the increase of income for book sales at the Cole Library, which has been
consistent and they credit that increase to their new location outside the door of the
History Room.
Also worth noting is the date for their next silent auction, the first weekend in July.
FOUNDATION REPORT:
Library Director Pizzuto announced that the Foundation meeting was cancelled due to a
lack of quorum.
NSDC GENEALOGICAL SOCIETY:
Board Liaison Hoard advised that the new tutorial and discussion groups have been
well attended. The Society was represented at the Family History Fair in Escondido
and attendees expressed lots of interest in their display.

ADJOURNMENT:
By proper motion, the meeting was adjourned at 5:05 PM and the Trustees migrated to
the self-check kiosk in the Children's area for a hands-on demonstration.

Monthly LIBRARY Reports

February 2007
Systemwide ...
1 The Library's Winter Jazz Series, sponsored by the Friends of the Library, continued on
February 4th in Schulman Auditorium Jazz saxophonist Zane Musa performed with three
other musicians from Los Angeles for a crowd of 160
2 The February film series of classic Marilyn Monroe films brought in new attendees and
produced great conversations in the post-film discussions.
RFID...
3 All Circulation staff were trained to use all of the new RFID equipment. Library staff has
been trained to use the self check-out machines
4 The conveyor/sorter at the Dove Library began running, checking items in and sorting
them The staff workstations in circulation are being used to check materials in and out at
Dove, Cole and the Centre
Adult Learning ...
5 Interim Literacy Coordinator Carrie Scott and ALP staff members Helen Lindner and Erin
Thomas attended the Southern California Library Literacy Network (SCLLN) Conference at
Cal State Los Angeles on February 24. Five tutors and two learners joined the group for a
great day of learning Carrie also presented at the Conference
6 The California State Library sponsored an all-day session for new literacy coordinators and
administrators in Sacramento on February 6; Carrie Scott and Suzanne Smithson attended
7 Adult Learning Program's new book club has been a huge success The next book
selected is Because of Winn-Dixie Staff member Erin Thomas is planning a movie night to
follow the book discussion group
8 Helen Lindner and Carrie Scott met with Kim Moore of the San Diego Council on Literacy to
kick off the Union-Tribune Race for Literacy effort Helen is the Team Leader for the Race
again which will be held on May 6 in San Diego
9 Carrie Scott has been re-appointed to the Board of Directors of the San Diego Council on
Literacy as one of the Chair's discretionary appointments
Centro de Informacion ...
10 During the month of February, the Centro de Informacion welcomed a new volunteer
Lynda Jones Lynda retired from the Carlsbad City Library Adult Learning Program last
summer and is now helping with the Spanish language computer classes on Thursday
mornings

11 The Children's Division presented the "Awesome Art" program hosted by Jean Paul from
the Cole Library This program occurred on February 16th, a day when schools were

closed for Presidents' Day Weekend. 16 enthusiastic participants, ages 6 and up^ enjoyed
the event.
12. The Young Adult Pizza and a Movie program was held on Friday, February 9th. 24 teens
attended and watched a screening of the movie Raiders of the Lost Ark.
Georgina Cole ...
13. Interview and selection processes continued in February to fill the open Library Assistant
position in the Cole Children's Division. Amy Jordan was selected to fill the position. She
has been a part-time employee with the Carlsbad City Library for five years having worked
in both Media Services and the Dove Children's Division. She will begin her full-time
schedule the week of March 19.
14. Cole Children's Division Senior Librarian, Audrey Jones, has resigned to take a position at
the Des Moines Public Library in Iowa. Her last day will be March 23. She wants to say
that she has loved this job and the people at the Cole Library and she was honestly thrilled
by the variety of work and with every challenge!
15. We have reported that the North San Diego County Genealogical Society purchased the
new 452-roll microfilm collection of city directories for the Library which was received in
January. Now six new volunteers are working on a project to view and inventory each of
these rolls. Genealogy Division Library Technician Judy Michaels is coordinating this
project.
16. The Genealogy Division began two new small-group assistance programs in February.
The first, "What Next?" is a drop-in, small discussion group. Researchers bring in a specific
problem for the group to discuss and to advise on what to do next. Each small group is led
by a member of the Genealogy Division Staff. In February, Senior Librarian Mary Van
Orsdol and Library Technicians Judy Michaels and Ann Montgomery participated with 13
people in attendance. The second new program, "Hands-On Tutorials" is a small study
group focused on genealogy resources available on the Internet. The first session was on
one of the Library's subscription databases, HeritageQuest. Because of the limited
number of computers in the Genealogy Division, this program is by reservation. 14 people
attended the first session in February. Senior Librarian Mary Van Orsdol, Library
Technician Judy Michaels, and NSDCGS volunteer Jeanette Shields led the group.
17. The Genealogy Division received a 14 box donation of Genealogy books from the estate of
Burt and Charlotte Rees.
Learning Center...
18. Construction work continues. The foundation work for the Head Start modulars was re-
done during February. The modulars are scheduled to be installed on March 17 on the
East side of the Learning Center property. When installation is complete, Head Start will
move from the main building into their new home and construction work on the main
building will commence.
