HomeMy WebLinkAbout2010-12-15; Library Board of Trustees; MinutesApproved: ITEM #3 MINUTES MEETING OF: LIBRARY BOARD OF TRUSTEES DATE OF MEETING: Wednesday, December 15,2010 PLACE OF MEETING: Carlsbad City Library Board Room 1775 Dove Lane, Carlsbad, CA CALL TO ORDER: Chair Marie Bradley called the meeting to order at 4:01 p.m. ROLL CALL: Present: Library Board Trustees Benson, Bradley, Hulsart, Lignante and Swette Absent: None Staff Present: Heather Pizzuto, Library Director Dave Curtis, Deputy Library Director Suzanne Smithson, Deputy Library Director Callie Ahrens, Principal Librarian Steve Didier, Library Management Analyst Jessica Padilla Bowen, Community Relations Manager Glynn Birdwell, Sr. Librarian APPROVAL OF MINUTES: By proper motion (Benson/Swette) and vote the minutes of the November 3, 2010 meeting of the Library Board of Trustees were approved as submitted. MONTHLY LIBRARY REPORTS: Trustees Swette and Bradley asked for additional information on the Literacy Grant and Principal Librarian Ahrens responded that the allocation is based on the number of learners served and City financial support. Library & Cultural Arts Director Pizzuto added that so far literacy funds have not been affected by the State Budget. Trustee Hulsart asked about the half-day training session for Library staff and Library & Cultural Arts Director Pizzuto responded that the Library uses teams for much of the work we do and the training is essential to increase skill levels for individuals to assume team leadership roles. Trustee Bradley asked about the Spanish-language computer classes and Principal Librarian Ahrens responded that the classes are 8-week sessions of progressive development and remain full with a waiting list for the next series. Library Board of Trustees Page 2 Minutes of December 15, 2010 Meeting Trustee Hulsart asked if the Irlen training recently completed by staff was being shared with the school districts and Principal Librarian Ahrens responded that the screening process for visual processing difficulties only involved the adult learners and not the high school students. Trustee Benson asked about the Public Management Academy recently attended by Deputy Library Director Smithson and Community Relations Manager Padilla Bowen. Library & Cultural Arts Director Pizzuto explained that City considers continuing training as a high priority and the Library tries to send all of our managers to the academy. The training consists of eight day-long sessions and was attended by management personnel from San Diego and neighboring counties. Deputy Library Director Smithson added that she and Community Relations Manager Padilla Bowen are sharing what they learned with Library Division Heads at monthly meetings. Trustee Benson asked about the LibAnswers Ask Us service and Deputy Library Director Curtis replied that the Reference desk staff routinely responds to the questions. Library & Cultural Arts Director Pizzuto offered to provide a demonstration of the service at a future Board meeting and the Board accepted her offer. PERFORMANCE MEASURES: Library & Cultural Arts Director Pizzuto reminded the Board that the performance measures provide information for the City's annual State of Effectiveness Report. The Library is interested in improving the measures so that they are as effective as possible in helping to measure our performance as well as identifying areas for improvement. The current measures reflect a fairly significant change from last year and Library Management Analyst Steve Didier was on hand to go over the major changes and respond to questions. Management Analyst Didier explained that the Library is asked to evaluate performance on three different criteria: service delivery, customer satisfaction, and cost effectiveness. The Library has been relying on the State Library Report statistics to reflect service delivery and this year has chosen to use the Mystery Shopper surveys as a better source of feedback on library service delivery. Management Analyst Didier also pointed out that this year for the first time there was a reduction in per capita costs which is primarily due to budget reduction and population increase. Also of interest was the increase in the number of volunteer hours. The Board asked if the increase was the result of any particular program and Management Analyst Didier replied that he had verified the figures with the Library's Volunteer Services staff who confirmed that volunteerism increased in all areas. TRANSFORMING LIFE AFTER 50 PROGRAM: Library & Cultural Arts Director Pizzuto introduced Sr. Librarian Glynn Birdwell who is in charge of Reference Services at the Dove Lane facility and who is a fellow in the California State Library's Transforming Life After 50 program. As a result of that opportunity to learn about how to provide Library Board of Trustees Page 3 Minutes of December 15, 2010 Meeting _____ services to the changing population, the Library was invited to apply for a grant. The application process was very short and it was necessary to seek City Council approval to apply prior to bringing the item to the Board for concurrence. Part of the process was to select a focus for the grant funds and the Library will apply for a $10,000 grant to be used towards identifying needs and interests in the way of services for that particular portion of the population. A letter of support from this Board could accompany the application if the Board agrees. Sr. Librarian Birdwell responded to several questions from the Board about the scope of the training being offered and the action plan to gather the information from the community. She reported that several ideas are being considered and among them are surveys and focus groups. Management Analyst Didier added that the application requests $10,000 in award but the amount of the grant could be less, which would then determine which methods will be used to identify community needs and interests for services. By proper motion (Benson/Hulsart) the Board voted unanimously to provide a letter in support of the grant. MEETING FACILITY USE POLICIES; Library & Cultural Arts Director Pizzuto advised the Board that she had provided their feedback to the City Attorney regarding the minimum age for renting the facility and the document is being modified to allow individuals 18 years and older to rent the facility with the exception of any event involving the serving of alcohol where the minimum required age will remain 21 years. The final policy will be on the agenda for the January meeting for approval from the Board to allow adequate time should the Alliance Defense Fund wish to respond. DISPLAY AND DISTRIBUTION OF MATERIAL POLICY; Library & Cultural Arts Director Pizzuto reported that this policy had also been reviewed by outside Attorney Mary Minow and the City Attorney's office for changes to the language. Trustee Benson asked if the policy applied to electronic material and Library & Cultural Arts Director Pizzuto responded that the Library has a specific linking policy that is included in the Collection Development statement and the City has a linking policy for the City's website that is overriding. Both policies are available on the web. The revised version of the Display and Distribution of Material policy provided in this packet was unanimously approved by proper motion (Hulsart/Bradley) and vote. Library Board of Trustees Page 4 Minutes of December 15, 2010 Meeting DIRECTOR'S REPORT: The Director brought the Board up to date on the following items: Library Board Photos - New photographs of the current Trustees are tentatively scheduled for the January meeting. Staffing - The Library has delayed seeking approval to recruit for the full time Reference Librarian position created when Librarian Dione Sobin changed her status to part time. Prior to recruiting for the opening, the Library is assessing the best way in which to use this position. Strategic Initiative - Exploring Next Generation Library Automation Solutions - This initiative addresses the need to plan for renewal or change of several vendor contracts including the integrated library system, SirsiDynix, the print PC management system, and the RFID equipment. Library staff recently met with an expert in the field in the industry of library automation, Rob McGee, who led a review and analysis of the current system, SirsiDynix, and the state of that particular segment of the industry. The action plan is being prepared based on the day-long workshop that included both Library and IT staff members. The results will be shared with the Board once it is received. Strategic Initiatives for 2011-12 - Library Division Heads met and discussed the feedback from this board on the Strategic Directions as they move forward brainstorming possible initiatives. The next meeting is scheduled for tomorrow where they will identify the resources necessary to accomplish each potential initiative and expected outcomes. ALA Conference in San Diego - The American Library Association Mid-Winter conference is being held in San Diego in January and a large number of the staff will be attending and looking at the vendors providing library automation systems. There are also some programs that may be of interest to the Trustees and the Library will be happy to assist with registration and fees for those who wish to attend. Library Technology - The Library has just executed another contract with Unique Management System, currently handling collection of overdue fines and fees. Under the new contract, Unique will be handling the print notices mailed for holds, overdue items and fines. The outsourcing is expected to provide a more efficient process, saving both costs and staff time. Since the notices will be mailed from outside San Diego County, the Library has extended the pick-up time for items on HOLD to ten days, instead of seven. Self-serve Holds - The new paper wraps for items on hold has greatly reduced repetitive motion tasks for staff as the new printer paper is similar to a post-it® sticky note. Oceanside Public Library- The main library will be closed for renovations from November 22 through February 13, during which the hours at the Mission Branch have been extended. This is expected to impact activity at our locations. Library Board of Trustees Page 5 Minutes of December 15, 2010 Meeting FOUNDATION REPORT; Trustee Hulsart reported that at the Foundation's last meeting the Mini-Golf fundraiser was the main item of discussion. The event was successful with about 150 attendees; however, the financial gain was not as much as hoped. The Board elected officers for the next year: Neil Black, President; Jim Selover, Vice President; Alan Marblestone, Treasurer; Kevin Sharrar, Secretary. FRIENDS OF THE LIBRARY REPORT: Trustee Hulsart also reporting for the Friends announced that the Holiday Book Boutique has netted $7,000 so far. NSDC GENEALOGICAL SOCIETY: Phyllis Johnston reporting for Board Liaison Marg Kealey, provided information on programs held in November and upcoming events scheduled for December and January. The genealogy beginning and refresher classes continue to be popular, finishing in November with 22 people attending. The 2011 class schedule has not been released. LIBRARY BOARD COMMENTS: Trustee Swette announced that he has submitted a letter to the Mayor's office requesting to be released from further responsibility to this Board. Having served on this Board for more than eight years, he spoke about all the changes that have taken place and how much he had enjoyed being a part of it all. PUBLIC COMMENT: None. ADJOURNMENT: By proper motion (Lignante/Bradley) and vote the meeting was adjourned at 5:05 p.m. Cissie Sexton Administrative Secretary ITEM #4 Monthly LIBRARY Reports For DECEMBER 2010 Systemwide... 1. The Library added a new research database, Tuition Funding Sources, which is designed to help students find scholarships, financial aid, and career information. 2. On December 3, the Staff Development Committee hosted its 3rd annual Holiday Open House for library staff and families at the Learning Center. Attendees enjoyed decorating and eating cookies, making holiday cards, ornaments, and crafts to take home. The fun evening was highlighted by Santa and his merry elf. 3. The Library's holiday concert season kicked off with a performance by the Mariachi Divas Trio at the Library Learning Center on December 2. An audience of about 80 people of all ages enjoyed the performance. The season continued with a concert featuring Patric Petrie and Friends at Cole Library on December 5. Both of these concerts were sponsored by the Friends of the Carlsbad Library. The season concluded on December 19 with a co- production with the Museum of Making Music featuring the Strauss/Warschauer Duo performing original and traditional Yiddish pieces. 4. The Library released the 22nd annual Magee Park Poets Anthology, which is published each December with support from the Friends of the Carlsbad Library. Poets from around San Diego County submitted nearly 600 poems for the anthology and more than 60 poems were selected. On December 8, the Library hosted an open reading by poets whose poems are featured in this year's anthology, followed by refreshments and mingling. The anthology is now for sale at the Library's Circulation Desks and Friends Bookstore for $5, with proceeds going to the Friends. CCL, Dove Lane... 5. Children's celebrated the holidays with a variety of special programs. A Hanukkah Celebration was held December 2. Santa Claus paid a visit on December 10, with 292 attendees, and 32 happy ornament makers took part in the Trim-a-Tree craft on December 7, where children made one ornament for their Christmas tree at home and one for the tree in the Children's Division, which looked beautiful when they were done. 6. On December 16, the Library hosted best selling local author Victor Villasenor in the Ruby G. Schulman Auditorium for a book talk and signing. Approximately 75 people attended, with some coming from as far as Long Beach. 7. Teen Services Librarian Darin Williamson hosted the Pizza and a Movie program featuring "Prince of Persia." 35 teens showed up and enjoyed this great movie. Monthly Library Reports for December 2010 Georgina Cole... 8. The Carlsbad High School Theater Department performed a readers' theater production of "A Charlie Brown Christmas" with 39 people in attendance. Senior Librarian Marsha Weeks and Library Technician Dan Wood worked on the script and as directors. Childrens' staff supported the program with scenery, props, and music. 9. Children's staff held a "Winter Wonderland Family Fest" for all ages the evening of December 15. Stations were set up where patrons could make and decorate their own 3- D Christmas tree, make a holiday necklace, decorate paper snowflakes, design an ornament using magic scratch paper and decorate sugar cookies. Refreshments were also served. Families were very complimentary about the program. 10. Animanga Hour was held for teens on December 1 and had a record number of attendees with twenty teens participating. A special TeenScape holiday craft was held on December 13 with twelve teens in attendance. 11. December is traditionally a "dark" month for Genealogy programs. There was only one program this month, the NSDCGS Annual Meeting at which the 2011 officers were installed. 72 people attended the luncheon. The new officers for 2011 are: President Gordon Hoard; Vice President Carol Baird; Secretary Jean Tempke; Treasurer Phyllis Young. Learning Center... 12. On December 6, Learning Center staff members Isabel De Anda, Noemi Jaramillo and Lizeth Simonson participated in the Holiday Tree Lighting event sponsored by the Carlsbad Evening Rotary club and the City of Carlsbad. Staff presented several sessions of storytelling in English and Spanish and crafts to groups of children and adults. 13. Library Technician Virginia Velati gave a presentation and distributed brochures to a group of parents and teachers at Valley Middle School on December 1. She described general library services as well as those specific to the Learning Center including Homework Zone and Adult computer classes in English and Spanish. Questions were answered about card application procedures, Homework Zone sign ups, and computer class requirements. 14. Community Outreach Supervisor Carrie Scott attended the San Diego Council on Literacy's network affiliate meeting. The major announcement was that there would not be a Race for Literacy in 2011 for economic reasons. However, affiliates are invited to participate in other fundraising events planned for the 25th anniversary of the Council. One is The Bee; a spelling bee to be held on February 24. Literacy Services has secured a sponsor and has assembled a 3-person team of staff member Deanna Westphal, CHS tutor Gail Rosemeyer, and adult literacy tutor Geoff Armour. 15. Community Outreach Supervisor Carrie Scott graduated from Supervisor's Academy (a five-day session led by the Centre for Organization Effectiveness) on December 4. ITEM #4 Monthly LIBRARY Reports for OCTOBER 2010 Systemwide ... 1. Library staff (full-time and hourly) participated in a morning training session on Tuesday, October 19. All library sites were closed until 1 p.m. that day. InfoPeople Lead Trainer Cheryl Gould facilitated the workshop which encouraged the development of skills related to working on teams. Approximately 170 staff attended. 2. Principal Librarian Callie Ahrens coordinated efforts with the Human Resources Department to provide Behavioral Interview Training to 33 current library supervisors who conduct employment interviews. Several supervisors noted that they have revised their interview questions based on the training they received. 3. The Library participated in the California Library Association's "Snapshot Day" on Wednesday, October 6. Photos, quotes, and statistics from around the Library were gathered and submitted. Data from over 250 libraries will be compiled by CLA to present a compelling picture of the impact of libraries on individuals' lives. 4. A new national media outlet, Patch.com, launched its Carlsbad site. It has a regular Library column called "Your Library Link," written by Jessica Padilla Bowen, as well as a column about local history written by History Room Librarian Amy Davis. CCL, Dove Lane... 5. On October 9, the Library and Cultural Arts Office partnered on a Family Open Studios Plus event for the Cannon Art Gallery exhibition "The World of Adonna Khare: Beasts, Backpacks and Curious Creatures." The event featured a petting zoo and hands-on art project in the Library Courtyard, tours of the Gallery exhibition and a chance to meet the artist Adonna Khare, and an educational and entertaining animal show in the Schulman Auditorium that featured a parrot, baby kangaroo and monkey. 6. On October 28, the Library hosted Chilling Tales with master storyteller Steven Henegar. Approximately 50 teens and adults attended this Halloween event in the Gowland Meeting Room. 7. The Monday Night Classics Book Club met at the Dove Library on Oct. 25. Cole Senior Librarian Leila Dooley and ten participants discussed Oscar Wilde's classic gothic tale, The Picture of Dorian Gray, and selected titles to read in 2011. 8. At the Pizza and a Movie night 32 teens enjoyed the comedy 17 Again with Zac Ephron. 9. Teen Read Week was celebrated with a "Read for Chocolate" program. 20 teens exchanged book reviews for chocolate bars. Monthly Library Reports for October 2010 10. Childrens' most successful after-school program was "Bats R Beautiful" with Ms. Frizzle from the San Diego Museum of Natural History. Ms. Frizzle visited on October 20 and entertained and educated 73 adults and children all about bats. 11. Keeping with the spooky Halloween season, Children's screened four of the six Harry Potter films on four consecutive Friday nights and attracted small, but enthusiastic audiences of children and parents. Georgina Cole... 12. Carlsbad History Room Librarian Amy Davis attended the annual meeting of the Carlsbad Historical Society held at the Barrio Museum on Oct. 17. Mayor Lewis was in attendance, along with many long-time residents who told stories of growing up in Carlsbad. 13. Children and teens at Cole were offered several Halloween-related programs. A sugar skull program was held for kids in grades K-5 to help celebrate Dia de los Muertos and had 57 people in attendance. Children's staff presented a "Bats at the Library" story and craft program inspired by the work of children's book author/illustrator Brian Lies. Halloween for the younger set was rounded out with Haunted Story Craft with 52 in attendance and two Spooky Preschool Storytime Parades. The annual HalloTEEIM program was held on Friday, October 29, after the library closed, from 6-8 PM. The evening included a staged murder mystery, and a variety of ghoulish games such as mummy wrap, Frankenshake and Peculiar Pictionary. 14. The Genealogy Division and the North San Diego County Genealogical Society sponsored Blythe Stokes' presentation to the Computer Genealogy Group on October 12 about "Gone But Not Forgotten" focusing on the findagrave.com website. On October 26, Senior Librarian Mary Van Orsdol presented a program on "Church Records" to NSDCGS with 94 people in attendance. 15. On October 24, 30 poets attended the poetry writing workshop led by teacher and poet Shadab Zeest Hashmi at Georgina Cole Library. Learning Center... 16. A three-week PowerPoint workshop was presented to children in 3rd, 4th, and 5th grades on October 7, 14, and 21. Library Assistant Fred Vrabel from Dove Children's instructed the group on how to create presentations and to gain confidence in their abilities. 17. The Learning Center's Halloween program, "Goblin's Night Out," was held on October 28. Gentle monsters, ghosts and witches showcased Halloween magic to a group of parents and children of all ages. Monthly Library Reports for October 2010 18. Three computer classes taught in Spanish ended their eight week sessions in October. Most students will move up to the next level and will start the subsequent eight week sessions in November. 19. Literacy staff presented training sessions for tutors and learners on topics such as using PhonoGraphix, "visualizing and verbalizing" comprehension strategies, and "Basic Skills," as well as the regular tutor orientation and training sessions. 20. Final work was completed on the design and furnishing of the Learning Center's lobby. Elements include a donor recognition wall, engaging wall coverings, bright-colored carpet squares and modular stools, a sculpture pedestal and lighting, and a new display case. 21. Funding of the California Library Literacy Services (CLLS) grant was approved following the passage of the state budget. The amount claimed for Carlsbad was $42,828; an increase over last year's award. ITEM #4 Monthly LIBRARY Reports for NOVEMBER 2010 Systemwide... 1. The Library's annual Strategic Planning session was held on November 4 with Library Division Heads and Administrative staff. Participants reviewed the Library's Directions, shared progress on the current 2010-11 Initiatives, and then brainstormed and shared initiative ideas for the 2011-12 fiscal year. This is the first step in the 2011-12 planning process. 2. Jessica Padilla Bowen and Suzanne Smithson completed from the Public Management Academy on November 16. The Management Academy entailed eight full-day sessions built around 17 organizational competencies expected of leaders. Key program components included learning modules, assessment instruments and application exercises led by expert faculty. CCL, Dove Lane... 3. On November 14, the Dove location expanded open hours to host the Carlsbad Library and Arts Foundation's Mini-Golf Fore the Library event. There were nine miniature golf holes on the course inside the Library, a silent auction, live music and a variety of food to be enjoyed. People of all ages attended and had a lot of fun. The Foundation held this same fund-raiser last year, and made some improvements to this year's event based on the experience. 4. Teen Librarian Darin Williamson's Pizza & A Movie Night featured Iron Man. 20 teens showed up and enjoyed this action packed movie. 5. The Kitchen Chemistry Science Saturday program on November 20 attracted over 100 participants. The attendees got to learn the real hands on lessons of ice cream making and enjoy the rewards of science. 6. The Dove Reference Division launched LibAnswers' Ask Us service. This service allows patrons to send the Library a question via email or text message and receive an answer back through that same method. The system creates a knowledge base that patrons and staff can use to answer frequently asked questions. Staff is excited about this service and is promoting it to patrons through prominent placement on the web site, the e- newsletter, and word of mouth. Georgina Cole... 7. The Library hosted author, lecturer and broadcast personality Richard Lederer on Saturday, November 6 at Cole Library. Approximately 110 people attended to hear about Mr. Lederer's newest book, The Gift of Age: Wit and Wisdom, Information and Monthly Library Reports for November 2010 Inspiration for the Chronologically Endowed. Feedback was very positive and some patrons enjoyed themselves so much, they went out to lunch with Richard after the book signing. 8. Twenty-five people attended a journal writing workshop with Carlsbad author and poet Erica Miner on Saturday, November 20 at Cole Library. Ms. Miner led the group through exercises and provided attendees with a lot of inspiration to further their writing. 9. The Genealogy Division and the North San Diego County Genealogical Society sponsored several courses and workshops in November: • Speaker Dona Ritchie presented a lecture to the Computer Genealogy Group on "Making the Most of Your Mac" with 56 people attending. • The topic of the two hands-on "Focus On" genealogy workshops was the Library's subscription database, Footnote. • Former NSDCGS President Carol Baird presented a case study on "Post Cards for the Genealogist" at the NSDCGS Business Meeting on November 9. • Former NSDCGS President Everett Ireland presented a lecture on "Court House Research." 72 people attended the presentation on November 23. • Volunteers Margaret Read, Marti Meiners, and Marianne Meth taught the Beginning and Refresher Genealogy Class to 24 students on November 13. 10. "The First Thanksgiving Feast" program was presented at Cole Library on November 2 with an attendance of 55 people. Pilgrim customs, games, toys, and traditional foods were introduced to children in grades K-5. 11. Cole Children's Culture Craft program on November 9 featured fall and wintertime holiday traditions around the world such as Ramadan and Hanukkah and was presented to a group of over 50. Story Craft featured Native American traditions shared through stories and crafts in honor of Native American Heritage Month. The month ended in an exciting and fun way with the semiannual Book Bingo program. Nearly 90 patrons attended the program and every child won at least one book. Learning Center... 12. The Day of the Dead, a Mexican and other Latin American countries' tradition, was celebrated at the Learning Center on November 1. Children and adults learned about the customs and folklore associated with this holiday and decorated skulls made out of sugar. 13. "The First Thanksgiving Feast" program was presented at the Learning Center on November 18. Children of all ages and their parents went back in time and experienced the life and times of the pilgrims. Colonial artifacts, toys, and games recreated the first harvest feast. Monthly Library Reports for November 2010 14. Three computer classes taught in Spanish began their next eight-week series on November 4 and 5. The topics of the three courses are Keyboarding, Word Processing, and Internet & E-mail. 15. San Diego County Office of Education-Migrant Education Program signed up 180 families for Holiday Baskets at the Learning Center on November 2 and November 19. New families were also introduced to the services that the Learning Center offers to the community. 16. Library Technician Judy Widener has developed a new opportunity for learners to contribute to the bi-monthly Learning Connection newsletter. Tutors are being offered the opportunity to attend 1-hour workshops where they will learn how to help their learners write and edit their work for publishing. In addition, Judy is assembling Writer's Toolkits, which contain re-usable writing tools that will be given to the learners. 17. Four Literacy staff members attended a two-day training session at the Irlen Institute in Long Beach to become certified Irlen screeners. The Irlen Method will be used in the literacy program to identify learners who do not see the printed page clearly, not due to vision problems, but due to visual processing differences. By using the screening process, staff will be able to identify learners who have visual processing symptoms that are impairing their ability to learn to read and provide colored overlays as an accommodation to reduce the negative effects of those symptoms. Aldrich, State Librarian of California iffiHif ff ifft Subject: 2011 Transforming Life After 50 Targeted Grants I am pleased to announce a targeted grant opportunity for the IMLS Transforming Life After 50 Fellows in California. Funding of up to $10,000 can be sought to pursue either a planning grant or an implementation grant. Grants must either assess and design or implement and test a new library framework that promotes productive aging through service to or engagement with midlife adults, ages 50+. Grants will be reviewed and selected on a competitive basis. Fundable grants will explore alternatives to the predominant deficit-based model of aging. All current California Fellows participating in the IMLS Transforming Life After 50 Fellowship are eligible to apply. The grant period will run from January 1 - August 31, 2011 and projects should be undertakings that can be accomplished in this shortened grant "year." Should your application be funded, you will be required to submit only 3 reports. The first will be an interim financial report due April 30, 2011. The second will be a final financial report and the third will be a summary narrative report. These last two reports will both be due September 30, 2011. These targeted grants are intended to help defray costs related to either planning a future library project or engagement strategy, or implementing an envisioned model and testing its long term feasibility. Planning grants can be used to undertake a formal community assessment to determine a course of action whereas implementation grants should be based on an already clearly identified need with an envisioned course of action that will be implemented. Given the short application period, a simple environmental scan, both internal and external, will be sufficient to frame the project's need for either type of grant.
