HomeMy WebLinkAbout2011-12-14; Library Board of Trustees; MinutesApproved: ITEM #3 MINUTES MEETING OF: DATE OF MEETING: PLACE OF MEETING: UBRARY BOARD OF TRUSTEES Wednesday, December 14, 2011 Carlsbad City Library Board Room 1775 Dove Lane, Carlsbad CA CALL TO ORDER: Chair Bob Benson called the meeting to order at 4:00 p.m. ROLL CALL: Present: Library Board Trustees Benson, Bradley, Hinman and Hulsart, and Lignante Absent: None Staff Present: Heather Pizzuto, Library Director Dave Curtis, Deputy Library Director Suzanne Smithson, Deputy Library Director Callie Ahrens, Principal Librarian Jessica Padilla Bowen, Community Relations Manager Steve Didier, Library Management Analyst Devin Castel, Sr. Business Systems Specialist APPROVAL OF MINUTES: The minutes of the October 19, 2011 meeting of the Library Board of Trustees were unanimously approved by proper motion (Hulsart/Bradley) and vote. MONTHLY LIBRARY REPORTS: Trustee Benson asked about the vandalism in the Children's Garden at Dove Lane and Deputy Library Director Curtis provided additional information on the damage which has been repaired. Trustee Benson asked about the seven learners waiting for the Literacy Program and Principal Librarian Callie Ahrens responded that there is usually a small waiting list for learners as they try to match them with tutors and the hours each is available as well as space within the facility. Trustee Hulsart expressed interest in the item about staff participation in a program at the Agua Hedionda Lagoon Discovery Center which was apparently attended by a large group who were not familiar with library programs. Library & Cultural Arts Director Pizzuto responded that Library Board of Trustees Page 2 Minutes of December 14, 2011 Meeting one ofthe Library's initiatives is to partner with other agencies to reach audiences who may not be familiar with all the programs and services the Library provides, and this event proved to be a good example. QUARTERLY TECHNOLOGY REPORT: Library Senior Business Systems Specialist reviewed the July through September quarterly report with the Board indicating a leveling off of patron use of the Library computers, while use ofthe wireless has increased. He also reviewed the statistics on the use ofthe self-check machines both in number of users and number of items and identified the top Internet categories. He pointed out that the key point for the Library is the increased use of bandwidth and it will be a challenge to keep up with the need. The Library has plans to increase the bandwidth on the patron side and has updated the wireless access points for faster service. STRATEGIC INITIATIVE UPDATES FROM LLC: Principal Librarian Callie Ahrens provided information as to progress on an initiative to explore partnerships with community organizations to provide services to speakers of other languages. The outcome of the team's work on this initiative is a 1 year trial basis partnership with the Laubach Literacy to provide English as a second language classes at the Learning Center. A second initiative was to explore ways to align the Learning Center hours with those of the other two library facilities. Principal Librarian Ahrens reported that the team working on this initiative decided to conduct a needs assessment by surveying the patrons. A total of 227 patrons completed the survey with 88% desiring additional open hours. The survey allowed for specific information on which hours and nearly 44% preferred additional evening hours while 39% wanted increased access in the morning. Library & Cultural Arts Director Pizzuto added that the Library has not often pursued an increase in hours and currently the City is in a tightening mode, not an expanding one. She added that the Library is looking at possible ways to accomplish the initiative by other means than increases in staffing or budget. PERFORMANCE MEASURES: Management Analyst Steve Didier reviewed the Ubrary's Performance Measures which were included in the packet, reporting out on service delivery, customer satisfaction and cost. The Library uses the mystery shopper and citywide survey to measure service delivery with a 90% rating by the mystery shopper and a 96% rating in satisfaction. This is the highest level of Library Board of Trustees Page 3 Minutes of December 14, 2011 Meeting satisfaction of any City department in the citywide survey results. He added that although the operating costs per capita show an increase, this was the result of a change in the way the City's IT department calculated the ISF charges. ON-UNE DONATIONS: Library Management Analyst Didier displayed the recent changes to the Library's home page that includes a link to the newly redesigned "Support us" page. He pointed out that the page contains information about volunteering as well as links to both the Friends ofthe Library and the Carlsbad Library and Arts Foundation. Details about methods of donating to the Library have been expanded as well as information on donations of material. The addition of a "donate now" button takes the user directly to PayPal with the option to designate the purpose ofthe donation. The opportunity to donate on-line has been live for a few weeks as we continued with the design and was only just announced in the latest e-newsletter, just in time for end of the year donations. Library Community Relations Manager Padilla Bowen added that the Library also has a quarter- page ad in a special giving section of the North County Times promoting our support organizations and the on-line donation option. Library & Cultural Arts Director Pizzuto added that the Ubrary has encouraged both the Foundation and the Friends to offer the on-line donation option and she reminded the Board that any donation of $500 or more must be accepted by the City Council. RULES OF CONDUCT: Library & Cultural Arts Director Pizzuto explained to the Board that periodic review ofthe Rules of Conduct are typically prompted by changes in the law or a particular experience that identifies the need. In this instance there were three separate elements that prompted the review: a recommendation from our legal consultant to add an appeals process to the policy; a change in the ADA laws which become effective in 2012; the recent theft of Library materials and the subsequent intent to suspend library privileges. At that time ambiguity in the language concerning suspension of library privileges was identified. Library & Cultural Arts Director Pizzuto reviewed the normal process for policy review including a check-in with the Library Board as community representatives, a look at best practices, a request for advice from the City Attorney's office, and a final review in this case by Library Law expert Mary Minow. Library Board of Trustees Page 4 Minutes of December 14, 2011 Meeting Trustee Benson asked if there was a timeline to conclude the review and Library & Cultural Arts Director Pizzuto explained that our goal is to complete it as quickly as possible but the City Attorney's office has a work load that will impact the conclusion. Trustee Hulsart identified a couple ofthe rules that seemed subjective in nature and Library & Cultural Arts Director Pizzuto explained that those rules are usually addressed when there has been a specific complaint. Deputy Library Director Curtis added that when the enjoyment ofthe facility and environment of one is impeded by the actions of another, and it is made known to us, staff will take action. In response to a question from Trustee Hulsart as to availability of a copy of the Rules of Conduct, Ubrary & Cultural Arts Director Pizzuto listed the various locations of posted copies, the availability of individual copies at service desks and also on the web. With no further questions from the Board, Board Chair Benson recognized Mr. Fred Briggs who had requested to address the Board on this agenda item. Mr. Briggs expressed his concern over the purpose ofthe Rules of Conduct and the manner in which they are enforced. He raised several questions as to legality and intent of some which seemed to target certain groups of individuals. He also distributed a written document of his concerns and recommendations. DIRECTOR'S REPORT: Library & Cultural Arts Director Pizzuto briefed the Board on the following: State Budget impacts - The state did not achieve the revenue levels set as key to providing funding for state programs including PLF, the Literacy grant, and funds for the regional cooperative library systems. Serra Cooperative Librarv System - In anticipation of the cut in funding, the Administrative Council of the system met Monday to continue discussing the transformation of the system to provide meaningful and important service to the member libraries in San Diego and Imperial County. Following the announcement from the Governor, the Administrative Council has called an emergency meeting for next week to implement the transition plan more quickly. It is anticipated that Serra can operate off revenue from member dues and some grant funds for a time as they transition to the new design. Library Board of Trustees Page 5 Minutes of December 14, 2011 Meeting Coffee Cart at Dove Lane - The cart is scheduled for its final county inspection on Tuesday and anticipates installation that same afternoon. Tentative plans for a grand opening are being finalized for January 14'^ preceding a Library program in the Schulman Auditorium. Strategic Planning - On December 1^^ the Division Heads met to continue planning work on the initiates for 2012-13 using the Board's feedback on the strategic directions. An article on avoiding obsolescence led to a philosophical discussion on the future of libraries and helped to identify initiatives to bring forward. Currently the staff is fleshing out the 23 suggested Initiatives, some of which are continuing from this year, and in January will begin prioritizing them and considering budget implications. Discovery Solution - This software interface would allow patrons to search all information in the catalog, our online data bases, and web content through a single search process, similar to other web-based searching tools. At the last minute the vendor of the selected product decided to discontinue the single search component which was a key element for us and therefore highly reducing the value. It is not worth pursuing an alternative at this time; instead we will focus now on evaluating our primary automated system for potential replacement. An RFP has also been issued for print and PC management services which is the next item to come up for renewal. Library Staffing - The Library has completed the selection process for the Technology Librarian position and selected a candidate We are awaiting confirmation from HR of acceptance ofthe position. Principal Librarian Callie Ahrens is retiring and we will be celebrating her 25 years with the Library at a reception tomorrow. Change in Circulation period - At the request of our patrons we have decided to extend the loan period for DVD sets of three or more. Previously the extended loan period was for sets containing four. Carlsbad Reads Together - The selection for the event this year is Iron River by T. Jefferson Parker and information on final plans for CRT for 2012 will be provided next month. FOUNDATION REPORT: Trustee Hulsart reporting for the Foundation announced the election of Jim Selover as the new President and the discussion of placing an electronic message board in the lobby of the Dove Lane facility as an information distribution point and a vehicle to recognize donors. Library Board of Trustees Page 6 Minutes of December 14, 2011 Meeting FRIENDS OF THE LIBRARY REPORT: Trustee Hulsart also reporting for the Friends announced that the Better Books Sale brought in a little less than $3,000 while the Book Boutique brought in $7,851 in the first week. NSDC GENEALOGICAL SOCIETY: Jean Tempke reporting for the Society briefed the Board on past and future programs and the installation of officers which took place at their annual holiday luncheon yesterday. PUBUC COMMENT: See Agenda Item M9 ADJOURNMENT: By proper motion (Lignante/Hulsart) and vote the meeting was adjourned at 5:19 p.m. Cissie S9xton Administrative Secretary ITEM #4 Monthly UBRARY Reports for OCTOBER 2011 Systemwide... 1. The annual All-Staff Training Day was held on October 18. The Library was closed until 2:00 p.m. that day to allow all staff to attend. Topics addressed included an update from Assistant City Manager John Coates regarding the City's Best Value Services Plan, a presentation from Human Resources staff regarding upcoming technology additions to HR processes, and presentations from each division regarding the work that they do. 2. Cover to Cover Club, a reading incentive program sponsored by In-N-Out Burger, runs from October 8th to November 19*^ at all Library sites. Children between the ages of 4 and 12 read five books and earn a certificate for a free hamburger or cheeseburger. 3. The annual Teen Read Week (sponsored by the American Library Association) was October 16-22. At Cole Library, 39 book reviews were submitted and displayed in the YA area with teens receiving chocolate for each book review submitted. Other Teen Read Week events at the Cole Library included Teen Book Bingo and HalloTEEN—an after-hours event which drew 51 teens. At the Learning Center teens also submitted book and book chapter reviews in exchange for candy, bookmarks, and pencils. At the Dove location, 38 teens wrote book reviews and received chocolate bars in return. 4. Several librarians met with Carlsbad Unified School District library staff. Focused discussion included increased communication regarding work with teens. Additionally, the CUSD textbook collection held at the Ubrary for students' homework use was updated. 5. Nearly 80 writers submitted more than 150 poems for the Magee Park Poets 2012 Anthology, produced with the support ofthe Friends ofthe Library. The 2012 Anthology, which comes out in December 2011, will be the 22"'' edition. CCL, Dove Lane... 6. On October 20, the after-school program recognized the National Day on Writing Exhibition. Over 50 children and adults enjoyed refreshments while reading stories from the lives of the children that submitted their own writings. 7. In the Children's Garden, there was some vandalism of the xeriscape garden. Plants were trampled and signs were pulled out, bent or broken. Although plants were replaced, they seem to be having difficulty getting established. Library and Parks staff will continue to monitor the garden's health and appearance. 8. October films in the Schulman Auditorium highlighted musicals "Sweeney Todd," "Nine" and "Tangled." Approximately 60 people attended each evening. Monthly Ubrary Reports for October 2011 9. On October 22, the Ubrary hosted an e-book workshop and gadget petting zoo in the Gowland Meeting Room. Gadgets available included the Nook, Sony E-Reader, iPad, Kindle and Kobo. Approximately 40 people attended and had a lot of great questions about the library's e-books. 10. On October 23, bluegrass musicians Nathan McEuen and Scott Gates performed in the Schulman Auditorium to a crowd of 130. Attendees enjoyed a host of original and cover songs and many stayed after the show to meet the musicians. 11. The Ubrary participated in the city event Halloween on Elm on Saturday on October 29. The goal was to host a free, family-friendly event that brought people into the Village and the Carlsbad Police Department estimated attendance for the day at 10,000! Activities included a costume contest, storytelling by Children's Ubrary Assistant Ally Goodwin, live musical performance, carnival games, hands-on art and more. This was the second year the event was held. 12. The Carlsbad Playreaders season continued with a Halloween reading of the new play "Hideous Progeny," which told the story of how Mary Shelley came to write "Frankenstein." Approximately 80 people attended the October 31 reading, with several in costume. 13. Five computer classes were provided by Reference staff with 25 attendees benefitting from the instruction. 14. Teen Programs for October: • 2 Games & Refreshments programs attracted 15 teens; • 20 teens watched Harry Potter and the Deathly Hallows, part I while enjoying pizza and sodas; • 13 teens put their imaginations to work and carved large pumpkins on Halloween 15. The three monthly books clubs were enjoyed by 31 participants. Georgina Cole... 16. Tuesday afternoon programs for children at Cole Library included The San Diego Natural History Museum presenting "Bats are Beautiful with Ms. Frizzle" generating an attendance of 80; Project Wildlife's program, "Birds ofthe Night," featuring a raven and a crow with 76 patrons learning the difference between the two, listening to stories, and participating in a related craft; and the Children's staff rounded out the month by telling "Slightly Scary Stories" in which approximately 50 children listened to some spooky tales and made a craft. 17. October is Fire Prevention Month and the Carlsbad Fire Department visited the Cole Ubrary to read stories and provide fire safety tips to 75 patrons. The firefighters showed Monthly Ubrary Reports for October 2011 their fire gear, handed out fire helmets, and allowed kids to explore their fire truck in the parking lot 18. The Genealogy Division and NSDCGS presented their Annual Fall Seminar titled, "The Immigrant Experience: Case Studies" on October 1. Fifty-four attendees welcomed presentations by NSDCGS members Steve Baird, Carol Baird, and Dorothy Miller. 19. Genealogy Library Technician Jan Mongoven presented the hands-on class "Focus On... americanancestors.org." A total of 24 people attended the two sessions on October 4 and 18. Americanancestors.org is one of the subscription databases offered by the Library and has an emphasis on New England states. 20. Seven computer classes were taught by Cole Reference Staff at the Learning Center and attended by a total of 30 students. 21. The three book clubs facilitated by Cole Library staff held their monthly discussions and each ofthe book clubs selected discussion titles for 2012. Learning Center... 22. Family programs in October at the Learning Center included a Halloween program called "Goblin's Night Out" (gentle monsters, ghosts and witches presented Halloween magic to a group of 20 parents and 30 children), and a program about the Mexican Day of the Dead with 18 participants. 23. Fourteen teens participated in the Learning Center's first Creepy Fest on October 27 and deemed it a spooktacular success. They watched the movie "The Sixth Sense" and ate a variety of creepy Halloween treats. 24. Two tutor orientations and one tutor training for new tutors were held. In addition, LLC staff hosted four training workshops for tutors, and trained five new Homework Zone volunteers. 25. Learner Alberto A. shared his Learning Center experiences with attendees of the Citizen's Academy on October 13. 26. Scholarship recipients Nyla H. and Joyce F. attended the VALUE National Adult Learner Leader Conference held October 9-11 aboard the Delta King riverboat in Sacramento. The learners are eager to share the information with other learners in our program. ITEM #4 Monthly LIBRARY Reports for NOVEMBER 2011 Systemwide ... 1. In late November the City implemented the long-awaited HCMS (Human Capital Management System) which now automates many timekeeping and payroll functions. Future phases of this system will utilize similar electronic and online efficiencies for additional personnel functions. During November all Library staff participated in many levels of training and instruction to prepare for the launch of this system. 2. Many staff members attended portions of the California Library Association (CLA) Annual Conference—this year held in Pasadena November 10-13. Staff participated in session with topics such as using QR codes in the library, library use of e-readers, adult services and programming. 3. At the CLA Conference, Literacy Library Technician Judy Widener presented a session. Her topic was "Using the Writer's Toolkit," which is an original curriculum that she developed for use at the Library Learning Center. The twelve attendees were given a flash drive that would enable them to immediately use the materials in their library or literacy program. She received enthusiastic praise for her presentation including this comment: "This makes the whole day worthwhile." CCL, Dove Lane... 4. More than 100 people attended the Cinema Series screening of "Barney's Version" on November 5. Many attendees stayed after for a lively post-film discussion. 5. The Library hosted two writing workshops for adults in November. The November 5 workshop was Yoga for Writers attended by 10 people and the second was November 19 on the topic of journal writing and was attended by 20. 6. The Library continued its partnership with the Carlsbad Fire Department by hosting the Fire Department on November 5 from 9 a.m. to 1 p.m. Staff provided information about fire prevention and emergency preparedness in the Library's courtyard. Additionally, firefighters read to kids as part ofthe Saturday Stories program. 7. Collection Development Librarian Jacqui Petri and Graphics & Media Supervisor Kelly Gilfillen completed Supervisors' Academy, presented by the Centre for Organization Effectiveness. The five-day academy covered topics such as facilitating effective meetings, high performing teams, managing change and conflict resolution. 8. The Childrens' Division did one combined storytime on the Wednesday before Thanksgiving and billed it as "Thanksgiving Fun" for the whole family. 194 children and parents came out to listen to stories, color and do a fun craft. In n Out's "Cover to Cover" reading program ended on November 19. 511 children between the ages of 4 and 12 signed up and 810 certificates were awarded. 10. We did some reconfiguration of our 1st floor public internet computers. With help from Business Systems, IT and Facilities we converted the four 15-minute computers into 1- hour computers and changed 2 OPACs into 15-minute "Express Stations." We anticipate that the former 15-minute computers will get more use as 1-hour computers as well as giving our patrons more options for choosing a specific computer to work on. 11. Dove Reference staff provided six computer classes in November with 30 attendees. 12. Dove Reference staff lead three book discussion groups with 27 participants. 13. Teen Programs in November included three Games & Refreshments programs which were enjoyed by 34 teens. The teens have started playing Ping-Pong, converting existing tables to Ping-Pong tables. On Pizza & a Movie Night 17 teens were entertained by "Catch Me if you Can." Georgina Cole... 14. Children's Senior Librarian Marsha Weeks and Library Technician Dan Wood were invited to participate in a turkey-themed storytime event at the Agua Hedionda Lagoon Discovery Center on Saturday, November 19. Thirty-eight people attended this program, which preceded a nature walk along the lagoon led by Discovery Center staff. There were some familiar faces in the group, but most were not regular Cole Library patrons. Several parents were very interested in the storytimes and other programs offered by the library and spoke with the library staff about the library's services after the Lagoon program. 15. There were fewer childrens' programs offered in November with school out the entire week of Thanksgiving. Stories and a sugar skull craft were offered during the "Dia de los Muertos" program celebrating the "Day of the Dead" with 68 participants. Other K-5 programs included Thanksgiving Culture Craft with 60 participants and Book Bingo with 74 participants. 16. Genealogy Senior Librarian Mary Van Orsdol led the Focus On Access Newspaper Archive small group sessions on November 1 and 15. A total of 19 people participated in the hands-on sessions. 17. History Room Reference Librarian Amy Davis presented a program to genealogists on November 22 about "Finding Genealogical Treasures in Local History Collections" with 56 people in attendance. 18. Other NSDCGS supported programs included "Digital Photography for Genealogists" with 67 attendees, the DNA Interest Group with 17 attendees, and the Saturday Beginning & Refresher Genealogy Class with 7 students. Monthly Library Reports for November 2011 19. Cole Reference staff taught five computer classes at the Library Learning Center on three different topics with a total of 20 students. 20. Cole Reference staff led three book club discussions during November with a total of 31 participants. Interesting additional conversation took place at the Monday Night Classics Book Club during their discussion of Shelby Foote's Civil War novel, Shiloh. Of the seven participants, two of them were descendants of men who were killed in the war, adding a connection to the narrative which brought the novel to life. Learning Center... 21. The San Diego County Office of Education-Migrant Education Program, in collaboration with the Library Learning Center, will be providing supplemental academic services to families with school age children during school year 2011-12. This service was piloted this past year and now will be offered on a consistent basis. On Mondays from 3 to 5 pm, a mobile technology unit will be stationed at the north side ofthe Learning Center parking lot. The unit will provide online curriculum in English and Math to the students as well as tutoring, and parents will be introduced to the resources that the Learning Center provides to families. 22. Programs for youth during November included a three-session PowerPoint instruction series taught by Dove Children's Library Assistant Fred Vrabel. Six children in grades 3-5 created a PowerPoint slide show of family photos and favorite stories. Teens participated in "Sweet Book Bingo" on November 10. Teens played bingo with candy and guessed clues to fill in their slots. Treats, books, and friends came together for an afternoon of fun. 23. Literacy Services reached a record number of tutor/learner pairs—81. Seven learners are currently waiting to begin literacy services. Several blocks of time have been identified as "closed" for new learner/tutor pairs, as there are no rooms available. 24. Three staff members from Literacy Services attended the Southern California Library Literacy Network's (SCLLN) Professional Development Day held in Buena Park. Workshops attended included "21st Century Skills and Digital Learning" and "Connecting with Your Community." Staff came away with many ideas that could be implemented in Carlsbad's literacy program. In addition. Literacy's Community Outreach Supervisor Carrie Scott was one ofthe panel members for "Sense and Sensibility—Sensibly Creating Boundaries in Literacy Programs" and has been invited back to present at SCLLN's annual conference in February. Smoking in the Library (Carlsbad Municipal Code 6.14.030). 2. Soliciting or panhandling either inside the Library or on the surrounding City property [California Penal Code 647(c)]. 3. Assault on patrons or staff (California Penal Code 242). 4. Threatening, disturbing, offending, intimidating, or harassing others, including staff [California Penal Code 602.1(b)]. 5. Bicycles in the Library and riding skateboards or similar forms of transportation in the Library or on the Library property (Carlsbad Municipal Code 10.58.030). 6. Theft, abuse, vandalism, or mutilation of Library facilities, equipment, or materials (California Penal Code 490.5 & 594). 7. Misusing restrooms for purposes of bathing or washing clothes. 8. Being in the Library without wearing shoes and shirt. 9. Leaving children unattended by a parent or authorized adult. 10. Bringing animals into the Library except those certified to assist a patron with a disability. 11. Lying on the floor or sleeping. 12. Bringing luggage, bedrolls, or large containers unrelated to Library use. Any items not prohibited should not block aisles or seating areas. 13. Food or drink in restricted areas or that disturbs others. 14. Use of cell phones that disturb others. 15. Bodily hygiene that is offensive and disturbing to others. Persons who violate these rules will be asked to stop such actions and may be asked to leave the Library Persistent violations of these rules may also result in suspension of Library privileges. Suspensions will be for a definite time period, not to exceed 12 months. The length of suspension will be determined by the Library Director or other designated staff and will apply at all Library facilities. Police will be called in cases of criminal or legal violations.
