HomeMy WebLinkAbout2012-07-18; Library Board of Trustees; MinutesApproved: ITEM #3 MINUTES MEETING OF: DATE OF MEETING: PLACE OF MEETING: LIBRARY BOARD OF TRUSTEES Wednesday, July 18, 2012 Carlsbad City Library Board Room 1775 Dove Lane, Carlsbad CA CALL TO ORDER: Chair Bob Benson called the meeting to order at 3:59 p.m. ROLL CALL: Present: Library Board Trustees Benson, Bradley, Hinman, Hulsart, and Lignante Absent: None Staff Present: Heather Pizzuto, Library & Cultural Arts Director Dave Curtis, Deputy Library Director Steve Didier, Library Management Analyst APPROVAL OF MINUTES: By proper motion (Hulsart/Hinman) and vote, the Board unanimously approved the minutes of the June 20, 2012 meeting of the Library Board of Trustees. MONTHLY LIBRARY REPORTS: Trustees Hulsart and Benson were pleased to see that the San Diego County Office of Education Migrant Program is continuing its collaboration with the Learning Center to provide their services during the summer. Trustee Bradley commented on the increase in the number of volunteers over last year's statistics and Deputy Library Director Curtis responded that more opportunities were offered for teen volunteers for the Summer Reading Program. RE-CARPET/REDESIGN UPDATE: Library & Cultural Arts Director Pizzuto advised that the Library has received from the consultants the preliminary concepts for reallocation of spaces and introduced Library Management Analyst Didier to go over the results. Library Board of Trustees Page 2 Minutes of the July 18, 2011 Meeting ^ Management Analyst Didier explained the work the consultants conducted with staff to reach this point in the process. He explained that once the Library has settled on its preferred concepts, the project will be reviewed by the City Manager Team and the Library will need to provide costs associated with the project and identify the funding sources. The Board had questions about the option to convert the atrium at the Cole Library to more usable space and Library & Cultural Arts Director Pizzuto responded that the design would include a large amount of glass near the top that would maintain natural light. They supported the overall concepts and benefits gained from repurposingthe spaces. At the conclusion of the discussion Library & Cultural Arts Director Pizzuto reminded the Board that they were reviewing preliminary concepts and that as the project moves forward they would be kept updated. APPOINTMENT OF PRESIDENT AND PRESIDENT PRO TEM OF THE BOARD: Both Trustee Benson and Trustee Hulsart accepted the nominations to continue to serve in their respective capacities as the Chair (President) and Vice-chair (President Pro Tem) of the Board. The vote was unanimous for each. APPOINTMENT OF REPRESENTATIVE TO THE GALLERY COMMITTEE: Trustee Lignante agreed to serve another year as the Board's representative to the Gallery Committee. DIRECTOR'S REPORT: Budget- The FY2012-13 budget was approved by Council last month which included the new fee for late return of the loaner netbooks. Also approved at that time was the segregation of the Brownley funds and identifying them for the Cole Library CIP project. Osher Institute - A free workshop was held in the Schulman Auditorium as a teaser for the September and November programs that will be held at the Dove Lane facility and the Learning Center. Approximately 35 attended and the Institute announced a discount membership offer for the year. The two series held this fall will be used to assess whether or not a continued partnership will provide a benefit for both the Institute and the Library. Departmental Restructure - The Library received approval to recruit for the full time Training Coordinator position and recruiting materials are being prepared. It is anticipated that the internal recruitment will open by the 30^^ of this month. Library Board of Trustees Page 3 Minutes of the July 18, 2011 Meeting More data was needed for the classification study of the Librarian series before the matrix of functions, tasks, and reporting levels can be approved. The information will assist in identifying the correct level for the Collection Development Librarian position. Director's vacation - The Director will be on two weeks' vacation beginning Friday, July 20*^ and returning Monday, August 6*^ The Deputy Directors will share the responsibilities and duties of the director during her absence. FOUNDATION REPORT: Trustee Hulsart reported that at the Foundation meeting several financial items were discussed including the amount made on ticket sales for the opportunity drawing of the television set ($1800) and the transfer of funds from the Learning Center fund account to the City. Also on the agenda was an update on Minigolf which is scheduled for this September. FRIENDS OF THE LIBRARY REPORT: Trustee Hulsart announced the Book Sale for August 4 & 5 and was pleased to report that the donated books given to the children participating in the Summer Reading Program were in almost new condition. NSDC GENEALOGICAL SOCIETY: Phyllis Johnson on behalf of the Society reported on previous and future programs as well as the schedule for the genealogy classes at the Cole Library. Also mentioned was the Summer Social to be held in August. LIBRARY BOARD COMMENTS: Trustee Benson announced that he will not be able to attend the meeting in August and neither will Trustee Hinman. After some discussion, by proper motion (Bradley/Lignante) and vote the Board cancelled the August 15, 2012 meeting. PUBLIC COMMENT: Chair Benson recognized Mr. Fred Briggs who had requested to speak to the Board about the Rules of Conduct approved at their last meeting. Mr. Briggs expressed disappointment that he could see no significant changes in the revised Rules of Conduct. He felt that the responsibility of enforcement will be placed on Library employees and the interpretation of many of the Rules will be subjective. He expressed Library Board of Trustees Page 4 Minutes of the July 18, 2011 Meeting concern that the Rules leave the City open for discrimination lawsuits and as the Library Board has the responsibility of independent strategic oversight, the Trustees would be personally liable. ADJOURNMENT: By proper motion (Bradley/Hulsart) and vote the meeting was adjourned at 5:12 p.m. Cissie Sexton Administrative Secretary ITEM #4 Monthly LIBRARY Reports for JUNE 2012 Systemwide... 1. The location of the annual American Library Association conference in Anaheim (held June 22-25) allowed many library staff to take advantage of learning opportunities, network, and meet with national vendors. Staff focused on topics related to upcoming initiatives, projects, and programs. The annual conference has attendance of over 20,000 with over 5,000 exhibitors. 2. The Summer Reading Program kicked off on June 18 and by the end of the month, over 4000 youth had signed up and over 100 adults had participated. Each week a special program for children and families is held at all three library sites. In June, these popular programs with capacity crowds were One World Rhythm on June 21 and John Abrams' Animal Magic on June 25. 3. The Friends of the Library is the primary financial supporter of the Summer Reading Program, this year providing an almost-new (donated) book to every baby, child, and teen who registered during June. 4. The annual City Peer Awards (employees nominated by their colleagues) honored two Library and Cultural Arts staff members with 2012 awards: Administrative Secretary Cissie Sexton and Learning Center Library Technician Isabel DeAnda. CCL, Dove Lane... 5. The City of Carlsbad Fire Department hosted a CPR and First Aid for Summer Emergencies in the Carlsbad City Library's courtyard on June 9. As part of its outreach to the community. Emergency Preparedness and Fire Department staff were on site to answer questions and provide resources for the 150 in attendance. 6. On June 18, the Carlsbad Playreaders hosted its first sold out performance in the Schulman Auditorium this season with Tracy Letts' Superior Donuts. The audience was delighted by this smart and insightful comedy about the relationship between a former 1960's radical who owns a rundown donut shop and his energetic young assistant who wants to update the establishment with lively music and healthier menu options. Cafecito, the Library's coffee kiosk, remained open to sell snacks and beverages during intermission. 7. Four programs for teens were offered with 100 people attending: one game event, two movie events, and the Rock the Library Concert featuring Relentless Nation with 65 attendees. Monthly Library Reports for June 2012 Georgina Cole... 8. Cole Children's staff hosted eight school tours in the first two weeks of June with approximately 300 participants. 9. Teen programs included the popular Animanga hour and two teen movie screenings. 10. Genealogy Library Technician Judy Michaels taught the Focus On 1940 Census classes on June 5 and June 19 with a total of 17 participants. On Saturday, June 16, NSDCGS volunteers taught the Beginning Genealogy Class with 17 students. Other Genealogy programs included a presentation about the website Family Search (74 attendees), the DNA Interest Group hearing a basic explanation of DNA testing for genealogists (30 attendees), and Dr. Seth Mellios of San Diego State University presenting "Gravestones and Their Meanings." Learning Center... 11. On June 20 the community kicked off the Summer Reading Program with a lively concert by well-known Mexican-American singer-songwriter Peria Batalla. Batalla entertained the audience with heart-warming personal stories and bilingual ballads. Fifty-eight people were in attendance, including bestselling author Victor Villasenor. 12. The San Diego County Office of Education Migrant Program in collaboration with the Library Learning Center will continue to provide supplemental academic services to school age children during the summer. From June 18 to August 24 the mobile technology unit will provide online curriculum in English and math in the LLC parking lot. As part of their curriculum, families will be signing up for the Summer Reading Program. 13. Literacy Services' annual Tutor/Learner Celebration held on June 3 was a big success. Nearly 80 guests enjoyed a program featuring guest speakers Mayor Pro-Tem Ann Kulchin, City Council Member Keith Blackburn, and Deputy Director Dave Curtis. In addition, five learners and one tutor described what participation in the literacy program has meant to them. Guests enjoyed cake and punch following the program.
