PUBLIC COMMENT:
Chair Benson recognized Mr. Fred Briggs who had requested to speak to the Board about the
Rules of Conduct approved at their last meeting.
Mr. Briggs expressed disappointment that he could see no significant changes in the revised
Rules of Conduct. He felt that the responsibility of enforcement will be placed on Library
employees and the interpretation of many of the Rules will be subjective. He expressed

concern that the Rules leave the City open for discrimination lawsuits and as the Library Board
has the responsibility of independent strategic oversight, the Trustees would be personally
liable.
