CALL TO ORDER:
Chair Hulsart called the meeting to order at 4:00 p.m.
ROLL CALL:
Present: Library Board Trustees Benson, Bradley, Hinman, Hulsart, and Parsons
Absent: None

APPROVAL OF MINUTES:
By proper motion (Bradley/Parsons) and vote the minutes of the December 18, 2013 regular
meeting of the Library Board of Trustees were approved as submitted.
MONTHLY LIBRARY REPORTS:
The Board reviewed the monthly reports and commented on the success of the Literacy
Services annual open house.
CAPITAL IMPROVEMENT PROGRAM PROJECTS:
Library Management Analyst Steve Didier provided an update on the projects and reviewed
some of the additional scope of work being discussed for each facility. He explained that the
department would be meeting with Finance next to identify possible funding for any additional
work. Following his presentation he responded to a number of questions from the Trustees
and Library & Cultural Arts Director Pizzuto indicated that additional information would possibly
be available by their next meeting and this item would continue on the agenda to keep them up
to date.
VOLUNTEER MANAGEMENT:
Deputy Library Director Curtis introduced Tammy Enete who is responsible for coordinating
volunteers. Ms. Enete provided the Board with an in-depth report on volunteer service in the
Library including the various jobs volunteers perform to support the large array of programs
provided. She reviewed the process involved in the training and assigning of volunteers and

provided statistics on recruitment and retention of the volunteer force. She also answered
questions from the Board, explaining the strong synergy that exists between the city's
Volunteer Coordinator and volunteer management within the Library & Cultural Arts
Department
Carlsbad Police Senior Volunteer Patrol member Betty Fitzpatrick was introduced and provided
information to the Board about the "You Are Not Alone" program that she oversees, as well as
information about the Senior Patrol itself. There is also a strong connection between the
Library's Homebound Services and the Senior Patrol, with cross -marketing of the two services
to ensure homebound residents can receive comprehensive assistance.
STRATEGIC DIRECTIONS:
Library & Cultural Arts Director Pizzuto asked the Board to review the list that was included in
their packet to confirm that the Library's directions continue to effectively respond to current
community needs and interests, adding that once the City Council has set its priorities the
department again check for alignment with these.
Trustee Bradley suggested adding the word "attract" to one initiative resulting in revised
wording "ATTRACT AND Diversity fiscal support sources".
Library & Cultural Arts Director Pizzuto explained that department staff will next review the
significant workload associated with initiatives already underway and whether any other
initiatives are important to add within available resources for next year.
DIRECTOR'S REPORT:
Library & Cultural Arts Director Pizzuto brought the Board up to date on the following:
Citv Staffing changes - The Library & Cultural Arts department will report to Kathy Dodson who
has been named the new Assistant City Manager and who will focus her attention on city
operations.
Interim City Manager Kevin Crawford has announced that he will be leaving the City to assume
the role of CEO for the San Diego United Way, but will remain with the City during the
recruitment for a new City Manager.
Mike Davis who has been the acting has been confirmed as the new Fire Chief.
The recruitment for a Communications Supervisor was initiated a few weeks ago and the
recruitment for a Library Programs and Venues Coordinator position was announced last week.
Both of these positions are related to the recent decision to consolidate communication and
graphics operations in the city and to relocate Community Relations Manager Jessica Padilla
Bowen and graphics staff to City Hall. Discussion is on -going to define activities and
responsibilities between the two locations and reassignments of some duties. The actual
transitions and move will probably not take place until the spring.

With the approval of extended hours for the Library Learning Center, a Library Assistant
position previously held vacant has been filled with a candidate from the current list who met
the additional requirements of bilingual skills. The Learning Center expects to begin the
extended hours February 18, 2014, and will be open Monday through Thursday from 9 a.m. to 8
p.m. and Fridays from 9 a.m. to 5 p.m. The Learning Center will continue to be closed during
the weekend.
Carlsbad — Love it! - The City is hosting a conference for residents interested in taking a
leadership role in their neighborhoods or the community at large on Saturday, February 22 at
the Sheraton Carlsbad Resort & Spa. More information is available on the website and
attendance is open to all Carlsbad residents.

FRIENDS OF THE LIBRARY REPORT:
No report.
NSDC GENEALOGICAL SOCIETY:
Board Liaison Marg Kealey announced an increase in their membership and the annual field trip
to Salt Lake City next month. She provided an overview of previous and upcoming programs
and interest group meeting topics and also the return of the beginning genealogy classes on
Saturday, January 11th. The Wednesday night classes are expected to resume in May.
LIBRARY BOARD COMMENTS:
None.
PUBLIC COMMENT:
Dr. Sarram expressed his continued concern over the Library's math and science collection and
his recent discussion with Mayor Hall at the opening of the Alga Norte Park.

Monthly LIBRARY Reports
for
December 2013
Systemwide ...
1. The Friends of the Carlsbad Library sponsored the release of the 25th annual Magee Park
Poets Anthology, featuring 37 local poets selected from more than 80 entries. The
anthology's release was celebrated with a reading by the featured poets in the library's
Schulman Auditorium on December 4. Copies are on sale for $5 at the check-out desks
and Friends Bookstore, with all proceeds going back to the Friends.
2. The holiday season kicked off with holiday concerts at each library location, with Yale
Strom and Hot Pstromi performing a klezmer concert (traditional Jewish music) for 200 at
the Schulman Auditorium on December 8. On December 11, nearly 50 people enjoyed a
"Home for the Holidays" vocal performance at the Library Learning Center and on
December 15, 90 people enjoyed a jazz guitar and violin performance at Cole Library.
3. Book clubs in December read and discussed Philipp K. Dick's novel of alternative history,
The Man in the High Castle and the Pulitzer Prize winning novel, A Confederacy of Dunces
by John Kennedy Toole.
4. Reference staff taught five classes at the Library Learning Center; a total of 23 students
attended classes on improving Internet skills, downloading ebooks, and social networking.
5. Pronunciator, a non -linear, language learning database was added to the eResearch
collection.

6. Carlsbad Playreaders closed its 2013 season with a performance of the holiday comedy "It
Had to Be You" on December 2 in the Schulman Auditorium. Kathy Brombacher, who led
Moonlight Amphitheater for the City of Vista for more than 30 years, has been announced
as the 2014 and 2015 season's co -artistic director with award -winning educator Doug
Smith.
7. Thursday, December 19 marked the beginning of a three-week closure for the Schulman
Auditorium while lighting repairs are made. The closure was planned well in advance so
that no cancellations were made and staff was able to plan their programs around the
necessary closure.
8. Media staff recorded the Yale Strom & Hot Pstromi performance in the Schulman
Auditorium on December 8. The edited concert was placed on the Carlsbad City Channel
on December 23. Copies of the video will be added to the collection.
9. The Children's Division featured several holiday programs during the month of December,
including one on Hanukkah and one highlighting holiday dances from around the world.

Santa Claus' visit was the biggest draw — 261 adults and children visited with Santa at the
Dove Library.
10. Lead Librarian Darin Williamson provided Pizza & a Movie for teens on December 19. 13
teens attended and enjoyed the popular movie World WarZ.

11. A self-service fax machine was added at the Cole Library near the Reference Desk. This is
the same service that was successfully introduced at the Dove Lane Library Reference
Desk in January.
12. Seven patrons attended an eBook workshop at the Cole Library and were assisted in
downloading to their iPads and Kindles. Workshops are scheduled at both Cole and Dove
through March to accommodate patrons who receive eBook readers as gifts. Staff are in
the process of changing the content and format to better meet the needs of our patrons.
13. Cole Children's Division presented several holiday programs in December including the
California Ballet presenting "Step Inside the Ballet: The Nutcracker" which discussed the
story and the meaning of some of the ballet movements and positions of the performers,
a "Happy National Cocoa Day Story Craft" complete with chocolate fountain and hot
chocolate which was attended by at least 100 people, and of course, a visit from Santa.
14. Two programs for teens were held in December: the Sugoi Anime Fun Time program in
which teens gathered to watch Japanese anime and eat Japanese snacks; and a Holiday
Craft Workshop for teens in which the 18 attendees made gifts including Shrinky Dink
jewelry and key chains, paper ornaments, paper bead bracelets, gift boxes, and picture
frames. Teens enjoyed the opportunity to be creative and make gifts for friends and
family.
15. Librarian Amy Davis spoke at a meeting sponsored by the City Planning Department which
was held at Heritage Hall in Magee Park. She gave a short talk about the history of
Heritage Hall.
16. On December 10, North San Diego County Genealogical Society held its Annual Meeting
and Holiday Luncheon at the El Camino Country Club. Deputy Library Director Suzanne
Smithson and Senior Librarian Mary Van Orsdol attended along with 68 others. The new
officers for 2014 were installed.
Learning Center ...
17. The Library received the good news that the building's hours will be able to be extended
in 2014. The hours will match Literacy Services' hours and are expected to adjust within
the first quarter of 2014. A vacant full-time Library Assistant position was transferred to
the Learning Center to support the hours extension. A candidate from the existing
eligibility list has been identified and will start in February pending completion of pre-
employment checks.
Monthly Library Reports for December 2013
18. A Zotac mini -PC was installed at the Learning Center in order to help decide if these
devices would be appropriate replacements for the library's OPACs.
19. Learning Center staff members Virginia Tirona and Lizeth Simonson participated in the
Holiday Tree Lighting on December 1 sponsored by the Carlsbad Evening Rotary Club and
the City of Carlsbad. During the event, Virginia read a holiday story several times in both
English and Spanish to groups of children and adults. Each reading was followed by a craft
activity related to the story. 65 children and adults listened to the story and completed
the craft.
20. Children's programs at the Learning Center included ornament -making to decorate the
Holiday Tree at the Learning Center, a visit from Santa with 133 children and adults
sharing their holiday wishes, and a "Dance Around the World" holiday program.
21. Eight teens participated in a special Holiday Exchange on December 20. Teens celebrated
the holiday season creating cards and treats to take home.
22. Literacy Services annual "Each One Reach One" open house was held on Tuesday,
December 3 and was a great success. Over 60 people attended and a record 16 learner
intakes were completed. Three potential tutors expressed interest in volunteering.
Griselda Viscaino of Community Housing Works, a nonprofit that "helps people move up
in the world through opportunities to own, rent, and achieve," brought 5 residents from
her program to the open house and all of them signed up for either the ESL or the Literacy
program.
