CALL TO ORDER:
Chair Hulsart called the meeting to order at 4:01 p.m.

APPROVAL OF MINUTES:
By proper motion (Bradley/Hinman) and vote the minutes of the April 4, 2014 regular meeting of
the Library Board of Trustees were approved as submitted.
MONTHLY LIBRARY REPORTS:
Trustee Hulsart commented on the outreach at the Farmer's Market as well as the large number
of residents who took advantage of the assistance the North County Health Services provided at
the Learning Center for online applications for health coverage offered through Covered
California.
Both Trustees Bradley and Hulsart commented on the increase in eBook and eAudiobook
downloads and Trustee Hulsart asked if any patrons had commented on the waiting times for
some titles.
Deputy Library Director Smithson responded that there used to be unlimited use of the titles and
now we do not have unlimited use. Therefore, there are wait times now when there were not
when we first offered e-books. However, they are available quicker since the "returns" are
electronic making the item immediately available. Library & Cultural Arts Director Pizzuto offered
to have staff investigate whether there were statistics available for the wait time on eBooks.

TECHNOLOGY PRESENTATION:
• Quarterly Technology Report [Jan -Mar 20141— Senior Business Systems Specialist Devin
Castel presented the Board with the report showing a decrease in computer sessions in
the labs but also noting that the labs were down for about a week during the upgrade to
Windows 7. Wireless usage is up indicating overall use at record levels. The self -check
stations were used for 57% of all the items checked out by 60% of the patrons. He advised
the Board that the availability of Google analytics and changes in the structure of the new
integrated library system, we will be able to capture catalog use and future quarterly
reports will be revised to include that information.
• Library Technology update- Senior Business Specialist Castel then provided the Board
with an overview of the Library's business systems team, their partnership and division of
duties with the City's IT department and the variety of analytics and reporting for which
they are responsible. He also shared with them the sizable chart of technology projects
they have been working on this fiscal year.
CAPITAL IMPROVEMENT PROGRAM PROJECTS UPDATE:
Library Management Analyst Steve Didier recapped the City Council's direction from the May
presentation of possible additional scope for the projects. A new project manager has been
assigned to oversee the Cole Library redesign. A Request for Qualifications (RFQ) for design
consultants was released with a closing date of May 27, 2014, in hopes of making a selection and
requesting contract approval from City Council at their July 8 meeting.
Council requested some additional information on the Dove Lane facility project and additional
information is being gathered and a business plan is being developed before the item is brought
back to Council for further direction on possible additional scope beyond what has already been
approved.
The Board questioned the two redesign efforts will now be considered more as individual
projects, whether both library facilities would be closed simultaneously. Management Analyst
Didier responded that the plan has always been to only close one facility at a time and that
remains the plan. Library & Cultural Arts Director Pizzuto added that as the timeline is refined
close attention will be paid to peak library usage and existing program commitments.
RULES OF CONDUCT:
Library & Cultural Arts Director Pizzuto presented the revised document to the Board for approval
explaining that City Council had amended the tobacco use ordinance to include e-cigarettes
which triggered our including the same language in the Library's Rules of Conduct. Motion to
approve the revised Rules of Conduct was unanimously approved (Hinman/Bradley).

DIRECTOR'S REPORT:
Library & Cultural Arts Director Pizzuto reminded the Board that Deputy Library Director Curtis
had submitted his resignation to take another position at the Newport Beach Library with limited
notice which had not left much time to plan an event commensurate with his contributions.
Recruitment planning had just begun when the Poinsettia fire broke out, so there has not been
time to make much progress.
She then provided the board with a PowerPoint presentation recapping the participation of
library staff in emergency management, with photographs of the Poinsettia Fire in relation to the
Dove Library and its use as the Incident Command Post (ICP).
FOUNDATION REPORT:
Trustee Hulsart reported the Foundation has not met since the last Library Board meeting.
FRIENDS OF THE LIBRARY REPORT:
Trustee Hulsart was pleased to announce that the Friends made more than $1500 at the last book
sale and have gathered together a huge assortment of nearly -new children's books to be
distributed as part of the Summer Reading Program for 2014.
NSDC GENEALOGICAL SOCIETY:
Board Liaison Marg Keeley reported membership is up and provided a review of last months'
programs as well as information on upcoming events. Also announced was the beginning of the
beginner/refresher genealogy classes, the Wednesday night series begins tonight and the
Saturday classes begin again on June 28tn
LIBRARY BOARD COMMENTS:
Trustee Hulsart asked if the Board could receive a copy of the current Unattended Children policy
just for information.

Monthly LIBRARY Reports

April 2014
Systemwide ...
1. On the warm evening of April 11, volunteer services hosted the annual Volunteer Appreciation
Event. Yellow and bright green flowers and lanterns decorated the courtyard at Dove,
welcoming the 75 guests. Heather Pizzuto and Council Members Keith Blackburn and Lorraine
Wood said a few words of thanks and shared stories of the accomplishments of the Library &
Cultural Arts volunteer community. MandoBasso (a mandolin and bass duet) entertained while
volunteers enjoyed food donated by local restaurants, perused the art gallery and mingled with
one another. Special thanks to Nothing Bundt Cakes, Pizza Port, Naked Cafe, Daphne's and Tin
Leaf for their donations.
2. For the second month, librarians set up shop at the Carlsbad State Street Farmers' Market on
April 17. As they had in March, they were able to answer over 60 reference questions, most
concerning eBooks, programs and other library services. They also registered 8 community
members as new library card holders. This is currently planned as a monthly outreach event.
3. During Money Smart Week, April 5 — 12, the library presented a full slate of community
workshops and hands-on activities focused on topics such as financial literacy, retirement
planning, investments, real estate, getting fiscally fit, identity theft and smart shopping. Classes
were presented by both library staff and speakers from the Foundation for Personal Finance
Education. There were also programs geared for children at all three libraries through a
partnership with Point Loma Credit Union in which children learned about saving for the future;
each child received and decorated their own piggy bank. Money Smart Week is co -sponsored
by the Federal Reserve Bank of Chicago and the American Library Association.
CCL, Dove Lane ...
4. On Saturday, April 5, the library hosted six mystery writers in the Schulman
Auditorium. Carlsbad resident and mystery author Taffy Cannon moderated a lively discussion
with the authors, including two Fulbright scholars, a Carlsbad -based lawyer who pens legal
thrillers on the side and an author who also writes a Los Angeles Times perfume column. More
than 60 people attended and met the authors during a book signing and reception.
5. San Diego based musicians Todo Mundo (All the World) played for an audience of 95 in the
Schulman Auditorium on Sunday, April 13. Their upbeat performance blending rumba, reggae
and samba music was recorded to run on the city's YouTube channel and website at a later
date.
6. The library's film series highlighted musical movies in April, with a full house kicking off the
series on April 16 to see Disney's "Frozen." The month continued with "Chicago" on April 23
and "Cadillac Records" on April 30.

7. The library's four-part business workshop series concluded on April 22 with a session about
"Doing business in Carlsbad" led by Community & Economic Development Department's
Christie Marcella. Throughout the series, attendees learned about writing quality business
plans, using Facebook for business and financing options.
8. In celebration of Earth Day, youth at the Dove Library were visited by the "Worm Lady" from
the Solana Center for Environmental Innovation on April 22. Kids and parents heard the story
"Diary of a Worm" and were introduced to worm models as well as some real, live worms.
9. On Saturday April 5, the final Cultural Arts Office presentation of Opera Previews of 2014 drew
an audience of more than 100 music lovers who enjoyed video clips of the San Diego Opera
production of "Don Quixote" by French composer Jules Massenet, followed by a lively
discussion of the future of the opera company. This event marked musicologist Ron Shaheen's
66th presentation of Opera Previews over a span of 14 years.
10. On Saturday April 12, the Cultural Arts Office's program "This Is Jazz!" attracted a full house at
the Schulman Auditorium. Local jazz greats Gilbert Castellanos, Joshua White and friends
explored collaboration and improvisation by jazz quartets for an audience of 215 enthusiastic
listeners. Many called it the best "This Is Jazz!" presentation in the program's four-year
existence.

11. In celebration of William Shakespeare's 450th birthday, youth at the Cole Library on April 22
were introduced to the wonderful world of Shakespeare through stories, trivia and activities
about Shakespeare and then decorated their own outfits with Shakespearian ruffled collars
made of receipt paper.
12. Several classes from LePort Montessori school and St. Patrick's Elementary visited the Cole
Library for tours and customized storytimes based on their current studies and were prepped
for the upcoming Summer Reading Program.
13. Through a partnership with the Carlsbad Flower Fields, gardener Meredith Rice presented
"Plant a Sunflower" on April 29 (and on April 24 at the Learning Center). She talked about the
Flower Fields and instructed on the life cycle of plants through displays and games. Meredith
brought pots, dirt and sunflower seeds for the kids to plant and children got to make a
sunflower craft.

14. The All -Star Readers Club had a "Flat Party" with Flat Stanley on April 16. During the two weeks
leading up to Spring Break, the club read the first chapter of Flat Stanley together. Each child
then made his or her own flat person to take home over the break. At the concluding party
readers ate flat snacks and read from their journals about what they did with their "flat people"
over their breaks.

15. The San Diego County Department of Education Migrant Education program temporarily
increased their support at the Learning Center through their use of an intern for several weeks
in March and April. In addition to their weekly Mobile Lab program, the intern served as evening
tutor three evenings per week in the Storytime room to assist groups of students in math and
language arts.
16. The AARP weekly volunteer tax assistance program at the Learning Center concluded on April
9. Throughout tax season, the volunteers supported 102 client visits and a total of 82 filings
were completed.

RULES OF CONDUCT

RULES OF CONDUCT
Purpose: Safety of public and staff
Fairness of access to patrons
Enjoyment of the facility
POLICY:
The Carlsbad City Library is committed to providing a safe and pleasant
atmosphere for all members of the community. Everyone has the right to use
library services and resources provided his or her behavior does not
unreasonably interfere with the rights of others to do the same. Carlsbad City
Library users are expected to conduct themselves in a lawful, orderly and
considerate manner.
Persons who violate the following rules will be asked to stop such actions and
may be asked to leave the Library.
PROHIBITED CONDUCT:
1. Smoking or using an electronic cigarette (as defined in California Health &
Safety Code Section 119450) in the Library and within 20 feet of all entrances.
[California Gov't Code § 7597.] Smoking outside of designated smoking area.
[Carlsbad Municipal Code § 6.14.030 and 6.18.0101 Any use of tobacco inside
the Library.
2. Accosting library users on Library property for the purpose of begging or
soliciting alms. [California Penal Code § 647 (c).] It is not permitted to solicit
library users for money for any purpose on Library property unless part of a
Library approved activity.
3. Behaving in a manner that is unsafe or that interferes with library users or staff
who are engaged in lawful activity. Someone refusing to leave after being
directed to do so by a library supervisor or peace officer is guilty of a
misdemeanor. [California Penal Code § 602.1 (b)]
4. Bringing bicycles in the Library; riding skateboards or similar forms of
transportation in the Library or on Library property. [Carlsbad Municipal Code §
10.58.030.]
5. Theft, abuse, vandalism, or mutilation of Library facilities, equipment, or
materials. [California Penal Code §§ 490.5 & 594.]
6. Use of restrooms for other than intended purposes.

7. Entering library facilities without being clothed including shirts and shoes or
other footwear, in accordance with public health and safety concerns.
8. Leaving a child unattended. See Unattended Children Policy
9. Bringing animals into library facilities, except for animals assisting library users
with a disability, as specified and in compliance with the Americans with
Disabilities Act.
10. Sleeping in the Library or on Library property.
11. Eating or drinking in areas where food and drink is prohibited. See Food and
Beverage Policy.
12. Using electronic devices or other personal equipment that is disruptive to
others.
13. Bodily hygiene that is offensive so as to constitute a nuisance to other
persons in the Library.
14. Leaving belongings unattended. The Library is not responsible for lost or
stolen items.
15. Blocking aisles, seating areas, exits or entrances with personal items.
Procedure:
Persons who violate these rules will be asked to stop such actions and may be
asked to leave the Library. Persistent violations of these rules may also result in
suspension of use of Library facilities, programs, resources and services.
Suspensions will be for a definite time period. The length of suspension will be
determined by the Library & Cultural Arts Director or other designated staff and
will apply at all City of Carlsbad Library facilities. Police will be called in cases of
criminal or legal violations.
Appeal of any suspension may be made in writing to the Director within five (5)
business days of its issuance. The suspension will remain in effect during the
appeal process. The Director shall render a decision within ten (10) business
days of the date of receipt of the request for an appeal. The applicant may
appeal the Director's decision to the Assistant City Manager within five (5)
business days of the Director's decision. The Assistant City Manager or
designee shall render a decision within ten (10) business days. The Assistant
City Manager's or designee's decision shall be final.
