Approved 5-0-0-0. MONTHLY LIBRARY REPORTS: The Board received the September 2016 Monthly Library Report with Chair Hulsart commenting on the pilot sewing class and Trustee Cannon requesting further information. Deputy Library Director Diane Bednarski explained piloting of class content and presentation approaches with staff members. Once the curriculum is finalized, and staff is prepared to instruct, the class will be offered to the public. Deputy Library Director Suzanne Smithson clarified staff was participating on their own time. FY 2015-16 CALIFORNIA PUBLIC LIBRARY SURVEY: Library & Cultural Arts Director Heather Pizzuto presented the FY 2015-16 California Public Library Survey and explained this year's survey results are unusual due to many anomalies from the renovations. When the survey is published, it will indicate the significant construction projects were occurring that impacted the data. The Board was also presented Fast Facts which focused on key survey results. Trustee Cannon inquired about the possibility of increasing Library Learning Center hours to be open on Saturdays, which occurred during the Cole and Dove renovation closures. Director Pizzuto Page 2 of4 Library Board of Trustees Minutes of the October 19, 2016 Meeting explained that the question is still open to increase hours at the Learning Center. Principal Librarian, Glynn Birdwell confirmed that the Learning Center was relatively quiet on weekends during the Cole and Dove closures. The staff has not had a significant response from the public since regular hours had been restored. Chair Hulsart expressed surprise that the city's population has remained the same for two years and out of that population there are 106,000 registered borrowers. She complimented the level of sustained use this indicates. Director Pizzuto explained that the population numbers are established by the state. Director Pizzuto clarified that the 106,000 library_ card holders also includes non-resident users. By proper motion, the California Public Library Survey for FY 2015-16 was approved. Approved 5-0-0-0. POLICIES & PROCEDURES REVIEW: The Board reviewed technical updates to certain library policies with no change to the policy statement. Director Pizzuto advised the Board that this review was to inform them of minor adjustments to either formatting or terminology. All major policies are posted on the library's website under the tab called "About Us" with a header "Library Policies." Trustee DeForest suggested consideration, under the "Confidentiality of Library Users Records" policy, of a reference in the purpose statement to clarify that the referenced legislation is state, county and local, rather than federal. Director Pizzuto explained that another policy titled "Law Enforcement and Other Requests for User Records" addresses Federal laws pertaining to user records. Trustee Parsons asked for clarification with regard to responding to search warrant requests from law enforcement. Director Pizzuto explained that the nature ofthe request from law enforcement would determine what is required. Appropriate library staff would immediately seek advice from the city attorney to ensure proper handling of the request. Director Pizzuto added that case law and legislation is regularly monitored to guide policy updates. DIRECTOR'S REPORT: Director Pizzuto updated the Board on the following: Programs and events- • The Community Services evening of the Citizens Academy will be held Oct. 20 at Dove Library. Dinner will be served to participants on the west patio and tours will be offered to showcase the renovated facility. • All libraries will close the morning of Oct. 27 for a staff development event re-opening at 2 p.m. • A staff celebration recognizing the completion of the library redesign projects and the significant efforts of staff to achieve this will be held Oct. 28 at the Dove Library. Director Pizzuto extended an invitation to the Trustees to attend the event. Page 3 of4 Library Board of Trustees Minutes of the October 19, 2016 Meeting • Director Pizzuto will be attending the State Library Director's Forum and California Library Association (CLA) conference scheduled for Nov. 2 to 6. Other library staff will also be attending the CLA conference portion. Career Online High School Scholarships- • Three more scholarships were awarded since the last Library Board meeting, bringing the total to eight. One of the awards resulted from outreach using lnstagram. Personnel and staff development- • The Cultural Arts Manager selection has been narrowed to the top candidates who will be invited to Carlsbad for additional interviews and interactions with stakeholders. • Recruitment is now closed for the Training Coordinator position. Interviews are scheduled to occur during the month of November. • Programs & Venues Coordinator Keith Gemmell is participating in the Fall 2016 Public Management Academy offered by the Centre for Organizational Effectiveness. Two members of our Cultural Arts Staff are attending the Centre's Supervisors Academy. Technology- • Transition to the CENIC, the high-speed internet service, began with the Dove Library this week. Both the Cole Library and Library Learning Center are anticipated to transition Oct. 26. Board and Commission workshop- • Director Pizzuto discussed replacing the regular November Board meeting time with a special meeting to allow both the Library Board and the Arts Commission members to receive an orientation covering topics important to both. The joint special meeting would be tentatively scheduled for Nov. 17 at 11 a.m. • It was proposed that the regular December Board meeting of Dec. 21 be adjusted earlier in the month, possibly Dec. 14. • Director Pizzuto requested feedback from each Board member after they have had the opportunity to check their calendars for both the proposed Nov. 17 joint special meeting and Dec. 14 for the special meeting for December. FOUNDATION REPORT: Representative Parsons reported that the Foundation is taking a look at the theme for the next "Night at the Library," possibly celebrating the soth year of the Georgina Cole Library's opening. Also, after today's meeting the Friends are having a get together in the Gowland Room to thank their volunteers. Representative Cannon reported that the Old & Interesting sale raised $1,500, reducing more than 100 boxes of book inventory. NSDC GENEALOGICAL SOCIETY REPORT: Board Liaison Cindy Goodger summarized recent and upcoming programs and events. Membership was reported at 368 members. LIBRARY BOARD COMMENTS/ANNOUNCEMENTS: None. Monthly LIBRARY Reports for SEPTEMBER 2016 ITEM #4 1. Several updates were made to the public computer network in September. They include replacing the BlueCoat appliance, installing Google Chrome on all the public access computers, and placing limits on the amount of bandwidth individuals can utilize for streaming content. These changes seem to have helped alleviate the internet slowness that library patrons have been experiencing over the past few months. The staff is continuing efforts related to the implementation ofthe new high-speed CENIC network. 2. JAWS screen reading software, used by patrons with visual limitations, was deployed to five machines divided between the three library locations. JAWS is an acronym for Job Access With Speech. 3. The month of September was National Library Card Sign-Up Month. Children showed library staff the most valuable card in their backpack-their library card-to receive prizes. If they did not have a library card, they were encouraged to obtain one to get their prize. CCL, Dove Lane ... 4. American long-distance open-water swimmer Lynne Cox, best known for her 1987 swim across the Bering Strait, visited the Dove Library on Monday, Sept. 12, to discuss and sign copies of her newly released book, Swimming in the Sink. 5. The Carlsbad City Library resumed its Cinema Series on Saturday, Sept. 17, with a screening of The Big Short, the 2016 Academy Award Winner for Best Adapted Screenplay. The event featured a lively discussion of the film's cinematic features and socio-political topic led by Cal State San Marcos Professor Brandon Cesmat. The Cinema Series occurs the third Saturday of every other month and is dedicated to screening independent and critically acclaimed films. The series continues on Nov. 19 with a special visit by director Ryan Pyle as he screens his travel documentary entitled Tough Rides: Brazil. 6. The First Wednesday Book Club met on Sept. 7 with seventeen members attending the discussion of Dava Sobel's scientific biography of John Harris, Longitude. The author joined the group via Skype for a 20-minute question and answer session at the end of the meeting facilitated by Reference Librarian Liza Blue. 7. The staff at Dove are preparing in a variety of ways to open the Exploration HUB in October. Staff has been receiving and participating in extensive training on hardware and software in addition to scheduling and planning for the launch. 8. Tuesday afternoon kids programs included a "Roald Dahl Birthday Bash" on Sept. 13 (complete with whimsical nametags, games, and chocolate) and "Use the Force of your Library Card" Star Wars themed program on Sept. 20 (with six different Star Wars and library card activity stations). Monthly Library Reports for September 2016 9. Teens at Dove had three programs specifically for them: "Pizza and a Movie Night" on Sept. 15 to watch the recent Marvel superhero release, Captain America: Civil War; "Open Mic Night" on Sept. 27 in the Courtyard with musical performances by teens Joel Gomez and Olivia & Abigail Hodges shared with an audience of 25 people; and the first in a series of ukulele classes on Sept. 27. The ukulele classes will continue for five weeks. Two teens attended the first lesson and volunteer instructor Joel Gomez introduced major and minor chords and started to teach the students I'm Yours by Jason Mraz. Georgina Cole ... 10. Women & Money: "The Five Biggest Financial Challenges Women Face and What to Do About Them" was held on Saturday, Sept. 24, at the Georgina Cole Library. Librarian Kimiko Morita arranged for the speakers Shelley Murasko and Gita Nasiri who presented an informative program on the unique challenges faced by women in regards to personal finance, retirement savings and estate planning. Thirty patrons attended the hour-long presentation and Q&A session. 11. Lead Librarian Erin Zocco launched the "Library Got Game" program at the Georgina Cole Library on Sept. 12. After the program, Erin was featured in a San Diego Union-Tribune article about the game program and the upcoming programs on Mindfulness. The "Library Got Game" program series continues with programs held twice p·er month on various Monday evenings and Saturday afternoons. 12. "Sewing Basics for a Cause," an 8-session series, began in September on alternating Friday afternoons. This class is for beginning sewers who have little to no experience with a sewing machine. In the class, students learn the parts of a sewing machine and its operation. They practice different types of stitches and learn to sew things together as they create quilts to donate to the Trauma Intervention Program, a volunteer group that partners with first responders in North County. This 8-session series is a pilot program to test the curriculum. It is being offered to Library & Cultural Arts staff who are taking the class on their own time. The series for the public will begin in January 2017 and be held on Wednesday evenings. 13. The Children's Tuesday Afternoon Adventures included two-story craft programs It's a Dog's Life and Talk Like a Pirate, and a seasonal program "Apples! Apples! Apples!" (Children had hands-on experiences learning the difference between several kinds of apples). And finally, library favorite Farley the Fiddler presented Johnny Appleseed on Sept. 27. He played the music and told the stories of the American frontier to an audience of 110 people. 14. Genealogy staff presented two Focus On workshops on Sept. 6 and 20 and explored two genealogical websites that collect death and burial information: Find a Grave and BillionGraves. · 15. The North San Diego County Genealogical Society presented their regular monthly programs in partnership with the library. Of note, the Legacy group led a hands-on workshop on using the popular genealogy software, and the Computer-oriented Genealogy Group presented on using Evernote. The Annual Fall Seminar "Pacifica" was held on Sept. 24 and presented case studies of genealogical research focused on ancestors west of the Rockies. Four Society members provided summaries of their research and tips for navigating records. 16. Custom bookshelves for the Carlsbad History Collection were installed in the newly created history area on the second floor of Cole. 2 Monthly Library Reports for September 2016 Learning Center ... 17. Literacy staff hosted the annual open house on Sept. 29. Four prospective learners, two prospective tutors and one Career Online High School candidate signed up. Attendees enjoyed food, tours and a showing of the Voices and Faces of Literacy video. 18. In celebration of Hispanic Heritage Month, the Learning Center offered a fun craft event called "Folkloric Painting Craft." Children from K-5 showed their creativity decorating a folkloric dancer using models with different Latin regional costumes. 19. The Learning Center celebrated Banned Book Week Sept. 26 to 30. Patrons completed a book review for a sweet treat and a chance to win Banned Books memorabilia. 20. A group of 21 teens started the new school year at an Ice Cream Social on Sept. 16 by meeting new people, playing games and enjoying ice cream sundaes. 21. Tablet computers for Literacy were configured and deployed. This included enabling the ability to locate, lock and/or erase a missing device along with installing staff evaluated and selected applications. 22. A total offive Career Online High School scholarships has been awarded, with two more interviews set for the first week of October. A city-wide email was sent on Sept. 30 to encourage city employees to learn more about continuing their education. Outreach and Community Connections ... 23. Many staff attended a city training class focused on providing care and shelter for the community during an emergency. It was a highly informative session, with effective problem-solving exercises related to job duties, roles, services, and information distribution during a crisis. 24. Senior Librarian for Children's Services Barbara Chung conducted an off-site storytime for approximately 50 children and adults as part of the Omni La Costa Resort & Spa's Toddler Time program on Sept. 26. 25. Barbara Chung also participated in the regular monthly meeting ofthe Carlsbad Chamber of Commerce Education Committee on Sept. 28. 26. Community Outreach Supervisor for Literacy Services Carrie Scott participated in a users' meeting for Career Online High School, attended the Southern California Library Literacy Network meeting hosted by Los Angeles County Library, West Covina, staffed a table at MiraCosta College's Family Literacy Fair, spoke about Career Online High School at the Barrio Carlsbad meeting on Sept. 1, and attended the San Diego Council on Literacy's Board meeting. 27. Community Outreach Supervisory for Bilingual Services Lizeth Simonson attended the Youth Enrichment Services meeting at the Servant Leadership Institute. The library's commitment to the confidentiality of library user records is rooted in law and in longstanding ethics and practices of the library profession. Privacy is essential to the exercise of intellectual freedom. Reading and inquiry are chilled when examined or scrutinized by others. The library subscribes to the Library Bill of Rights and its Privacy Interpretation, as well as the American Library Association's Code of Ethics which states: "We protect each library user's right to privacy and confidentiality with respect to information sought or received and resources consulted, borrowed, acquired, or transmitted." The library collects personally identifiable information (PI I) only when necessary to offer library services and fulfill the mission of the library. It provides notice to users of its privacy policy and procedures. The library makes best efforts to ensure that data collected is accurate and secure. The library maintains a reasonable records retention schedule. The library will not share patron records with third parties except as provided by law. (See library's Law Enforcement and Other Requests for User Records policy.) State law mandates that libraries may not release library user records unless there is written consent by the user or a court order. Policy Approved by the Library Board of Trustees-July 15, 2009 Library user information the library collects and stores includes: Registration information: Name, gender, birth date, mailing and home addresses, telephone number, driver's license or ID#, notification choice for overdues and holds (e.g., email or automated telephone), email address, library card number and PIN, internet & computer user agreement Circulation information: P&P\ CONFIDENTIALITY OF LIBRARY USER RECORDS 05/2016 CONFIDENTIALITY OF LIBRARY USER RECORDS 2 Materials currently checked out and on hold, fines, interlibrary loan requests Internet use logs: library card number, date and time Library website visits -clickstream data (information automatically collected when users visit library website from outside the library): Internet domain and/or IP address, type of browser and operating system, date and time of access, pages visited, entry and exit addresses. Note: this data is governed by the Carlsbad City Privacy & Security Statement (www.carlsbadca.gov/pages/privacy.aspx). Additional library services that may collect user information The library offers additional services such as its Email Reference Service, online databases that require library user authentication and may offer users a delivery option via email, etc. Whenever possible, the library allows users to minimize the collection of personal information required to use the services. For example, users may choose to use disposable email addresses. Additionally, library users may participate in programs such as its homebound service and the library's literacy program. Registrations are confidential. Further information may be collected from library users who wish to place suggestions for purchase, reserve study rooms, request exhibit space, sign-up for story times, and other programs and services. The library will discard such information according to its records retention schedule. Incident reports (computer incidents, behavior incidents, etc.) are public records. Whenever possible, personal information will be redacted. The library places requested materials on hold for users on open shelves. Materials are shelved by the user's last name, with the user's consent. Users who wish a greater degree of privacy may make other arrangements with Circulation staff. User access to library records Library users may access their registration and circulation records by showing identification at the circulation desk, or by entering MY ACCOUNT and typing in their library card and PIN numbers. For better security, users are encouraged to change their PINs at the MY ACCOUNT screen. P&P\ CONFIDENTIALITY OF LIBRARY USER RECORDS 05/2016 Enforcement and redress CONFIDENTIALITY OF LIBRARY USER RECORDS 3 Library users with questions, concerns, complaints about the library's handling of confidential personal information may file written comments with the library director. The library will respond in a timely manner and may conduct a privacy investigation or review of practices and procedures. Links to other sites including Online Databases The library's website contains links to other sites such as providers of subscription online databases. The Carlsbad City Library is not responsible for the privacy practices of other sites. The library encourages library users to become familiar with privacy policies of other sites visited . Registration and circulation records of libraries supported by public funds. P&P\ CONFIDENTIALITY OF LIBRARY USER RECORDS 05/2016 CONFIDENTIALITY OF LIBRARY USER RECORDS 4 All registration and circulation records of any library which is in whole or in part supported by public funds shall remain confidential and shall not be disclosed to any person, local agency, or state agency except as follows: (a) By a person acting within the scope of his or her duties within the administration of the library. (b) By a person authorized, in writing, by the individual to whom the records pertain, to inspect the records. (c) By order of the appropriate superior court. As used in this section, the term "registration records" includes any information which a library requires a patron to provide in order to become eligible to borrow books and other materials, and the term "circulation records" includes any information which identifies the patrons borrowing particular books and other material. This section shall not apply to statistical reports of registration and circulation nor to records of fines collected by the library. Procedure: Procedures for handling specific situations are contained in the Privacy Policy Reference Sheet (October 2015), a separate document, copies of which are located at all public service desks. This policy includes requests made by a family member for information or use of another family member's account and patrons requesting service without having their library card on hand Requests from Law Enforcement are referred up the chain of authority from employee to supervisor or the person in charge (PIC) to the library director or library director deputy, who will contact the city attorney. If time is of the essence, the request should be referred immediately to the library director or deputy library director. See a/so "LAW ENFORCEMENT & OTHER INQUIRIES FOR USER RECORDS" in this manual. P&P\ CONFIDENTIALITY OF LIBRARY USER RECORDS 05/2016 FOOD & BEVERAGES Purpose: Enjoyment of the facility POLICY: FOOD & BEVERAGES 1 Food and non-alcoholic beverages are allowed in most parts of the library, subject to the following guidelines: • Beverages are to be in containers with secure lids. • Personal servings of food are allowed in appropriate sealable containers. • Food items that may disturb library users (i.e. aromatic, noisy foods) or may damage library materials should be consumed outside the facility. • Food and beverage related refuse should be disposed of properly. • Patrons are expected to promptly clean up their spills and messes. • Patrons should immediately report sizable spills needing staff attention. Due to the sensitive nature of some materials, food and beverages are not permitted in these areas: • Near library electronic equipment (computers, photocopiers, printers, etc.) • Public areas on the 2nd floor of the Cole Library • Cannon Art Gallery Policy Approved by the Library Board of Trustees-November 14, 2007 Procedure: Staff will be attentive to patron needs and make facility users aware of guidelines as needed. Patrons refusing to abide by food and beverage guidelines may be asked to leave the facility. Library & Cultural Arts Administration or designee will have final authority on what food and drink is allowed. P & P\FOOD & BEVERAGES 05/2016 PUBLIC INTERNET USE Purpose: Fairness of access to patrons Upholding citizens' rights Intellectual freedom POLICY: PUBLIC INTERNET USE 1 The library offers public access computers at all of its facilities. Internet access and a variety of software applications are made available on these computers. All patrons must have signed a Carlsbad City Library Internet & Computer User Agreement, and have a library account in good standing in order to use a public internet computer. • Children (under the age of 18) must have parental consent to use a public internet computer. Visitors may use the internet computers for two weeks with a user agreement on file. Internet access on public internet computers is unfiltered . Illegal activities are not permitted. Prohibited or suspicious activities will be investigated and information collected in the course of an investigation will be handled confidentially. The computer privileges of patrons engaged in activities contrary to the library's computer use policies may be suspended for one year. Additional guidelines and restrictions for use of the computers are outlined on the library's webpage. Some computers are specifically designated for particular applications or user groups. Policies and procedures related to public internet computers are regularly reviewed and updated due to changing legislation and court challenges related to internet access. P & P\PUBLIC INTERNET USE 05/2016 STAFF BORROWING Purpose: Fairness of access to patrons Security of materials POLICY: STAFF BORROWING 1 Staff will follow all existing circulation policies and procedures in their use of library materials. A basic principle the Library & Cultural Arts observes is not giving staff any privileges or advantages that interfere with the primary goal of serving the public. • Staff must observe renewal limits and due dates. • Staff may not override holds when renewing items. • New materials must be allowed to go on the public shelves before staff can check them out. • Staff must always check out materials in their possession, for home or office use. All items must be checked out at the circulation desk or using the L&CA's self-check machines. • All items must be returned to a designated book return for check-in . {This is necessary for the accuracy of the database and to ensure that the RFID security tags are set properly.) • All staff are responsible for the replacement cost of lost or damaged items, may be sent to collection and all resulting fees will be posted to their personal library account. Both full and part-time employees may choose to have their personal library account changed to a STAFF user profile and will observe the following additional policies: • May not place holds on items that are on order. These items have a call number beginning with XX in Workflows. In the library's catalog, the status will be ON- ORDER. • May not place a hold or check out a new DVD until 30 days after the date the item is added to the collection. The STAFF user profile cannot be extended to family or friends. Abuse of any portion of this policy may result in loss of the STAFF user profile and disciplinary action, and may include termination of employment. Policy Approved by the Library Board of Trustees-January 2013 Procedure: Staff choosing STAFF user profile for their personal account do so with the understanding that the account may be used by the library for system tests and reports, resulting in the examination of a variety of fields of information. In exchange for allowing this access, STAFF user profile individuals will not be charged routine fines and fees. (Does not apply to charges for lost or damaged items or collection fees.) P & P\STAFF BORROWING 07/2016 STAFF BORROWING 2 Staff will complete and sign the "Acknowledgement for Library & Cultural Arts Staff Borrowing" document during their Library & Cultural Arts orientation. The training coordinator will modify the staff profile if appropriate and route the completed and signed form to L&CA administration support staff. When the employee is no longer on active payroll administration support staff will notify the training coordinator to change the STAFF profile to PUBLIC. P & PISTAFF BORROWING 07/2016
