JOINT SPECIAL MEETING

CALL TO ORDER:
Chair Hulsart called the meeting to order at 11:00 a.m.

Library & Cultural Arts Director Heather Pizzuto introduced Sr. Assistant City Attorney Paul
Edmonson and City Clerk Services Manager Sheila Cobian and then turned the meeting over to
them.
Sr. Assistant City Attorney Edmonson and City Clerk Services Manager Cobian provided a
workshop for the Library Board of Trustees and the Arts Commission on the roles and
responsibilities of board and commission members, conflicts of interest, The Ralph M. Brown
Act, meeting protocol, Rosenberg's Rules of Order and minutes.
Sr. Assistant City Attorney Edmonson and City Clerk Services Manager Cobian reviewed various
conditions where conflict might exist, and addressed common questions regarding the
management of meetings and minutes. They also entertained questions from the Trustees and
Commissioners as they arose during the workshop.
The Library Board of Trustees and the Arts Commission were provided with a packet of
information pertaining to the workshop topics for their further review.
ADJOURNMENT:
By proper motion (Parsons/Cannon) and vote the meeting was adjourned at 12:24 p.m.
