APPROVAL OF MINUTES: The Jan. 18, 2017 minutes will be submitted into the records as unofficial, due to a lack of a quorum of Trustee members who had attended the meeting and due to Board Trustee Member Taffy Cannon's resignation. By proper motion, the minutes of the Library Board of Trustees meeting of Feb. 15, 2017, were approved. Approved 4-0-0-1. (Trustee Hinman absent) MONTHLY LIBRARY REPORTS: The Board received the February 2017 and March 2017 Monthly Library Reports. CIRCULATION DIVISION OVERVIEW: Lead Librarian Jenn Johnson provided an overview of the division, including a video highlighting the patron experience with circulation services and statistics reflecting major work efforts. Lead Librarian Johnson explained circulation staff's role in patron account management, making library materials available to patrons and inventory management. Recent efficiencies and future directions in the work of the division were described. Chair Hulsart commented that the staffing efficiencies instituted during library closures for renovation seem very helpful as ongoing practices. Director Heather Pizzuto cited as an example the extensive cross-training of staff to work at other facilities. Circulation has continued that practice. Page 2 of 4 Library Boa rd of Trustees Minutes of the April 19, 2017 Meeting Trustee DeForest inquired about the range of functions offered by the recently purchased inventory devices, such as confirming proper placement of books on shelves. Lead Librarian Johnson described the ability to pre-load data files to the unit and compare the data to what is actually scanned on the shelves. Director Pizzuto explained that these are relatively new devices and we are currently learning how to most effectively use them. She further explained that circulation has moved from manual inventories conducted for segments of the collection to comprehensive and cyclical inventory of the collection. The inventory device will enhance management of the collection resulting in greater accuracy and improved findability for the community. Chair Hu Isa rt asked about placement of the devices at each library location. Lead Librarian Johnson explained that three readers are deployed across the library system. Trustee Parsons inquired about damage assessment. Lead Librarian Johnson explained that library staff evaluates items for damage as they are being re-shelved. CARLSBAD READS TOGETHER 2017 REPORT: Programs & Venues Coordinator Keith Gemmell presented a summary of the 12th Annual Carlsbad Reads Together 2017 program, and answered questions from the Board on individual events and attendance. Chair Hu Isa rt complimented Programs & Venues Coordinator Gemmell and the staff for the wide range of activities offered. She asked whether other communities offer similar local experiences. Programs & Venues Coordinator Gemmell explained the goal is to maintain a program unique to Carlsbad, while San Diego Public Library and a few other libraries in the region partner with KPBS to present One Book, One San Diego. Trustee Pearson inquired about the circulation of the featured title Into the Beautiful North and the percentage increase from the last Carlsbad Reads Together. Programs & Venues Coordinator Gemmell provided an estimate and will follow up with the precise data requested. Director Pizzuto added that member libraries of the Serra Cooperative Library System, a consortium of San Diego and Imperial County public libraries, periodically discusses partnering on community reading programs. A few years ago several libraries without the resources to support individual community programs made the decision to partner with KPBS. Director Pizzuto will inquire at the next meeting whether those library representatives feel their communities have been well-served by this regional approach. Director Pizzuto also noted that from time to time it is important to revisit Carlsbad's decision to maintain a uniquely identified community reading program. CALIFORNIA PUBLIC LIBRARY ADVOCATES (CPLA) MEMBERSHIP: Director Pizzuto provided the Board an overview of the California Public Library Advocates organization and the library's membership which will be renewed on behalf of the Board. The organization's new membership model allows the inclusion of Friends of the. Library and Foundation board members. Director Pizzuto also explained to the Trustees that they could participate in an on line information exchange through this membership if they are interested. Page 3 of 4 Library Board of Trustees Minutes of the April 19, 2017 Meeting DIRECTOR'S REPORT: Budget preparation- All internal budget presentations are complete, and the library is awaiting final feedback on individual recommendations. The Board will receive an overview of the budget submittal at the May meeting. Technology updates - • Library is awaiting delivery of a test unit to complete preparations for the planned upgrade of the public wireless network to high-speed internet service. • Library staff is evaluating the minimum age for access to the internet without parent/guardian oversight; any recommended changes to this policy will be presented to the Board in the near future. Facilities items - • Dove Library public elevator repairs are in progress and with anticipated completion and subsequent state inspection in early May. • Cole Library HVAC (heating, ventilation and air conditioning) system has been refreshed for summer service. • Library Learning Center first floor shelving and layout have been adjusted to improve flow, part of a larger project to update the layout. Renovation open items - • Design specifications for festoon lighting in the Dove Library courtyard are currently being reviewed . • Procurement of services to update the Dove Library HVAC control system has launched with the city awaiting proposals. Work is anticipated to commence in the summer. Dove Library is unable to serve as a Cool Zone for the upcoming warm season until HVAC controls are upgraded to ensure a consistent temperature in various areas of the building. • Materials that will be used to control excessive heat released from the fireplace at the Dove Library on the West Patio are being reviewed. • New stools have arrived for the Dove and Cole living room areas in response to patron interest in low seating for easier browsing of gondola shelving. Personnel and staff development - • Progress continues to be made on filling part-time administrative staff open positions. • Recruitment is underway for a Children's Librarian due to the May retirement of a Dove Library staff member. • An annual event recognizing hourly employees takes place this Friday, celebrating years of service for longtime employees. • Helen Mccann was hired as a three quarter-time circulation supervisor. Outreach and events - • Based on a suggestion from former Trustee Cannon, staff implemented a bookmark helping teens to find information about sensitive topics contained in the library's collection. Page 4 of4 Library Board of Trustees Minutes of the April 19, 2017 Meeting • The annual Literacy celebration honoring tutors and adult learners will take place May 21. FOUNDATION REPORT: Representative Parsons reported that the Foundation met yesterday and the Board approved the addition of a new trustee. The gala event "A Night at the Library" will be held Sept. 16. FRIENDS OF THE LIBRARY REPORT: Representative Hu Isa rt shared the Friends' appreciation for the new donation bin located in the Dove Library courtyard and reported that the Friends of the Library would have a booth at the Carlsbad Street Fair on the first Sunday of May. NSDC GENEALOGICAL SOCIETY REPORT: Board Liaison Cindy Goodger summarized recent and upcoming programs and events. Membership was reported at 325 as of April. LIBRARY BOARD COMMENTS/ANNOUNCEMENTS: The Board welcomed new trustee Library Trustee Dane Pearson. There was a discussion as to the rescheduling of May's Library Board meeting to May 3, and that date will be confirmed after this meeting. Trustee Sherman advised that he is serving as the lead for the PC Users Group at the Senior Center and provided information about the event titled All Things About Television taking place at the Senior Center tomorrow. Trustee Parsons asked about the status of the cafe. Director Pizzuto advised that we are awaiting a report from the consultant reviewing optimal business models for prospective operators of the cafe. Monthly LIBRARY Reports for FEBRUARY 2017 ITEM #4 1. Throughout February, the Library hosted 22 individual events as part of the 12th annual Carlsbad Reads Together program. This year's featured title was Luis Urreas's Into the Beautiful North. Programs related to the themes in Urrea's book included book club discussions, film screenings, genealogical research classes, Ballet Folkl6rico performances, concerts, a community service project, an author talk about travel, and a personal visit from Mr. Urrea himself on Feb. 25 as part of a community celebration at the Dove Library. A separate report details the events and community participation. 2. February is Library Lovers' Month. Children and adults were invited to share and write on a heart cutout why they love the library, receiving a Hershey's kiss. Library Lovers' Bingo invited children ages 4 to 12 to participate in various activities and once they completed three in a row, earn a reward. This year's reward was a free skate rental from lceTown. More than 200 Bingo cards were completed. 3. The library concluded its open bidding period for an updated computer, print and copy management system when the Request for Proposals (RFP) responses were due on Feb. 16. Finalists will be selected in early March with demonstrations scheduled for the end of March. The project consists of an upgrade to the entire public computer, print and copy management environment with the objective of providing improved equipment functionality and services. Examples include the ability to offer print integration with patron laptops, tablets and smartphones along with providing improved copy and print payment functionality. CCL, Dove Lane ... 4. Your Library Means Business, a five-part series, continued at the Dove Library on Tuesday, Feb. 28 with a workshop about financing options for new businesses led by Crystal Jahn of Benetrends. 5. On Feb. 23 an Open Mic Night, open to performers of all ages, was held in the Dove Library Courtyard. "The Music Men" sang barbershop harmonies and Cowboy Poet Don Mooney played guitar for an audience of 45. 6. Classes continued in the Exploration HUB with a total of 46 classes and demonstrations offered and 206 patrons attending. This included the launch of Exploration HUB classes for tweens, ages 9 to 12, during February. The classes were presented on Tinkercad and the Silhouette Cameo cutter. 7. Many activities were offered on the first Saturday in February as Children's staff celebrated "Take Your Child to the Library Day." The special storytime, scavenger hunt and other activities for families to participate in together attracted 116 children and adults. Georgina Cole ... 8. On Feb. 25, the fifth session of A Year of Mindfulness took place. Focused on Mindfulness Reflection, it presented reflective exercises empowering people to be in the present moment and was attended by 76 people. 1 Monthly Library Reports for February 2017 9. Tuesday Afternoon Adventures, a weekly program for grades K-5, included three literature and holiday based story craft programs. Based on Michael Hall's ingenious book Perfect Square, participants created their own designs based on the shapes used by the author, which were then displayed in the library as part of Library Lover's Month celebrations. For Valentine's Day Story Craft, participants created their own heart art with canvas and pages from recycled books. Presidents' Day Story Craft participants learned fun facts about some of America's greatest presidents. They read stories about Theodore Roosevelt and attendees put together a craft that celebrated Roosevelt's creation of the National Park system. 10. Business Systems Associate James Jones worked with Circulation on deploying a new self-service library card registration kiosk at the Cole Library. The kiosk is expected to expedite the process of a patron obtaining a library card while minimizing the time needed by staff to register a new account. 11. Four sessions of Sewing Basics for a Cause were held in February, two on Wednesday evenings and two on Friday afternoons. These classes are for beginning teen and adult sewers who have little to no experience with a sewing machine. In the class, students learn the parts of a machine and its operation. They practice different types of stitches and sewing things together as quilts are created to donate to the Trauma Intervention Program (TIP), a volunteer group that partners with first responders in North County. It is an informal class that has a brief period of instruction and then is largely facilitated hands-on practice. All materials are provided, including machines. 12. Carlsbad History staff responded to a request from the city regarding the naming of Carlsbad Boulevard. The answer was featured in the February presentation on "Highway 101: Past, Present and Future" held in the Schulman Auditorium at Dove. The presentation incorporated photographs from the Carlsbad History collection. Additional images were enlarged and displayed in an on-site exhibit. The presentation was well- attended, and facilitator Peder Norby generously acknowledged that assistance of staff in providing key materials. The event highlighted the value of archives, the power of digitization in sharing information, and an illustration of how a community's past dynamically shapes its present. Learning Center ... 13. The Early Childhood Literacy program is now supporting 12 active learner/volunteer pairs in assisting early elementary student's progress in their reading and literacy goals. 14. A group of 30 children and adults discovered the "universal rhythm" on Feb. 23 during a dynamic and interactive drum circle led by musician Chazz Ross using 20 African Djembe drums. 15. AARP's free tax assistance program at the Learning Center is being offered Feb. 1 through April 12. This year, three volunteer preparers are available in addition to a Spanish-speaking greeter. This service has been very popular with most all of the appointment slots being filled each week. 16. The Writer to Writer Challenge awards brunch was held on Feb. 25 at the Radisson in Newport Beach. This is annual writing contest for adult learners enrolled in library literacy programs in Southern California featured 85 entries; seven from Carlsbad. More than 100 learners, tutors, library staff, and guests attended the event at which California State Librarian Greg Lucas served as the keynote speaker. Community Outreach Supervisor Carrie Scott chaired the event. Carlsbad learner Nyla H. was one of 12 award recipients earning a runner-up award in the beginning writer category for her letter to the author William Kowalski. 2 Monthly Library Reports for February 2017 Outreach and Community Connections ... 17. Four classes of gth and 11th graders from The Grauer School visited the library with their teachers on four different dates in February. Librarians Darin Williamson and Maile McKean presented tours of the library and introduced the students to online resources specific to their needs such as College Source, Lynda, and Student Resources in Context. 18. Library Assistant Mayra Turchiano attended the MAAC Project Head Start meeting at the Laurel Tree Apartments on Feb. 8. Mayra shared information about the Learning Center's ESL classes, the AARP tax assistance program, children's programs and the Carlsbad Reads Together events. 19. Community Outreach Supervisor Lizeth Simonson attended the Y.E.S. (Youth Enrichment Services) meeting at the Harding Community Center on Feb. 16. Chuck Matthews, director of the North Coastal and North Inland Health and Human Services Agency, reviewed services the agency provides, including a broad range of health and social services which promote wellness, self-sufficiency and a better quality of life. 20. Children's Librarian Julie Conklin attended the regular monthly meeting of the Carlsbad Chamber of Commerce Education Committee on Feb. 22. The principal at Jefferson Elementary showcased the Motion Program, their daily, school-wide exercise program. Committee members also discussed two articles about STEM education: "Behind America's Decline in Math, Science and Technology" and 'Why America's Obsession with STEM is Dangerous." 21. A staff outreach team visited La Posada de Guadalupe on Feb. 13. New data field/State Library required -Technical Assistance data is a subset of reference questions. Systemwide ... Monthly LIBRARY Reports for MARCH 2017 ITEM #4 1. Staff participated in several professional conferences during March. Senior Business Systems Specialist Devin Castel attended the 2017 CENIC Annual Conference held in La Jolla, where he gained insights on how institutions are taking advantage of high speed patron internet connectivity not only for content . consumption but also for co llaboration and distribution of locally created digital content. Library Assistant Fred Vrabel attended the National Science Teachers Association annual conference in Los Angeles on March 30, where educators gathered to build their science teaching skills and share programming ideas. Library Assistant Mayra Turchiano and Community Outreach Supervisor Lizeth Simonson attended the Seguimos Creando Enlaces conference where library leaders presented on topics such as bilingual outreach, resources for immigrants and using social media to engage with library users. Technology Librarian Andrea Hilliard attended the Computers in Libraries conference in Washington, D.C. from March 27 to 30. Two workshops, Outcome Measures: Evaluate and Do and Innovation for Significant Results, as well as several breakout sessions, will enable her to develop and evaluate programming, especially in the Exploration HUB. 2. Senior Business Systems Specialist Devin Castel served as project lead for upgrading the Library's on line catalog system (Enterprise) and associated web services platform that allows the catalog to pull book jacket images, reviews, and other content from third-party vendors. Staff across multiple divisions played a role in testing the new capabilities and identifying issues for resolution. The new version provides improved eBook and eAudiobook integration and simplifies the process for receiving and processing patron material purchase requests. In addition, the upgrade lays the foundation to offer new services such as mobile circulation and patron registration, in support of the Library's outreach efforts. 3. The Library's Computer, Print and Copy Management Procurement team advanced the Library's efforts to replace its current patron print, copy, and PC reservation solutions. On-site demonstrations from the two vendors being considered took place March 28 and 30 at the Dove Library and Library Learning Center and included presentations about the proposed solutions with details on enhanced payment options, wireless printing capabilities, and new scanning and printing features. A wider group of staff attended overview presentations, test-drove the equipment, and provided feedback to the Procurement team. Next steps in the project include the crafting and submission of vendor follow-up questions and contacting additional customer references. It is anticipated that the new solution will be deployed in August 2017 at all three Library locations. CCL, Dove Lane ... 4. On March 3, Library staff worked with a local Girl Scout Cadette troop to help them achieve their Book Artist Cadette badge. Library Technician Therese Robbins demonstrated book repair techniques and the girls were able to try out the technique. Afterward, Senior Librarian Barbara Chung toured participants through the Children's Library. 5. A Grow You r Garden at the Library Succulent Swap was held on March 25. This program, for all ages, was hosted by Lead Librarian Darin Williamson and Reference Librarian Monica Nelson. Seventy people attended and created beautiful succulent arrangements using donated cuttings and containers. 1 Monthly Library Reports for March 2017 6. On March 23 a Teen Open Mic Night was held in the Dove Library Courtyard. Two students, who participated in the Library's Teen Ukulele Classes, performed for an audience of 15. 7. Over the weekend of March 18, the Carlsbad City Library hosted two world-renowned authors in the Ruby G. Schulman Auditorium as part of the Author Talk series. Christina Baker Kline, known for her bestselling title Orphan Train, presented on Saturday, March 18 and discussed the research that went into her latest work, A Piece of the World -a historical fiction novel about the relationship between the artist and subject of Andrew Wyeth's famous painting, Christina's World. On Sunday, March 19, German author Bernhard Schlink, best known for his internationally bestselling novel The Reader, spoke about his latest work The Woman on Stairs -a thriller novel about love and finding a lost painting. Those who attended not only enjoyed rich visual lectures at each event but also had the chance to engage in questions with each author through lively question and answer sessions as well as book signings. Georgina Cole ... 8. On Saturday, March 4 the Library kicked off its Spring Concert Series with an event featuring improvisational pianist Robert Parker in the Georgina Cole Library Community Room. Nearly 100 patrons experienced a variety of spontaneous compositions performed by Parker based on well-known themes by Bach, The Beatles, Cold play and Fats Waller to name a few. The event was filmed and was reported on by North County News, a Palomar College media program. 9. The Georgina Cole Library hosted two "Library Got Game" programs on Saturday, March 6 and Monday, March 27. Six people attended the Saturday afternoon program and 10 people attended the Monday evening one. The programs continue to attracted patrons from a wide range of ages and demographics. 10. An updated Memorandum of Understanding (MOU) between the City of Carlsbad and the North San Diego County Genealogical Society was signed by the City and put into effect. The MOU reiterates the parties' continuing commitment to support genealogical research through free programs and a strong collection of genealogical books, periodicals and related research materials. Learning Center ... 11. Carlsbad City Library reached a notable milestone with it first Career Online High School graduate. The student completed the coursework well ahead of schedule, and plans are underway for a graduation ceremony. Five other students are in various stages of their coursework ranging from 10 percent to 70 percent complete. 12. The Adult Learner Leadership Institute (ALLI) took place at the Dove Library March 10 to 12. Sponsored by the California State Library, the institute is an annual event with the goal of developing a cadre of adult learner leaders who can advocate for adult literacy and library literacy programs. This year, 15 adult learners representing six libraries participated. Four of the learners were from Carlsbad. Literacy Services' staff provided support for the program. 13. Science made its mark on the Learning Center with two kid-oriented programs. On March 15, a group of 20 children and parents attended a S.T.E.A.M. (Sciences, Technology, Engineering, Arts, and Mathematics) program where they learned the environmental consequences when trash and other 2 Monthly Library Reports for March 2017 materials are washed down storm drains. Library Assistant Fred Vrabel partnered with Public Works Environmental Specialist Hallie Thompson to present this program. On March 24 the Learning Center presented a teen program "Slime: Make it@ Your Library". The idea for this program was proposed by one regular teen patron. An educational component -a short video on Newtonian and non-Newtonian liquids -was followed by a fun, interactive quiz using the Create Ka hoot website and the teens' smartphones. Nine teens participated. 14. Dancers in authentic Irish costumes delighted 21 attendees with a March 16 performance of traditional Irish step dances, with a brief explanation before each dance. Outreach and Comml:lnity Connections ... 15. On March 7, Children's Senior Librarian Barbara Chung and Community Arts Coordinator Tonya Rodzach attended the Encinitas Union School District's Community Partners Symposium. In addition to highlighting various programs at the district's elementary schools, attendees were invited to explore ways in which various other agencies, including the City of Carlsbad, can partner with the Encinitas Union School District. 16. Senior Librarian Sarah Dana, Library Technician Ann Montgomery and Library Clerk Barbara Murray delivered the first of two programs to La Costa Glen residents in early March. The presentation provided an overview of Library services and information on the genealogy programs. Presenters also emphasized the fact that the programs are free to the public and do not require membership in the North San Diego County Genealogical Society. Twenty-five residents attended, and 16 library cards were issued. 17. Genealogy & Carlsbad History and Children's staff paired up to provide library tours and fun facts to Magnolia Elementary School third grade students as part of their City Stuff tour. On March 30, Library Assistant Kylee Seal and Librarian Amy Davis conducted the tour and presented interesting facts about Carlsbad history which included a story about John Frazier, a key figure in the founding of Carlsbad . On March 31, Librarians Missy Shaw and Jennifer Snapp-Cook toured 24 students and read a letter written in 1901 to "Aunt Shipley," showing the location of Magnolia Elementary School on a Carlsbad map pre and post-1901. 18. Community Outreach Supervisor Lizeth Simonson attended the Youth Enrichment Services (Y.E.S.) meeting at the Cole Library on March 16. Jon Moffat from Cyber Education Consulting presented information on protecting and educating children and young adults in the use of social media and providing boundaries for technology use at home. 19. On March 1, Librarian Maile McKean attended a Carlsbad High School Film Academy assembly that she helped organize, featuring Lisa Comrie, who spoke to the students about her company, Loma Media, and what it is like to work in the film industry. Two hundred students attended the assembly. Maile attended three Film Academy classes (30 students each) in March, sharing techniques on locating films and placing purchase requests in the Library's online catalog, and using the Student Resources in Context database for completing homework assignments. Carlsbad Reads Together (CRT), is a month long community reading program that encourages everyone to read the same book at the same time. This year's featured title was Luis Urrea's Into the Beautiful North. PROGRAMS The month was filled with a variety of programs revolving around the themes featured in Urrea's book including five book club discussions, six film screenings, two genealogy classes on Mexican heritage, three Ballet Folklorico performances, three concerts featuring Latin and world music genres, a community service project, an Author Talk on travel, as well as a community celebration and personal visit from Mr. Urrea himself. The community service project, Carlsbad Helps Together, consisted of members of the community donating items and teens assembling care packages. Blankets, clothing and hygiene products were collected at all three libraries to benefit the homeless and those in need within the City of Carlsbad. On February 24, 19 teens and 5 adults assembled 33 hygiene kits and delivered over 100 articles of clothing, towels and blankets to La Posada Homeless Shelter and the Women's Resource Center. The Sock Guy Company also reached out to La Posada Men's Shelter with a donation of 500 pairs of socks. Our capstone event included an afternoon celebration and evening Author Talk with Luis Urrea on February 25. More than 300 people attended the community celebration held at the Dove Library which included Ballet Folklorico, Mariachi music, family history activities for kids, tin art, a craft in the Exploration HUB, bowling and street tacos served by Garcia's Mexican Restaurant. The day concluded with an engaging lecture and book signing by Mr. Urrea with 127 patrons in attendance. A total of 22 CRT related events were presented with a total of 1,501 people in attendance -an 11.8% increase in average attendance per event from the previous CRT (2015). CIRCULATION Thanks to the sponsorship of the Friends of the Carlsbad Library, the library was able to provide 80 paperback copies in English language, 10 paperbacks in Spanish language, five ebooks, five audiobook CD sets and two eAudio books of Into the Beautiful North. To better understand how we can improve the program, we are currently conducting an on line survey of the program. Sign-up sheets forth is survey were passed around at all events and digital invitations to participate were sent out via email and eNewsletters through the month of March. These responses will help us gather and understand statistics about what events patrons individually participated in, if they actually read the book, where they acquired their copy, how well our marketing methods worked, as well as what genres and titles are of interest for future community reads. California Public Library Advocates (CPLA) is an organization that seeks to strengthen California public libraries through advocacy and education. Who can Join? Library Boards/Commission and staff members, library, Friends or Foundation representatives. Membership Costs: Each year the Library & Cultural Arts department pays for the Library Board of Trustees membership. This year the CPLA fee structure changed with membership offered to Friends of the Library and Foundation board members. Library administration staff will handle all the membership paperwork. Member Benefits CPLA tracks current legislation that affects the funding and administration of local public libraries as well as best practices for Library Trustees and Commissioners, Friends Groups and Library Foundations. Even though in most if not all local jurisdictions, library services are completely discretionary, the community is very aware of the value of libraries and continues to support them.
