HomeMy WebLinkAbout2017-12-20; Library Board of Trustees; MinutesApproved : I _1 u )(,"'" ·-q -,;--/'if MEETING OF: DATE OF MEETING: PLACE OF MEETING: CALL TO ORDER: MINUTES LIBRARY BOARD OF TRUSTEES Wednesday, Dec. 20, 2017 Carlsbad City Library Board Room 1775 Dove Lane, Carlsbad, CA 92011 Chair Hu Isa rt called the meeting to order at 5:00 p.m. ROLL CALL: Present: Trustees DeForest, Hinman, Hulsart, Parsons, and Pearson Absent: none Staff Present: Heather Pizzuto, Library & Cultural Arts Director Diane Bednarski, Deputy Library Director Suzanne Smithson, Deputy Library Director Fiona Everett, Senior Management Analyst Viktor Sjoberg, Principal Librarian Debbie Jo McCool, Associate Analyst Megan Vanzandt, Senior Office Specialist APPROVAL OF MINUTES: By proper motion, the minutes of the Library Board of Trustees meeting of Aug. 16, 2017 were approved. Approved 3-0-2-0 (Trustees Hinman & Parsons abstain). By proper motion, the minutes of the Library Board of Trustees meeting of Sept. 20, 2017 were approved. Approved 3-0-2-0 (Trustees DeForest & Hinman abstain). ITEM #3 By proper motion, the minutes of the Library Board of Trustees meeting of Nov. 15, 2017 were approved. Approved 3-0-2-0 (Trustees Hinman & Pearson abstain). PUBLIC COMMENTS: None. 2018 LIBRARY BOARD OF TRUSTEES MEETING SCHEDULE: The Board discussed the 2018 Library Board of Trustees meeting schedule and agreed to change the start time of the meetings from 4 p.m. to 5 p.m. and to change the date of two of the regularly scheduled meetings to promote optimal attendance. Two special meetings will be announced in 2018. Chair Hulsart pointed out that the Board is asking staff to extend their standard workday by delaying the meeting start time to 5 p.m. Page 2 of 3 Library Board of Trustees Minutes of the Dec. 20, 2017 Meeting STATE STREET FARMERS' MARKET LETTER OF SUPPORT: By proper motion, the State Street Farmers' Market letter of support was approved. Approved 5-0-0-0. DIRECTOR'S REPORT: Director Pizzuto briefed the Board on the following items: Lilac Fire Emergency Support - A total of seven Library & Cultural Arts staff served in the City Emergency Operations Center (EOC} and worked alongside Parks & Recreation Department staff assisting at the Stagecoach Community Park shelter, providing 24/7 support for a two day period. Personnel - An additional candidate was interviewed this week for the Senior Program Manager position. The Reference Senior Librarian recruitment closes on Jan. 9, 2018 with the oral board interviews tentatively scheduled for Jan. 25. Cafe RFP - Two proposals were received last week and are currently being reviewed by staff. Projects and issues - The West Patio fireplace screen will be replaced on Dec. 26, along with a few small adjustments following that; the fireplace is expected to be available for use by the first of the year. The Cole Library fire alarm panel has been replaced. Biennial Survey - The Carlsbad Library & Cultural Arts Biennial Customer Survey results are being analyzed with focus groups scheduled for January 2018; results of the survey are anticipated in time for the March Library Board meeting. Programs - Daniel Pink has been selected as the 2018 Carlsbad Reads Together author; marketing materials are being released. The author will be featured Feb. 11 in the Ruby G. Schulman Auditorium. The Georgina Cole Library 50th anniversary celebration events are complete and were well received and attended, including the Clay Colton concert and the Dr. Richard Leeder lecture. Library Board Room - Presentation technology and room layout of the Library Board Room is being evaluated to improve the experience of Library Board and other meetings held there, and ensure public meeting laws and practices are followed; the layout of presenters and public seating will change, and presentation technology enhancements are being explored. Page 3 of 3 Library Board of Trustees Minutes of the Dec. 20, 2017 Meeting Budget preparation - The city's FY 2018-19 budget kickoff meeting will be held on Jan. 16; preliminary information regarding the budget will be presented to the Board at the next meeting. Staff availability during the holidays - Many staff will be out of the office next week; Deputy Library Director Diane Bednarski will serve as the Acting Director while Director Pizzuto is out ofthe office. Trustee Hinman asked if staff receives special training in regards to working at an emergency shelter. Staff explained that all city staff is required to attend basic disaster training, with additional training for those assigned specific roles. Trustee Parsons added that the Community Emergency Response Team (CERT), comprised of volunteers reporting to the Emergency Preparedness Coordinator, is responsible for helping set up the shelter(s) with cots, blankets, water, etc. and taking the shelter down when it closes. FOUNDATION REPORT: Representative Hulsart reported that the Foundation's Holiday Party would be rescheduled since it had been canceled due to the Lilac fire. FRIENDS OF THE LIBRARY REPORT: Representative Hulsart reported that the Holiday Boutique netted just under $7,000; the funds will go toward the Summer Reading Program. NSDC GENEALOGICAL SOCIETY REPORT: Senior Office Specialist Megan Vanzandt reported on behalf of Board Liaison Cindy Goodger, summarizing recent and upcoming programs and events. Membership was reported at 368 members currently. LIBRARY BOARD COMMENTS/ANNOUNCEMENTS: Chair Hulsart commented that it is good to have the whole Board together.
