APPROVAL OF MINUTES:
By proper motion, the minutes of the Library Board of Trustees meeting of
Dec. 20, 2017 were approved. Approved 4-0-0-1 (Trustee Parsons absent)
PUBLIC COMMENTS:
None.
MONTHLY LIBRARY REPORTS:
The Board received the monthly library reports for November and December 2017. Chair
Hulsart commented positively on the "Books to Go" mobile book bike getting out into the
community.
FY 2018-19 BUDGET POLICIES AND TIMELINES:
Associate Analyst Debbie Jo McCool provided information on the FY 2018-19 city budget
policies and timelines. A city budget kick-off meeting was held on Jan. 16 with a presentation
from Administrative Services Director Chuck McBride on the city's budget process in
preparation for the FY 2018-19 budget. The city's financial position was reported as strong, and
an increase of 2.5 percent is factored into budget planning for maintenance and operations.
Budget submittals are due to the Finance department by March 2 with an executive review to
follow and City Council approval scheduled for June 12. The library's proposed budget will be
presented at the April meeting for the Board's concurrence.

SEMI-ANNUAL LIBRARY DONATION REPORT:
Director Heather Pizzuto briefed the Board on the Semi-annual Library Donation Report for the
period of July to December 2017 that provided a better reflection of normal donation activity
for a six-month period, since the 2016 year donation activity report included funds received in
support of the library renovations.
In response to questions from the Board, it was explained that a vast majority of financial
donations are dedicated toward purchasing library materials, however if a donor requests that
a contribution be used for a specific purpose, the Director or Deputy Director will have a
conversation with the donor to ensure that the funds can be used as specified by the donor.
The library does not actively solicit donations as this is the mission of the non-profit
organizations that support the programs c:1nd services of the library. Additionally, the library
receives thousands of book donations as well as other items on occasion which are placed into
service if an appropriate use for the item is determined.
DIRECTOR'S REPORT:
Director Pizzuto briefed the Board on the following items:
Personnel -
Interviews will take place on Jan. 25 for the Reference Senior Librarian position.
The city hired a new Chief Operations Officer, Scott Chadwick, arriving sometime in
February 2018.
Deputy Library Director Diane Bednarski and Senior Management Analyst Fiona Everett are
on vacation this week.
Cafe RFP -
Two proposals were received, and staff is preparing to return to City Council, tentatively
scheduled Feb. 13, for approval to enter into negotiations with the strongest proposer.
Projects -
Focus groups were held yesterday to provide further input that will be used along with the
Biennial Customer Survey to report on Library & Cultural Arts services; BW Research
Partnership will prepare a report to be presented at an upcoming Board meeting.
Disaster preparedness: Following the Lilac Fire, the staff has debriefed on this event. Senior
Management Analyst Fiona Everett is the department's representative and is participating
in updating notification systems for staff who need to serve at city shelters. Required
training for disaster worker positions is being planned.
Programs and Upcoming events -
The Sewing for a Cause program was highlighted, and Lead Librarian Jennifer Johnson was
interviewed Jan. 11 on Channel 8's morning news program. This program is offered to
beginner and intermediate level teen and adult learners who are taught how to use a
sewing machine, practice different types of stitches and create quilts to donate to the

Trauma Intervention Program (TIP), a volunteer group that partners with first responders in
North County.
Marketing is in full swing for Carlsbad Reads Together 2018 featuring Author Daniel Pink;
the Board may request tickets be held for the Feb. 11 author presentation.
There will be a City Council Special Meeting on Thursday, Feb. 1 where ordinances from
Chapter two of the municipal code, addressing Boards and Commissions, will be discussed .
FOUNDATION REPORT:
Representative Hulsart reported that the Foundation's Holiday Party is rescheduled for April 3
and the Foundation's 3rd Night at the Library Gala is scheduled for Sept. 15, 2018.
FRIENDS OF THE LIBRARY REPORT:
Representative Hulsart reported that the Holiday Boutique was less successful than it has been
in past years. Beginning next month, the Friends will offer patrons an opportunity to shop new
and like-new books throughout the year from a newly created boutique section in the Friend's
bookstore. Also, the Friends voted to provide the library with additional funds to live stream
the Carlsbad Reads Together author talk event on Feb. 11 from the Ruby G. Schulman
Auditorium to other library meeting rooms.
NSDC GENEALOGICAL SOCIETY REPORT:
Board Liaison Cindy Goodger, summarizing recent and upcoming programs and events.
Membership was reported at 364 members currently.
LIBRARY BOARD COMMENTS/ANNOUNCEMENTS:
Trustee Hinman reported hearing from several members of the public that they love the Dove
library, and this is very affirming to her.
Trustee DeForest advised that the Bill Goodwin "Internet of Things" lecture will be held
tomorrow at the Senior Center from 1:30 p.m. to 3 p.m.

ITEM #5
1. November presented numerous statewide, regional and local learning opportunities for staff:
• California Library Association conference, Riverside: nine staff members attended this annual
statewide conference with the theme "New Worlds Emerge." The conference featured over 100
programs, pre-conferences and featured speakers on current and emerging trends in library
services. Programs and sessions attended by staff covered data collection and outcomes
measurement, innovative programming ideas for children, teens and adults, technology trends
in libraries and more. Staff also used this opportunity to network and build relationships with
library staff across the state. Information learned and gathered from the conference was shared
with other staff at Brown Bag sessions which are organized by the department's Training
Coordinator Emily Bruce, held Nov. 16 and Nov. 30.
• An additional Brown Bag session was held Nov. 21 to share information from the recently
attended Internet Librarian conference in Monterey, CA, and Carlsbad Academy training sessions
on interview skills, communication and the use of Myers Briggs Type Indicators.
• Literacy Services staff Dawn Ulloa, Donna Olaguer and Marin Fantino attended the lrlen
Certification training in Lakewood, CA on Nov. 2 to 3. As certified lrlen screeners, they will assess
learners for symptoms of light sensitivity that may affect their reading comfort and accuracy.
• Staff participated in a disaster simulation conducted Nov. 16 in the city's Emergency Operations
Center (EOC}.
2. The annual ln-N-Out Burger Cover-to-Cover Club reading incentive program ended on Nov. 18.
Children between the ages of 4 and 12 who read five titles earned a certificate good toward a free
cheeseburger or hamburger from ln-N-Out Burger. Children were able to read and earn more
certificates for a total of 15 books and three certificates. More than 1,000 children participated
system wide.
CCL, Dove Lane ...
3. The Dove Library first floor Help Desk was relocated closer to the self-check machines on
Nov. 30. This move continues efforts to position staff where patrons may need extra assistance,
providing more visible customer service and immediate help. Circulation staff will continue to roam
in the self-check area to provide a one-stop location for assistance with both information and
checkout needs. The success of this layout change in meeting the goal of improved service will
continue to be monitored.
4. Nationally published travel photographer and filmmaker, Brent Winebrenner, showcased his latest
film, Guatemala: The Land of the Maya on Saturday, Nov. 18 at the Schulman Auditorium to a full
house. The travelogue celebrates both the ancient and contemporary Mayan people by
documenting modern adaptations of traditional practices, exploring fabled places, and examining
the historical tension between Mayan customs and Spanish imperialism. The audience applauded

Director Winebrenner's ability to weave the complex history of colonialism and personal stories of
Guatemalans' current social and economic practices. Director Winebrenner shared relevant and
practical travel advice that moved the audience to visit Guatemala.
5. Children's Services' traditional Thanksgiving Family Fun program, held Nov. 22, attracted its usual
large crowd with 178 children and adults attending. The program featured stories, song and dance,
coloring and a turkey craft.
Georgina Cole ...
6. Cole Library's SOth-anniversary celebration launched in November with special exhibits in the Cole
Community Room and a display case featuring archival documents, photographs and ephemera
focused on the opening of the library. Facebook and Twitter posts highlighting milestones in the
library's history and displaying images of library patrons over the years were enjoyed by social media
users. The North San Diego County Genealogical Society's (NSDCGS) Focus On series tied into the
anniversary celebrations. The Nov. 7, 21 and 28 sessions covered digitizing photographs, slides, and
negatives, as well as using fashions to date photographs.
7. A kick-off planning meeting was held Nov. 21 with representatives of Beanstack, the library's new
online reading program solution, which will be ready to use by February 2018.
8. The NSDCGS DNA meeting continued to attract large audiences at its Nov. 18 event, where Kathy
Johnston spoke about using DNA to build pedigrees.
9. Staff workroom lighting fixtures were rerouted to different light switches, enabling staff in various
divisions to adjust their lights from regular office brightness to dimmer lighting as needed to
accommodate staff preferences in this large shared work area.
Learning Center ...
10. To celebrate Native American Heritage Month, the Learning Center presented a viewing of the film
Smoke Signals to a group of 13 teens. This film is one of the few feature films to be written, directed,
and co-produced by American Indians.
11. The Healthy Mind-Healthy Body program was attended by 17 children and adults. The audience
learned about how small changes in one's day can improve health, and how to make healthy and
tasty snacks.
12. A new laser projector was installed in Room 14 providing higher brightness and contrast in addition
to more accurate color representation. The projector was funded through the city's IT replacement
fund.

Outreach and Community Connections ...
13. Over the past year, Library & Cultural Arts staff have actively participated in the city's Homeless
Response Team and contributed to the development of a multi-city department, multi-agency and
service organization effort to produce an individualized case management system in which the
homeless will be evaluated where they are physically located within the community. Implementation
of this plan, which was accepted by the City Council in late October, has commenced. Circulation
Lead Librarian Jenn Johnson is the department's key representative, and Training Coordinator Emily
Bruce is assisting with information and resources for staff training on working with individuals
experiencing homelessness.
14. In November, the Sewing for a Cause class, led by Circulation Supervisor Jenn Johnson, presented
eight finished quilts to a representative from the Trauma Intervention Program (TIP). A
representative from TIP explained how it responds to individuals in traumatic situations.
15. The Business Systems team hosted the city's monthly technology luncheon. Technologists from
different city departments attended. The luncheon included a tour provided by Sr. Business Systems
Specialist Devin Castel and an overview of the Exploration HUB by Technology Librarian Andrea
Hilliard. The purpose of the event is to provide an opportunity for technology staff to learn about
other departments in the City of Carlsbad.
16. Bilingual Services Coordinator Lizeth Simonson attended the MAAC Head Start Parents meeting.
Participants received information on children and teen services, homework assistance, the Adult
Literacy Program, Career Online High School, and English as a Second Language classes. Event
calendars, informational brochures, and flyers were distributed to attendees.
17. Staff attended two events featuring presentations by the Carlsbad Unified School District (CUSD): the
State of the District meeting on Nov. 28; and the monthly Youth Enrichment Services Committee
(YES) meeting. Both events presented opportunities for staff to understand district priorities an.d to
explore shared goals. Superintendent Dr. Benjamin Churchill and other staff provided information
on the direction CUSD is planning to follow for the coming years, as well as special initiatives such as
addressing mental health issues in the schools, creating more flexible spaces to empower learning
experience and problem-solving, and partners such as the San Diego County College and Career
Readiness Consortium which is seeking help from the business, civic and non-profit communities to
provide students with real-world experience through Work-based Learning Experiences.
18. On Nov. 17, Cole Children's Library Assistant Kylee Seal provided three tours to Magnolia Elementary
School third graders as part of the CityStuff Carlsbad program. This program introduces third-grade
students to local government and how it works. Each class of 30 to 35 students enjoyed the behind-
the-scenes look at the library as well as a brief Carlsbad history lecture from Librarians Amy Davis
and Jennifer Snapp-Cook from the Genealogy and Carlsbad History division.
19. Genealogy staff and Carlsbad History staff hosted eight Girl Scouts (third through fifth grade) and
their parents on Nov. 16 to support their attainment of a Girl Scout Family History badge.

1. Library & Cultural Arts staff supported city efforts related to the Lilac Fire on Dec. 7 to 9.
Staff supported shelters, the Emergency Operations Center, and displaced community
members. During this time library services were uninterrupted, even while many staff
members attended to their own homes and families and were evacuated.
2. Staff was presented with several training opportunities in December:
• A review and sharing Brown Bag session was held on Dec. 5 with those who attended
the November California Library Association Annual Conference.
• The city's Human Resources department presented supervisors with
Accommodations Training sessions including the topics of worksite accommodations,
Family Medical Leave Act (FMLA), workers' comp issues, medical leave, return-to-
work, Employee Assistance Program (EAP), physical requirements, etc. These topics
address maintaining a safe and healthy workplace and workforce.
• Several staff attended training offering an introduction to Libby, OverDrive's new app
for eBooks and eAudiobooks. These small-group hands-on sessions will continue into
the new year, so more staff are prepared to assist patrons in using the new user-
friendly interface.
3. The Carlsbad Reads Together team finalized events, activities and worked on the resource
guide in preparation for a post-holiday publicity launch for the Daniel Pink event in February
2018.
4. Children's regular programs were on hiatus from Dec. 25 through Jan. 7 for the winter
holidays. This hiatus follows the Carlsbad Unified School District (CUSD) winter vacation
schedule. CUSD usually takes the last two weeks in December off for their winter break, so
the split between December and January was an adjustment for staff planning and this may
impact program statistics.
CCL, Dove Lane ...
5. To launch the holiday season, the Children's Division presented crowd favorite John
Abrams' Holiday Magic Show the evening of Dec. 5. John's fantastical presentation included
magic, sharing of his animals (and the opportunity for many audience members to get "up
close and personal" with some) and promotion of the library's collections and programs.
Family holiday fun was also had at the Terrific Tuesday program on Dec. 12 with almost 70
participants decorating and eating holiday cookies. For a few special programs during the

holiday break, Dove welcomed pajama-decked families for a Family Bedtime Storytime on
Dec. 26 and the regular LEGO Builders' Club on Dec. 28.
6. Regular adult and teen programs, book clubs and movie nights continued to be held in
December with strong attendance. The Exploration HUB hosted 37 workshop sessions in
December.
Georgina Cole ...
7. The Georgina Cole Library continued and concluded the celebration of the building's soth
Anniversary. The Cole Library opened to the public on Nov. 29, 1967, with a grand opening
celebration on Dec. 10, 1967. Events in December included a movie night showing 1967's
Guess Who's Coming to Dinner on Dec. 4. A children's program on Dec . 7 celebrated the
spirit of the sixties by learning what life was like for children back in 1967. Forty participants
created a kindness rock to help spread love, peace, and kindness in the community. The
final event of the five-week series was a concert and historical montage slide show by the
Clay Colton Duo. The event was attended by close to 100 music and library fans. The doors
to the Cole Community Room remained open to the Saturday afternoon library-goers with ,I
no complaints about the 60s-era music wafting into the book area. There were celebratory
soth_anniversary cupcakes for all library visitors with the refreshment tables hosted by the
Friends of the Library. The Carlsbad History Collection supplied the historical photos and
descriptive captions to the musicians who incorporated them nicely into their set.
8. The Cole Library hosted the third in its eight-part Year of Compassion series, Loving
Kindness for Oneself, on Thursday, Dec. 7. Dr. Erik Conklin presented to 18 people on the
evening of the Lilac Fire. Participants learned to turn inwards to understand how practicing
loving kindness for ou rselves can be beneficial. Breathwork, visualizations and discussion
were part of the class.
9. On Thursday, Dec. 14, "A Visit with Santa" was held in lieu of regular preschool storytimes.
Families brought their cameras to capture the special occasion. Santa and Mrs. Claus spread
good cheer to 127 attendees and presented a copy of The Night Before Christmas to the
children who visited with them.
10. In late December, staff received notification that the library's application to California
Revealed Digitization Program was approved. The program is an initiative to help
California's public libraries digitize, preserve and provide free online access to materials
documenting the history and heritage of California. The Library submitted a nomination for
the digitization of scrapbooks, drawings and prints located in the Miles E. Rost Papers. Rost
was a prolific artist that spent over half his life in California and a prominent member of the
arts community in San Diego County. He operated a studio at his home in Carlsbad and was
a founding member of the Carlsbad-Oceanside Art League. This current award will support
the digitization of 150 original pieces of artwork, a draft manuscript and two scrapbooks

located in the Miles E. Rost Papers. The bulk of the collection documents his work for his
publication, A Portfolio of Fish. Staff hopes that the digitized materials might be used in an
educational partnership with local schools. As the artwork is all oversized and the
scrapbooks are bound, the library would be unable to digitize the collection with its current
equipment.
11. The Sewing for a Cause program met twice in December and one of the long-term
participants, a developmentally delayed adult male, came in to show· us his new Singer
sewing machine that he received for Christmas.
Learning Center ...
12. At the Dec. 5 City Council meeting, Council Member Mark Packard presented Wendy Hoch-
Estelle with a proclamation, on behalf of the Mayor, recognizing her achievement as the
first graduate of the Career Online High School (COHS) program. A video of Wendy's
achievement is being created to promote the program. During December a second grad.uate
completed the Career Online High School program. Three additional students were
awarded COHS scholarships in December, bringing the number of awarded scholarships to
11 with seven available (18 total). Unfortunately, one scholarship was returned to the
library since a student was not able to complete two courses within 30 days. A MARC
record, to provide further visibility for the program, was added to the library catalog by the
Collections & Technical Services Division allowing patrons to discover the COHS program
while searching the catalog.
13. The music of K. Emeline was enjoyed by 38 adults and children during the Annual Holiday
Concert at the Learning Center on Dec. 7. K. Emeline pleased the audience with her soulful
voice and upbeat energy.
14. Santa Claus visited the Learning Center on Dec. 15, and 68 adults and children of all ages
listened to holiday stories and had their photos taken with Santa.
15. The library's partnership with MiraCosta College for English as a Second Language courses
concluded for the semester. The spring semester starts Jan. 22 with two sessions of
Beginning Reading and Writing, two sessions of Intermediate Conversation, and two
sessions of Digital Literacy and ESL.
Outreach and Community Connections ...
16. Staff from Bilingual Services and Reference participated in the Holiday Tree Lighting event
at the Village Faire Shopping Center on Sunday, Dec. 3. Almost 200 community members
enjoyed listening to Christmas stories and making holiday crafts at the library area. Children
were able to choose a free book donated by the Friends of the Carlsbad Library.

17. After receiving training sessions in November, staff was able to ride the new BooksToGo
book bike to the tree lighting ceremony and then rode it in the Santa bike parade with San
Diego Bike Coalition. This was the book bike's inaugural public event. They gave away
paperback books as well as calendars and fliers of library events and services. Community
members were thrilled to see the bike and asked a lot of questions about library services.
Staff spoke with approximately 80 people about the book bike and the library. The book
bike team is now working with Collections and Technical Services and Circulation on how
to catalog and record items that are taken out of the building for outreach programs.
18. Senior Librarian for Children's Services Barbara Chung presented a special holiday storytime
program at the Omni La Costa Resort & Spa on Dec. 9. The families that attended are
members of the resort, and the 17 children and adults enjoyed stories about December
holidays.
19. Dove Children's staff hosted and toured six La Costa Meadows first grade classes during
December, which amounted to more than 180 children and adults. The groups enjoyed
storytime programs and an introduction to library services.
20. Collections & Technical Services (C& TS) cataloging librarians hosted their counterparts from
San Diego County Library on Dec. 14 for a productive and full three-hour discussion of
processes and services in the C&TS division.
