Approved 3-0-1-1 (Trustee Pearson abstain and Trustee Parsons absent) PUBLIC COMMENTS: None. MONTHLY LIBRARY REPORTS: The board received the monthly library report for March 2019. WORK PLAN AND REVIEW OF CMC CHAPTERS 2.16 AND 3.24: By proper motion, the board approved submitting the draft Library Board of Trustees work plan for FY 2019-20 to City Council for consideration. Approved 4-0-0-1 (Trustee Parsons absent) The board reviewed prior recommended edits to sections of the Carlsbad Municipal Code related to the role of the Library Board with Assistant City Attorney Walter Chung. Assistant City Attorney Chung advised that the changes recommended by the board will be considered as part of the Municipal Code update anticipated to resume in FY 2019-20 once additional attorney resources are secured, unless the board expressed urgency to modify the ordinance sooner. The board took no additional action. Page 2 of 2 Library Board of Trustees Minutes of the April 24, 2019 Meeting FALKENSTEIN ESTATE GIFT: The board received information from Assistant City Attorney Walter Chung regarding potential uses of the Falkenstein Estate gift funds, and discussed several options. FY 2019-20 BUDGET OVERVIEW: Senior Management Analyst Fiona Everett and Associate Analyst Debbie Jo McCool provided the board with an overview of the budget timeline, the new budget process, the FY 2019-20 Library & Cultural Arts Department budget submittal, supplemental budget requests and upcoming public budget meeting dates, along with responding to questions from the board. By proper motion, the board concurred with the Library & Cultural Arts budget submittal for FY 2019-20. Approved 4-0-0-1 (Trustee Parsons absent) DIRECTOR'S REPORT: Senior Management Analyst Everett briefed the board regarding progress on the cafe and Director Pizzuto announced that Deputy Director Suzanne Smithson was representing Carlsbad City Library at the State Library Director's Forum in Sacramento. She also offered a future presentation to the Library Board by Carlsbad's Chief Innovation Officer David Graham and reminded the board of the upcoming Career Online High School graduation. FOUNDATION REPORT: Representative Larson advised of outreach occurring to gain sponsorships for the upcoming Sept. 21 "Night at the Library" gala, and provided details about the Spring Social event on May 10. FRIENDS OF THE LIBRARY REPORT: Representative Hulsart advised the next meeting will be in May. NORTH SAN DIEGO COUNTY GENEALOGICAL SOCIETY REPORT: Board Liaison Sue Madsen summarized recent and upcoming programs and events. Monthly LIBRARY Report for March 2019 ITEM #5 1. Throughout the month of March, the Library & Cultural Arts Department hosted Carlsbad Reads Together, its annual community reading program. In honor of the 200th anniversary of Mary Shelley's classic Frankenstein, the library hosted two visits from Carlsbad author Kiersten White to discuss and sign her book The Dark Descent of Elizabeth Frankenstein. In addition, the library presented movies, genealogy programs, Exploration HUB classes and youth events, all with a Frankenstein theme. Hundreds of community members came together throughout the month to share ideas on the topics presented in the title Frankenstein as well as Kiersten White's reimagining of Frankenstein. 2. On March 28, 22 staff members who serve as leaders of Library & Cultural Arts programs and services participated in an all-day workshop hosted by The Centre for Organization Effectiveness. This session was the second day of a two-day workshop and focused on attendees' results from a self-assessment called StrengthsFinder, which uses a strengths-based approach to leverage individual and team strengths to promote staff development. All Library & Cultural Arts staff will be invited to complete the StrenthsFinder assessment in the coming months and attend workshops to learn more about their results. The workshops are part of the Library & Cultural Arts Department's ongoing work in talent management and succession planning. 3. Three Carlsbad City Library staff members attended the annual Seguimos Creando Enlaces conference which was held in San Diego on March 14 and in Tijuana, Mexico on March 15. Crean do En laces is a bi-national effort that brings together library staff from the U.S. and Mexico, including the 203 library professionals who attended the conference. This year's theme was "Librarians as Educators -Impacting the Underserved" and focused on supporting the educational goals of binational, immigrant and refugee communities; connecting multi-language library users to community services; and inclusive approaches to reaching underserved communities. Bilingual Services Library Assistant Mayra Turchiano served on the committee that planned and organized the conference. 4. Senior Business Systems Specialist Devin Castel participated in the Corporation for Education Network Initiatives in California (CENIC) Annual Conference which brings together research, education and technology communities that utilize the California Research and Education Network (CaLREN) for delivery of Internet services. The conference covered the impact of leveraging a highspeed network for collaborative technologies in public libraries, K-12 and academia as well as insight into the latest networking technology related to Cal REN. The conference also provided an opportunity 1 Monthly Library Report for March 2019 to visit the Qualcomm Institute to look at innovative research being accomplished by researchers using CaLREN. CCL, Dove Lane ... 5. On March 3, the library hosted an early St. Patrick's Day celebration in the Schulman Auditorium featuring San Diego musicians Finnegan Blue. Nearly 200 people attended the upbeat performance, which included a mix of Irish tunes, folk and bluegrass music. 6. More than 100 library-goers took a "Journey to Hawaii" on March 7 as bestselling author Alan Brennert shared his newest book Daughter of Moloka'i, the highly anticipated sequel to his book club favorite Moloka'i. The event was held in conjunction with the Cannon Art Gallery's exhibition Art of the Aloha Shirt, exploring the history of Hawaii's enduring fashion statement, and featured a performance by the Halau Hula 'O Pualani dancers from the Carlsbad Senior Center. 7. Dove Children's complemented the Carlsbad Reads Together Frankenstein theme with their STEAMworks programs on March 4 and 16 as well as a "Frankentoys" program where 20 attendees enjoyed creating new toys by mixing and matching old toy parts. 8. Dove Children's celebrated a milestone on March 6 when they had one of their highest levels of participation at Toddler Time -145 parents and children! 9. Dove Children's second annual celebration of Holi, the Hindu festival of Color, took place on March 19. Eighty children and adults learned about the festival in the Gowland Meeting Room and then headed to the Children's Garden, where they threw handfuls of colored cornstarch into the air and at each other. Georgina Cole ... 10. Four Genealogy presentations in March complemented the Carlsbad Reads Together program. On March 5 and 19, a total of 37 people attended the two sessions of Focus On: Finding Your "Criminal and Insane" Ancestors at the Library Learning Center. On March 16, 35 people attended a case study demonstrating how to "Harness to power of DNA to bring our ancestors back to life," presented by Julie Adamik in the Cole Community Room. Also on March 26, 50 people attended the program to hear Jamie Lee McManus' presentation on the strong women who homesteaded the west. 11. Several March programs for youth complemented the Carlsbad Reads Together theme. Two popular ones included the March 11 Tween Scene, where 21 tweens celebrated Victor Frankenstein by designing and building their own monstrous motorized brush bots and racing them on courses they designed. March 26 featured "It's Alive," and 51 patrons attended. Library staff read Robots Slither and Franky and discussed the 2 Monthly Library Report for March 2019 engineering governing axels and motion. The attendees followed in the footsteps of Victor Frankenstein by bringing their own animated automaton to life. 12. The March 14 Mindful Eating workshop led by Dr. Erik Conklin was well received by the group of nearly 40 who learned about paying attention to the body's signals, eating nutritionally healthy food and more. 13. Cole Children's celebrated "Read Across America with Shelley Moore Thomas" on March 5. The local author read her new book From Tree to Sea and put on a puppet show that was enjoyed by the excited audience of 55 patrons. She then stayed for a lively question and answer session. 14. In March, children and tweens enjoyed opportunities to meet members of the Carlsbad High School Robotics team. On March 18, tweens joined several members of the team in a demonstration of their award-winning robots. Each of the 15 tweens was invited to try their hand at controlling the robots. On March 19, the kids were challenged to engineer their own gliding robot to take home and had an opportunity to try controlling the robots. The March 19 program attracted 84 people. Learning Center ... 15. The Library Learning Center, in partnership with the nonprofit organization AARP, provided free tax assistance on Wednesdays from Feb. 6 through March 6. The service was very popular this year and processed 60 returns for community members. 16. The Spanish Book Club met on March 19 to discuss the book Frankenstein o el modern Prometeo, by Mary Shelley, as part of Carlsbad Reads Together. The participants drew parallels between Victor Frankenstein's project and the cloning and stem cell organ regeneration that we see today. The 13 attendees enjoyed the book but found the author's life even more interesting to discuss and explore further. Outreach and Community Connections ... 17. Senior Librarian Sarah Dana worked with the President of the North San Diego County Genealogical Society (NSDCGS) to transport several boxes of donated books for donation to the Paradise Genealogical Society. NSDCGS plans to donate any genealogy books that come into the library this year that duplicate current holdings or fall outside our collection scope to the Paradise Genealogy Society, which lost its entire library collection in the Camp Fire this fall. The Paradise Genealogy Society communicated it is ready to start receiving donations and the Society plans to make its first delivery in April. Teen Services Librarian Ashleigh Hvinden and Library Assistant Mayra Turchiano visited the city's Pine Avenue Community Center on March 13 to promote the Carlsbad Reads Together author talk featuring Kiersten White. Ashleigh and Mayra talked to teens about library programs, the author visit, the upcoming Summer Reading Adventure, and volunteer opportunities. They spoke to 27 teens and four staff members. 19. On March 1, Librarian Missy Shaw presented a Dr. Seuss Storytime to two groups of preschoolers totaling 50 children at the Goddard School. She read a shortened version of Green Eggs and Ham and One Fish, Two Fish, Red Fish, Blue Fish and then played interactive board games based on those titles. On March 28, Missy visited two classes of 25 first graders and a combined class of 50 kindergartners at St. Patrick Catholic School. She read three stories and presented book talks on 15 new books. 20. Library Assistant Brandon Tiongison presented a STEAM-inspired lesson on electricity, along with a paper circuit activity to 100 students at Aviara Oaks Elementary's Pi Day event on March 14. 21. On March 27, Teen Services Librarian Ashleigh Hvinden and Library Assistant Sheri Hanlon conducted a Dove Library tour for 11 MiraCosta digital photography students and one instructor. The pair assisted the individuals with the library card sign-up process, showed off the Children's Garden and gave them a detailed overview of the Exploration HUB and library resources. 22. The Books To Go book bike team made their way around town in March. On Marc·h 12, book bike staff visited the Carlsbad Senior Center and spoke with 75 seniors as they promoted services and programs. On March 21, Lead Librarian Darin Williamson and Librarian Missy Shaw teamed up to provide preschool storytimes for four classes at Pilgrim Children's Center totaling 80 children. Later, they rode the bike to present a storytime to 23 preschoolers and their teachers and parents at Parks & Recreation's Kruger House. On March 27, staff visited the State Street Farmer's Market and spoke with more than 300 people and handed out more than 50 free books. Subject to city council approval, the board of library trustees shall have the authority to purchase real property, and erect or rent and equip, such buildings or rooms as may be necessary, providing they have sufficient funds in the "library trust fund" provided for in Section 3.24.020. Library Budget Fiscal Year 2019-20 Increased access to Learning Center services Providing Saturday service hours would enable the Library Learn ing Center to sustain existing offerings at times when community members are available to use the services, while building on family literacy programming t hat would also allow t he city to leverage additional grant funding opportunities. Technology planning and support Technology is now a universal component of all service delivery efforts, and technology projects are backlogged. The depart ment needs a wholesale assessm.ent of how it identifies, prioritizes, implements, reso urces and supports tec hnology initiatives, with a strategy to meet newly emerging co mmunity needs. Commitment to training and development Working with The Centre for Orga nizatio n Effectiveness on talent development and succession planning, the department has identified investment in the t ra ining and development of its part-time workforce as vit al to both continued high quality service delivery and fostering a strong future workforce. Additionally, there is increased fund ing for conference-related travel and training for all staff. Resident/user feedback The department relies on regular community feedback to adjust and design programs and services. A biennia l survey serves as a consistent assessment tool. In add ition to t his traditional benchmarking survey effort, the department recognizes ongoing exploration of new ways to receive ongoing, continuous feedback from the community, in association with the Connected Ca rlsba d initiative. The department intends to seek opp.ortunities to be a part ofthis effort. PROPOSED SAVINGS/PROCESS IMPROVEMENTS/REVENUE ENHANCEMENTS Donated funds are being used to enhance and support Library programs and services: • St reaming video and music services • Oversized document scanner for public use supporting genealogical research and general public use • Ca ree r Online High School program scholarships to support completion of a high school diploma - local matching funds for scholarships provided by the Cal ifornia State Library • Furnishings for public areas • Consumables for technology learning ITEMS THAT MAY IMPACT FUTURE YEARS • The department is submitting a budget request for Technology Vision and Strategic Staffing Assessment. The results of this effort will likely have implications for future technology staffing and support. • The recently completed Cole Library redesign project is intended to provide a high level of service for the re mainder of its usefu l life as a library facility. Long-range planning for expanded library services in north Carlsbad beyond the next ten yea rs is expected to be examined with the larger Civic Center study currently underway. • The department will submit a recommendation to eliminate the $1 DVD insurance fee .
