QUARTERLY TECHNOLOGY REPORT AND UPDATE: Senior Business Systems Specialist Devin Castel presented to the board the quarterly technology report and update. NEW AND AMENDED POLICIES: Introduction and approval of policy Photography and Videography at Library & Cultural Arts Facilities. Motion by Trustee Hu Isa rt, seconded by DeForest, to approve the policy on Photography and Videography at Library & Cultural Arts Facilities. Motion carried, 4/0/1/0 (Parsons-Absent). Page 2 of 2 Library Board of Trustees Minutes of the Dec. 11, 2019 Meeting 2020 LIBRARY BOARD OF TRUSTEES MEETING SCHEDULE: The Library Board of Trustees received the meeting schedule for 2020. Motion by McBride, seconded by DeForest, to approve the 2020 Library Board of Trustees Meeting Schedule. Motion carried, 4/0/1/0 (Parsons- Absent). DIRECTOR'S REPORT: Director Pizzuto briefed the board on a variety of topics: update on filled and vacant positions; successful Staff Development Day; audio system upgrade in the Schulman Auditorium; consultant services for the technology vision and strategic staffing plan; update on contract ending with Kanopy and exploration of alternate streaming services; . reminder that library facilities will close early at 5:00 p.m. for Christmas and New Year's Eve and . be closed Christmas and New Year's Day; the city's budget kickoff meeting for fiscal year 20-21 to take place Jan . 9; and update on presenting the draft Library Board Workplan to the City Council. FOUNDATION REPORT: Representative McBride reviewed several Cultural Arts projects discussed at the Foundation's Nov. 19 meeting. FRIENDS OF THE LIBRARY REPORT: Representative Hu Isa rt shared that the Friends of the Library Holiday Boutique is still open for the holidays. The Friend's bookstore will be closed Dec. 21 to Jan 2. NORTH SAN DIEGO COUNTY GENEALOGICAL SOCIETY REPORT: Board Liaison Sue Madsen summarized recent and upcoming programs and events. LIBRARY BOARD COMMENTS/ANNOUNCEMENTS: None. Monthly LIBRARY Report . for October 2019 ITEM#S Library staff took advantage of professional development opportunities throughout the month of October. Six staff members attended the annual California Library Association Conference in Pasadena, Oct. 24-26, where they networked with other library staff throughout the stat e and attended panels on topics ranging from Help Your Community Heal: Plan Mental Health Programs to Higher, Further, Faster: Bring Out the Extraordinary in Your Staff. Deputy Library Director Diane Bednarski attended the Urban Libraries Council Annual Forum in Salt Lake City, Utah to engage in discussions about the impacts of artificial intelligence and the role of libraries in promoting digital literacy. In addition, Technology Librarian Joe Burch attended the Internet Librarian conference in Monterey, California to meet and network with other technology and databases librarians. The issue of privacy in an evolving world of interconnected technology was discussed throughout the conference. Locally, two events hosted by the Serra Cooperative Library System for San Diego and Imperial County libraries allowed staff to further grow. On Oct. 10, two staff members attended the 2019 Serra Adult Services' Small Wins: Big Impact! workshop at San Diego Public Library. Lead Librarian_ Darin Williamson and Librarian Madelyn Horton presented our Books To Go program to 80 engaged attendees and attended a keynote on incorporating and sustaining adult programming and services, a library director's forum and interactive information sessions. On Oct. 17, four library staff members attended the 2019 Serra Youth Development Day held at San Diego Public Library. Staff attended panels on topics such as Inclusive Spaces: Welcoming and Serving Families with Disabilities and Children's Books that Promote Inclusion: A Guide to Engaging All Types of Young Readers. All three libraries held popular Halloween events for the community. In addition, each library held sugar skull craft programs, where children learned about the Mexican holiday Dfa de los Muertos. More than 210 children and teens total attended the events at the three libraries. In the month of October, Teen Librarian Ashleigh Hvinden introduced the TeenTober program to all three library locations, inspired by the Young Adult Library Services Association. Teens reported to staff at all three library locations about a game they played or a book they read and earned a candy bar. More than 50 teens participated. Similar programming initiatives will continue in November and December to further engage teens. CCL, Dove Lane ... On Oct. 18, library staff supported the Carlsbad Library & Arts Foundation's concert featuring award-winning pianist Richard Glazier, held in honor of veterans and in memory of Carlsbad resident and library donor Benjamin Schulman. Nearly 130 attendees enjoyed a pre-show reception and the concert performance. Event proceeds benefited Carlsbad's libraries and cultural arts. Monthly Library Report for October 2019 Each Tuesday in October, the library hosted its Good Life Lecture series, with four workshops attended by more than 300 people. The lectures covered everything from preventing and treating seasonal colds to mindfulness. The Carlsbad Senior Center partnered with the library and hosted a table at each lecture to share Senior Center services and programs with event attendees, receiving a lot of interest. The Senior Center also parked their van outside of the library to advertise the Senior Center's free transportation opportunities for seniors. Pacific Ridge High School students from the school's technology club volunteered to help library patrons with technology such as cellphones and other devices at the library on Oct. 15 and 29, prior to the start of the Good Life Lecture series. The 12 students answered questions about Snapchat, apps and downloading to one's phone for appreciative library patrons. The library partnered with the Carlsbad Unified School District on Oct. 12 to present a book signing with Salva Dut, founder of waterforsouthsudan. Salva discussed and signed copies of A Long Walk to Water, the true story based on his life. Carlsbad 6th grade students have been reading the book in school and were thrilled to hear from and meet Salva, who entertained the audience of more than 200. A large group of 21 readers attended the First Wednesday Book Club on Oct. 2 and raved about Trevor Noah's Born a Crime. Attendees appreciated gaining a deeper understanding of life under apartheid through the author's gripping-and often very funny-stories. Nearly 50 attendees enjoyed presentations on the theme Classics Revisited with engaging authors Sarah McCoy, Jenne Bergstrom and Miko Osada on Oct. 20. McCoy took readers back to Green Gables before Anne in Marilla of Green Gables. Authors and librarians, Bergstrom and Osada, shared inspiration for the recipes from their Little Women Cookbook. Georgina Cole ... Genealogy & Local History staff wrapped up their work for the Historic Preservation Commission updating information about historic properties from several reports dating from 1980 to present. The working document includes a brief history of each historic property and photos of all existing historic plaques in Carlsbad. This work will be shared with the Historic Preservation Commission at their November meeting. A popular Genealogy program in October was Jeanette Shiel's presentation on using Tax Records in Genealogy Research, held Oct. 22, with 70 people. Teens and tweens participated in two exciting activities in October. Twenty teens attended the Escape Room held at the Cole Library on Oct. 10. Teens had one hour to. solve the clues hidden in library board games and uncover the prizes. Most attendees came from the Parks & Recreation teen after-school program at Pine Avenue Community Center. Sixteen tweens attended the Hallo-Tween Bash on Oct. 28. Tweens bowled for ghosts, made skeleton bracelets and played other Halloween-themed games. Monthly Library Report for October 2019 Learning Center ... The Learning Center's Spanish Book Club met to discuss this month's book selection El Jardin O/vidado by Kate Morton, with 12 adults participating in an enthusiastic book discussion. During the week of Oct. 28, library patrons of all ages were invited to complete a coloring sheet of a Dfa de los Muertos altar and tell staff who they were celebrating or how they celebrated Dfa de los Muertos in exchange for a pre-decorated sugar skull. Outreach and Community Connections ... On Oct. 12, staff from Library & Cultural Arts and Parks & Recreation discussed their respective services and programs to members of the Fall 2019 Citizen's Academy. Approximately 40 residents toured the Dove Library and learned more about library services and programs. Library staff visited the La Posada Homeless Shelter on Oct: 8. Staff issued eight new library cards to shelter residents, collected several library surveys and promoted library programs and services. The team partnered with the Cultural Arts Office to provide a performance and poetry workshop for the La Posada residents by the City of Carlsbad's visiting artist-in-residence, poet and fiddler Ken Waldman. In October, six groups participated in library tours and learned more about library programs and services: four La Costa Meadows first grade classes, a Girl Scout troop focusing on energy usage and conservation, and eleventh graders from The Grauer School. On Oct. 2 and 10, library staff presented storytimes to classes at St. Patrick Catholic School for nearly 150 children total. In addition, staff offered two special off-site storytimes. On Oct. 18, staff presented a special storytime program for the Easter Seals of Southern California's Home Base families. Twenty-seven children and 18 parents as well as five teachers participated and learned more about the library's children's programs, ESL classes and Career Online High School program. Nine parents registered for a library card. On Oct. 24, staff presented a storytime at the Carlsbad Strawberry Company Pumpkin Patch and provided a craft for the 35 attendees. On Oct. 23, two library staff attended the Carlsbad High School College Fair. Over the course of two hours, staff spoke to 200 people about library services and programs. Many attendees affirmed they had been to the library and had library cards. Several people who did not have library cards picked up applications and information. In October, the Books To Go team started the month with an Oct. 3 visit to the Carlsbad Senior Center, where staff gave away 50 children's books to attendees at the Grandfriends Kindness Project as young students and elderly companions read stories together. The Books To Go team also attended the Oktoberfest at Holiday Park on Oct. 8, distributing 150 free books and interacting with 200 people. On Oct. 17, the team provided preschool storytimes for three local preschools to 100 preschoolers. On Oct. 23, they visited the Farmer's Market and interacted with 308 people, processed one library card application and handed out more than 100 books and other giveaways. Finally, on Oct. 24, the Books To Go team visited Valley Middle School and Magnolia Elementary School and connected with more than 120 people. '• ,.< •• • C ~ \ '1' j., • !I •, ' \ / <I• I I Timeline • Library Learning Center: Decem·ber 13 • Dove & Cole: January 6 -10 ITEM #7 PHOTOGRAPHY AND VIDEOGRAPHY AT L&CA FACILITIES 1 PHOTOGRAPHY AND VIDEOGRAPHY AT LIBRARY & CULTURAL ARTS FACILITIES Purpose: Enjoyment of Library & Cultural Arts facilities Organization and administrative ease POLICY: • Commercial photography and videography are prohibited at L&CA facilities without advance approval from the L&CA director or designee. • Members of the media are encouraged to obtain approval from L&CA administration. • Casual amateur photography and videography in public areas of L&CA facilities is allowed provided the activity does not disrupt others. The photographer or videographer must obtain prior permission from individuals being photographed or recorded and is responsible for obtaining all necessary releases and permissions. Recording minors is prohibited without the permission of the parent or guardian. Groups renting L&CA venues may arrange for photography and videography by a third party to occur during their event which is restricted to the venue reserved by the group. Any photography or videography outside the venue reserved by the group must follow this policy. The City of Carlsbad and the L&CA Department may photograph and/or record events sponsored by the city and partner organizations. The city reserves the right to include these images in promotional materials. Attendance at L&CA programs and/or events constitutes the attendee's express consent to be photographed and/or recorded and for the city to use such images in promotional advertisements or in other media formats regarding the city. The person(s) recorded do not have a right to view or object to the city's use of their image or likeness prior to the city's use. Prior to recording, signs will be posted stating that the program or event may be recorded and that photographs and/or videos taken by staff may be used for promotional purposes for the benefit of the city. Procedure: Staff will refer any commercial or media photography and/or videography requests to the facility's deputy library director/cultural arts manager or principal librarian. Any person or group failing to comply with this policy will be directed by staff to stop recording immediately and staff will notify a Person-in-Charge about the situation for any further action. Donated items will be sorted by designated L&CA employees and volunteers and, based upon the Collection Development Policy and Carlsbad Municipal Code sections 3.29.060 and 3.29.060, donated items may be added to the collection, given to the Friends of the Library or discarded. Items identified for the Friends of the Library will routinely be sorted and boxed by mailroom clerks, volunteers and L&CA couriers and may be transported to locations designated by the Friends of the Library.
