Manager Arnold stated the District would gei dboui 9 of the personnel listed in the budget and the equipment listed under the IW-j riater Department. 3oth Manager Kubota and City Manager Arnold agreed that tht City of Carlsbad will have to raise the city water rates before the end of this fiscal year, June 30, 1972. Manager Kubota and City Manager Arnold will work together to prepare a proposed operating budget for fiscal year 1972-73. Haiiager Kubota pointed out that one of the ways the City could reduce their bond requirements would be to sell surplus water department property and use the money to call in some of the outstanding bonds. San Luis Valley Wellfields Rey Colonel Bowen asked what steps the District would take to protect the City's water rights in the San Luis Rey Valley. Manager Kubota suggested tne best way to protect the City's water rights would be to use the wells, and this could be accomplished by working with the City of Oceanside in the City of Oceanside's overall water planning program. Work out an agreeement with the City of Oceanside to pump the water from the wells into the Oceanside water system and pay for the cost of treatment. Legal Counsel will research the question of whether the District would have the legal right to crcserve water rights in the San Luis Rey Valley. A short recess was called at 10:00 A. M. to 10:08 A. M. Proposed Under the proposed operating agreement, the District would agree that Ope ratina in the event the annual payment to the City of Carlsbad by the District Agreement for Bond retirement is reduced, tlie water rates would be lowered. Any excess revenue would be used to retire outstanding bonds. The District conducts such a program now and was able to reduce the tax rate in Improvement District No. 3 from 90c to 45(t this past fiscal year. Mr. Watson pointed out that six miles of pipelines in the City of Carlsbad will need replacing within the next five years at an estimated cost of $300,000. This six miles of pipeline was not included in the City's Water Improvement Project.
