The meeting was called to order at 2:06 P.M. by President Maerkle with Directors Carmichael, Engelmann, Kelly and Mac Leod answering roll call. Also present, were Manager Pri day, Legal Counsel Swirsky , District Engineer Kubota, General Superintendent John Henley (in at 3:35 P.M.), and Office Secretary. Mrs. Ruth Honnol d, Mrs. Arthur Bonas and Mrs. A. J a Skotnicki , members of the League of Women Voters; and representing the City of Carlsbad, Public Works Director Ron Bec kman .

Oral Communications from Audience:
Mr'j- Skotnicki's Mrs. Skotnicki gave a very interesting and informative talk kport on her on her observations and impressions of the Russian cities she Trip To Russs'a visited on a recent tour she made, which was organized by the League of California Cities, and included Kiev, Moscow and Leningrad. She attend.ed a session conducted by members of the Institute of Water and Sewage, and reported on their system of supplying water to the City of Moscow and their reclamation procedures, and was advised by a Russian engineer that the quality of their water is on a par with U. S. standards.

S.D.C.W.A. Director Kelly reported on his attendance at the November 6th meeting of the Authority. One of the items discussed was the matter of Nuclear Initiative to be voted on by the electorate of the State of Cal i fornia next June, which will negate the use of Nuclear power to generate electrical energy. The Authority has drawn up a draft of a resolution opposing the Nuclear Safeguard Initiative, which Director Kelly read. After discussion, upon motion of Director Kelly, seconded by Director Carmichael , and unanimously carried, approval was granted to have C.M.W.D. adopt a resolution opposing the Nuclear Initiative.
Water Storage Manager Priday reported we have formally made application to San Vincente the Authority requesting 2500 acre feet of water to be placed Reservoi r in storage in San Vicente Reservoir for our District.
Public Relations:
Promotional In the absence of Public Relations Consultant Mitchell , Manager Film - Priday reported on his findings regarding the promotional film S.D.C.W.A. being prepared on the California water projects, and sponsored b,
S. D. C.W.A. Mr. Priday reported that after reading through the script, which is to accompany the film, and discussing it with Director Kelly, he would not recommend our participation in this project, primarily because there is nothing in the script to identify North County in any way, and does not feel it warrants the District's investment of $1,000 for our share of the cost to produce this film. After discussion, upon motion of Di,rector Mac Leod, seconded by Director Carmi chael , and unanimously carried, it was agreed the District would not participate in the film project.
School Program - Mr. Priday reported on a meeting he and Mr. Mitchell had with a

Radio Station Manager Priday reported he was contacted by a Mr. Guy Ryan of thl
KKOS new Carlsbad radio station KKOS, in connection with their
District on water, and Manager Pri day feels it would be good pub1 i c relations for the District, and perhaps could tie in with our study of water conservation.
Office of the Water Authority, in connection with a program they
publit information program$ requesting a presentation from the
Corps of Engineers Manager Prid2y reported on an item in the Washington Report
implementation of the 'dater Pollution Control Act, and in particular a Senate Bill on the Corps of Engineers Permit Program under Public La.w #92-500, Water Pollution Control Act, which extends the existing permit procedures previously applicable to a traditional navigable water to the U.S. to include adjacent wetlands. Some feel that these regulations include almost anything; small lakes dams and any activity of this nature would require a permit. Permits would be required for any type of any type of water supply development, including reservo and the associated distribution system.
Board Communi cations:
Director Carmichael commented on the recent press releases about the California school system standards being downgraded on the National level due to decline in accreditation of some of our schools of learning, and a discussion followed on the reasons for this decline.
President Maerkl e referred to a quote from Nil 1 Rogers made many years ago regarding the tax exempt bonds and a bill being introduced in the U. S. Congress now to make all those bonds taxable, and the correlation with the present condit New York is now experiencing.
Landscaping:
Manager Priday reported the completion of the installation of the drip irrigatio system at La Costa Reservoir, and that the landscaping program of our reservoir sites has been completed and the plantings are growing satisfactorily.

Legal Counsel :
Tax Levy Legal Counsel Swirsky recommended a minute motion by the S.D.C.W.A. Board of Directors that they desire to follow past policy 01 the District and pay their complete tax levy for next year 1 S.D.C.W.A. by levying taxes, and upon motion of Director Carmichael 3 seconded 63 Director Mac Leod, 'and unanimously carried, Legal Counsel Swirsky's recommendat. was approved.

Sq ui res Dam Engineer Kubota reported receipt from Fugro, Inc., the revised report prepared in accordance with questions raised by the State in connection with the original report, and Manager Priday and Superintendent Henley will review the report and resubmit to the State for their consideration.
Operations: Engineer Kubota advised they have been monitoring very
water system capabilities as related to demands this past summer, and have the data now and are working on it and part of it wi 11 be a narrative Consultant Mitchell will, incorporate in the Annual Report for the past fiscal year.
General Manager:
District's New Manager Priday advised we have received a letter from Address the Building Department of the City of Carlsbad having to do with our new address , and advising us offici ally that the new address of the District will be 5950 El Camino Real. Manager Prida has requested use of our former address, 6480 El Camino Real for the next 6 nionths, due to the fact that we have a supply of checks and billing forms with the 6480 El Camino Real address printed on them, and the City Bui lding Departmen has granted this request.

We are 72 acr feet over the same period last year as far as water sales is concerned. Distric water sales retail is 2,898 acre feet, and sales to the City is 2,075 acre feet,
