The meeting was called to order at 2:05 P.M. by President MacLeod, with Direc.

Tri -Agenci es Pi pel i ne District Engineer Kubota reported recei v a telephone call from Mr. Bob Me1 bourne the Water Authority last week. They are moving along with the project, but m not be able to advertise for bids until January or February. As a matter of information, Engineer Kubota advised that a 24" water line was in the initial
preliminary design, but that a 21" or 22" water line may now be used, dependi on cost effectiveness, and he explained the head loss involved.
South Aqueduct Connection District Engineer Kubota stated that the San Marcos County Water District has con a public hearing on their EIR, but he has not heard the results as yet.

Engineer Kubota fu stated that we have not heard from the City yet as to staff procedure, but it would be our intent to assist in whatever the programming is so that accurate factual information is presented.

Spinnaker Hills, Unit No. 3 District Engineer Kubota requested apprc by the Board for the public water sys.ten an interim basis, for 15 lots in Spinnaker Hills, Unit No. 3, permitting temr occupancy of these dwelling units. The lots involved are Lots 194-198 and 21 on Daisy Avenue. The water system is operational but not in a condition to t accepted. After discussion, upon motion of Director Maerkle, seconded by Dir Uhlinger, and unanimously carried, the Engineer's request was granted, with t condition that no more re1 eases wi 11 be approved unti 1 the unit i-s complete.
Carrillo Estates, Unit No. 1 District Engineer Kubota requested apprc by the B.oard for the public water systen

After dl cussion, upon motion of Director Uhlinger, seconded by Director Maerkle, and unanimously carried, the Engineer's request was granted.
Bridgeview Condominium District Engineer Kubota requested apprc by the Board of a revision to the Bridgt Condominium improvement plans, which he explained by use of a diagram. The I is necessitated by a Fire Dept. requirement. for installation of another fire plus construction 0f.a retaining wall between Bridgeview Condo and Jerez COLI After discussion, upon motion of Director Kelly, seconded by Director Maerkl and unanimously carried, the Engineer's request was granted.
As a matter of information, Engineer Kubota reported that Lester Turner, the developer for Bridgeview Condominium, will be building the "Sandtrap" devel o on three lots across the street from Bridgeview.

District Easement Rights District Engineer Kubota advised that, recommendation of our Legal Counsel, we reconfirmed our basic policy with the City of Carlsbad that we will review a

Board of Supervisors On behalf of Skip Schmidt, who attended t Conference on SB 346 conference representing the District, Eng Kubota reported th.at it was essentially a educational meeting. Among the supporters for this Bill is Larry Kapaloff, a member of the Assembly Water Committee. In the event that a meeting is held f support of this Bill, Mr. Schmidt has indicated that Mr. Kapaloff would be ava able as a guest speaker. Mr. Kubota added that a Senate-Assembly Joint Confer Committee hearing on SB 346 will be held in the spring. I General Manager:

Chamber of Commerce General Manager Henley reported that the Chamber of Commerce is having a luncheon December 13 to salute Chris Christiansen. The Chamber is also having an inst?
lation dinner on or about January 14, but no more information is available at this time.
Meetings
City Counci 1 Meeting General Manager Henley reported that he attended the City Council meeting last ni
but there was nothing of real interest to us on the agenda. The City has appr plans for a mini-shopping center to be located on the southeast corner of El ( and La Costa Avenue. We may be providing water to this development in the Oli hain District under an exchange agreement.
S.D.C.W.A. General Manager Henley reported that the Water Rates Water Authority meeting will be held
couple of Resolutions regarding water rate increases for the next fiscal year They will be raising the surcharge and also the capacity charge, which will have an impact on our agricultural water rate. Mr. Henley advised that he ; will schedule a meeting of the Water Rate Committee for the first or second w in January.
01 i ven ha i n MWD General Manager Henley advised that the Surplus Water Meters Olivenhain Municipal Water District has discontinued using a certain brand of wa meter, which they have offered for sale. Mr. Henley made a bid of $2,002.87 these meters , which have a market value of $5,969.51 , and the bid was accepte
There are five 3" and 4" compound meters, plus mi scell aneous parts avail ab1 e. Manager Henley requested approval of the Board to issue Purchase Order 2290 i the amount of $2,002.87 to purchase the meters. Upon motion of Director Maer seconded by Director Uhlinger, and unanimously carried, the Manager's request was granted.
Operations General Manager Henley reported the flob from the Authority is 14 c.f.s., and the lake level is 495.6. There was another leak in La Costa Village involving be tifully finished concrete driveway. This was the same type of break as last time, caused by settlement in the fill. The owners have had a soils engineer
looking the job over for the last couple of weeks in an attempt to determine their course of action.
The San Diego Gas & Electric Company has started a new program of replacing
a1 1 dual wooden poles. On November 18, while digging, they damaged our 18" steel water main located near Rosie Posie and the twin tanks. The water 10s: was close to an acre foot. Engineer Kubota added that this was. the first in! of this nature since the cross-tie was put into service, and as a result, on' two customers were out of water.
Aqueduct Shutdown General Manager Henley stated that the Water Authority will be shutting down t
fourth barrel on the aqueduct commencing December 12 for ten days. This wil
effect us in that we will take "tail" water, which will amount to anywhere f 5 c.f.s. to 24 c.f.s.

A.P.C.D. Vapor Recovery Manager Hen1 ey expl ained the previous a Requirements current A.P.C.D. requirements for our g dispensing unit. After receiving two b for completion of the required work, Manager Henley requested approval of th Board to issue Purchase Order 2297 in the amount of $565 .OO to J. F. Keaveny Inc. in San Diego to install the O.P.W. System A Type 5 Vapor Recovery Syste Upon motion of Director Maerkle, seconded by Director Uhlinger, and unanimou carried, the Manager's request was granted.

Quarterly Financial Statement Manager Henley called attention to the terly Financial Statement, copies of wh were distributed to the Board and Staff earlier. Director Maerkle commented the fact that the statement for the quarter ending September 30, 1977 was no
received until December, and stated that he felt it should be received a cou of weeks after the quarter is over. Manager Henley advised that he has been informed that the December statement will be out about the second or third v,
i n January.
Engineer Kubota further called attention to the fact that revenues for the first three months of the fiscal year are normally.substantia1; however, the
total water revenues for the quarter appear to be low. This is due to the change-over to bi-monthly billing on the majority of the consumer accounts.
Use of District Facilities - President MacLeod read a letter from tk Carlsbad-Oceanside-Vista Branch of AAUk thanking the District for use of our meeting.room on November 12.
Hospital ization of Col . Bowen Director Maerkle reported the hospitali of Col. Ace Bowen, who recently underwe surgery. He is in Room 3015, Third North, at Camp Pendleton Naval Hospital.
Ratification of Checks Upon motion of Director Maerkl e, seconc Director Uhl inger , and unanimously carr the Board ratified Checks No. 2158 through No. 2211 covering the period fron November 17, 1977 to December 7, 1977, in the sum of $142,859.06.
