The regular meeting of the Parks, Recreation, Beaoh and Tree Commis-
sion was held Hay 26, 1954, at 7'30 P. M., m the City Hall. Those members
present were Mrs. Felt, Jerry M cClellan, Ben Acuna, Dr. Glines, Mrs. Chris-
tiansen, Mr. Westree, and Vesta Stuart. We also had as a guest Mrs. Sims,
Community welfare Chairman of the Junior Women's Club, who told of the
interest her club was generating in the desire we have a City park and
playground, stating they will give their assistance in this project.
Minutes of April 22nd, 1954, were read and approved after correc-
tions. Minutes for February, 1954, will be given at next meeting by Mrs.
Christiansen.
In reference to the completion of tree planting in the Palisades area,
Mr. B. Schelske is to be contacted to see if he will be willing to complete
the tree survey for the side streets.
Dr. Glines reported he had contacted George Meese regarding the life
guard position, stating he would be glad to serve. Because of the urgency
of this matter, a motion was made by Jerry McClellan and seconded by Ben
Acuna that the Beach Committee be given full power to negotiate and employ
the needed number of helpers and decide on locations of stations and equip-
ment needed, and to refer their action to the City Council. Motion carried.
After discussion of the locations most needing a guard, attention was fo-
cused on the increasing number of people using the south beach by the jetty,
and children playing in the lagoon. It was suggested that this commission
write the City Council these facts and ask that they contact the Gas Com-
pany informing them of these conditions and tell them of the location of
our life guards and ask their assistance.
Mr. Gldham presented his suggestions for the budget for this Commis-
sion with a total of 4?23,900.00, broken down as f ollows :
Beach guard and helper from 6/1 to 9/30 #1800.00
Tree trimming . ............ 18500.00
Supervisor on tree trimming ...... 3600.00
The Commission wished to go into the matter of the budget further.
They wish to include a park site. J. McClellan moved and Mr. Westree
seconded a motion requesting the City Council to instruct the City Attorney
to re-negotiate with the San Diego Gas & Electric Company for the County
Road Station and purchase this property if a. reasonable price can be ar-
ranged. Motion carried.
At this point a motion was made by Jerry McGlellan and seconded by
Mrs. Stuart that Mrs. Felt be made permanent chairman of the Commission.
Motion carried.
Motion made by Dr. Glines and seconded by Mrs. Christiansen that Mr.
Westree be made vice-chairman. This motion also carried.
Mrs. Felt set June 10, 195^ > for a special meeting to be held to
complete the budget. She will hear reports of all special committees
pertaining to the preparation of the budget,
Mr. Westree was asked by the chair to get estimates on various types
of tree trimming by the time of the special budget meeting. Jerry Hc-
Clellan suggested he contact Anthony Home for Boys to see if they might
be able to trim trees in Carlsbad. Mr. Westree was also asked to contact
Mr. Joe Cockrill and Mr. Dave Turner of the Buena Vista district and as-
sist them in a choice of trees suitable for their planting. Jerry Mc-
Clellan volunteered to go with him.
A motion was made by Mrs. Christiansen and seconded by Mr. Westree
that Ordinance #5010 be republished in the paper and that a small article
calling attention to immediate need to clean unsightly lots, now also
presenting a fire hazard. Motion carried.
Jerry HcClellan stated the Highlands will be ready to report on their
choice of trees on June 10, 195^.
A motion to adjourn was carried.
